Developing association work, preparing for the National Congress of the Vietnam Lawyers Association

Enhancing the role of the Association at the local level.

Reporting at the Conference, Mr. Tran Cong Phan, Deputy Secretary of the Party Committee, Vice President of the Association, and General Secretary of the Vietnam Lawyers Association, assessed that in the first six months of 2024, the Association achieved positive results in all 10 key areas of work.

Significantly, the Party Committee, the Standing Committee, and the Central Executive Board of the Association have directed the development and implementation of numerous work programs and plans; leading and guiding the Association at all levels to continue to effectively carry out their assigned political tasks, constantly promoting and improving the quality and effectiveness of the Association's activities. Based on this, the Lawyers' Associations of provinces and cities, and the units and branches directly under the Central Association, have developed and issued specific activity programs and plans for each unit, in accordance with the Association's political tasks and the actual situation of the locality, agency, unit, ministry, and sector.

Mr. Nguyen Van Quyen, Secretary of the Party Committee and President of the Vietnam Lawyers Association, delivered a speech at the conference.

The study, understanding, and implementation of the Party's guidelines and viewpoints, and the State's policies and laws; and the study and emulation of Ho Chi Minh's thought, morality, and style continue to be emphasized. "The role and position of the associations at all levels are increasingly affirmed, creating trust among Party committees, the government, and the people. Professional work such as participation in policy and lawmaking; legal consultation and assistance; and legal dissemination and education are given attention, promoted, and effectively implemented by the associations at all levels. Statistical data shows that some aspects of activity have increased compared to the same period in 2023," Mr. Tran Cong Phan emphasized.

The program for drafting legal documents by the Government , ministries, sectors, localities, and according to the plan set out by the Central Association in 2024 includes projects such as: the Law on Trade Unions (amended), the Law on Notaries (amended), the Law on Employment (amended); the Law on Urban and Rural Planning; the Law on Gender Transition; the Law on Juvenile Justice; and the Law on Geology and Minerals. In addition, several activities will continue to be implemented in the third quarter, especially focusing on drafting the draft Law amending and supplementing certain articles of the Law on Commercial Arbitration; and finalizing draft documents to be submitted to competent authorities for consideration and decision to be added to the legislative drafting program for 2024 and 2025...

Delegates delivered presentations and discussions at the conference.

According to Mr. Phan, the work of participating in and contributing to the development of policies and laws is increasingly receiving attention and active participation from local associations at all levels. Statistics for the first six months of 2024 show that local associations organized more than 650 conferences and contributed over 9,000 opinions (compared to over 600 conferences and over 8,000 opinions in the same period of 2023) to the development of legal documents at the central and local levels.

In addition, the various levels of the association organized over 75,900 legal awareness and dissemination sessions for more than 583,000 people. Furthermore, coordinated activities with relevant sectors in legal awareness campaigns were also implemented, with over 28,600 sessions reaching more than 1,580,000 people (compared to 24,984 sessions for over 1,500,000 people in the same period of 2023) on laws such as: the Land Law, the Housing Law, the Marriage and Family Law, the Environmental Protection Law, the Law on Mediation at the Grassroots Level, the Military Service Law, etc.

Proposal for an age-based mechanism for association presidents.

Speaking at the conference, Mr. Nguyen Van Quyen, Secretary of the Party Committee and President of the Vietnam Lawyers Association, said: "2024 is the year when all levels of the Lawyers Association will hold their congresses for the 2024-2029 term, leading up to the 14th National Congress of the Vietnam Lawyers Association, for the 2024-2029 term, with the goal of holding it at the end of December 2024. At the same time, it aims to celebrate the 70th anniversary of the Association's founding (April 4, 1955 - April 4, 2025)."

To date, the Subcommittees on Charter, Documents, and Personnel have implemented plans and tasks to ensure timely progress. Specifically, in the second quarter, the Personnel Subcommittee developed its work plan, which included the personnel plan for the Executive Committee, the Standing Committee, the President, the Vice President, and the Inspection Committee, to be submitted to the competent authorities; and developed guidelines on the standards, number, and allocation of delegates to the 14th National Congress of the Vietnam Lawyers Association.

At the conference, many delegates raised concerns that the current regulation limiting the age of association presidents to 70 years old makes it difficult to nominate and elect personnel.

Sharing the same view, Mr. Nguyen Van Quyen said that many comrades who are chairmen of branches directly under the central association participate out of enthusiasm, but now that they are over 70 years old, there needs to be a mechanism for them to continue participating appropriately. "The association has guiding documents on the conditions, procedures, and personnel processes for all levels of the association to implement uniformly," Mr. Quyen said.

According to the leaders of the Vietnam Lawyers Association, in preparation for the National Congress, the subcommittees assigned to serve the 14th National Congress of the Vietnam Lawyers Association, term 2024-2029, have continued to successfully complete their assigned tasks; the Association at all levels continues to research, contribute opinions, and revise the draft documents to be submitted to the 14th National Congress of the Association.

As of the end of June 2024, the following provincial-level Lawyers' Associations had held their congresses: Hoa Binh, Dak Lak, Ben Tre, and Lang Son. In addition, several other provincial-level Lawyers' Associations have also basically organized their congresses at various levels, completing preparations for their respective provincial-level congresses, including: Hanoi City Lawyers' Association, Quang Binh, Binh Duong, Quang Ninh, Ninh Thuan, Thai Binh, and Khanh Hoa…

To date, a total of 71,027 out of 95,221 members of the Vietnam Lawyers Association have been issued or renewed membership cards, reaching a rate of 74.6%. In the first six months of 2024, procedures were completed to admit 122 new members currently active in branches under the Central Association .
