Yen Lap commune was merged from Yen Lap commune and Binh Phu commune of Chiem Hoa district (old) with an area of over 10,300 hectares, a population of over 10,000 people from 14 ethnic groups, of which the Tay ethnic group accounts for over 80%. This is a particularly difficult area, with a poverty rate of nearly 34%.

Up to now, the commune has completed the arrangement of agencies and units according to the 2-level local government model. It has established 3 specialized agencies to advise and assist the Party Committee, 3 specialized departments under the Commune People's Committee and the Public Administration Service Center. The total number of cadres, civil servants, public employees and part-time workers is 65 people. Working facilities are arranged at the old Yen Lap commune headquarters, basically meeting working needs.
The report of the Commune Party Committee shows that the implementation of the merger received close direction and specific guidance from superiors, and high consensus among cadres, Party members and people. The restructuring of the organizational apparatus took place promptly, without causing interruption in work operations. Administrative procedures at the Commune Public Administration Service Center were received and resolved quickly.

However, the commune is also facing many difficulties. The large area and traffic disruption make it difficult for people, especially in the old Binh Phu commune, to travel and complete administrative procedures. Some people are not familiar with the operations on the National Public Service Portal. The staff is mainly from far away, so there is currently no place to eat and rest for them; operating software and handling work in the electronic environment still has some limitations.
Some key positions have not been fully staffed as required. Facilities and equipment for work are limited; especially the lack of specialized equipment for the Public Administration Service Center.
At the meeting, members of the Working Group focused on discussing and clarifying many specific issues that Yen Lap commune is facing, and at the same time suggested practical solutions to overcome difficulties, helping the locality to soon stabilize the organization, improve the effectiveness and efficiency of the grassroots government after the reorganization; and the work of drafting documents for the Commune Party Congress.

Speaking at the meeting, comrade Le Thi Kim Dung praised the proactive and responsible spirit of the Yen Lap Commune Party Committee in organizing and operating the new apparatus. She emphasized that after the merger, with a large workload, large area, and large population, the staff needs to continue to promote the spirit of solidarity, proactiveness, creativity, and grasp the situation at the grassroots level, especially the thoughts and aspirations of the people, especially the issues arising during the apparatus transition process.
He requested the Commune Party Committee to continue to do a good job of ideological work among cadres, Party members and people; promptly grasp and resolve recommendations and problems after the merger. It is necessary to review and perfect the coordination mechanism between agencies and units in the political system, ensuring effective and synchronous operations; promote administrative reform, digital transformation, and promote the role of the Commune Public Administration Service Center in serving the people.
He also requested Yen Lap commune to continue to clearly identify its potential and advantages to develop agricultural, forestry and community tourism production; mobilize resources well, especially national target programs to invest in building essential infrastructure, improving people's lives; actively prepare documents for the Party Congress of the commune for the 2025-2030 term on schedule and with quality.
