The Deputy Prime Minister reviewed the achievements of the Information and Communications sector: Vietnam's e-government ranking in 2024 rose to 71st place out of 193 countries, an increase of 15 places compared to 2022; the percentage of households using fiber optic cable reached 85%, an increase of 6.8% compared to the same period in 2023 (79%).

The number of mobile broadband subscribers per 100 people reached 94 subscribers/100 people, an increase of 10% compared to the same period in 2023 (85.7 subscribers/100 people)...

In addition, the Deputy Prime Minister acknowledged the challenge: the rapid technological change requires the information and communication technology sector to accelerate the completion of laws and policy mechanisms, and to leverage resources to contribute to the country's development.

Furthermore, ensuring safety and protecting user rights in the digital environment is crucial. The Deputy Prime Minister emphasized that the case of Mr. Pips, who defrauded over 5 trillion VND and victims of nearly 3,000 people, highlights the need for the Information and Communications sector to proactively and quickly protect consumer rights in the digital space to prevent criminals from exploiting digital technology.

The Deputy Prime Minister cited the example of digital signatures, which also have risks, and therefore further development of technologies such as facial authentication is needed.

In the field of journalism, the Deputy Prime Minister proposed building a revolutionary Vietnamese press, linked to preventing harmful information and targeting those placed on digital and cross-border platforms.

In 2025, the information and communication technology sector needs to accelerate innovation, develop digital infrastructure, apply AI, and promote the digital technology industry to contribute to bringing the country into a new era.

On December 22nd, the Politburo issued Resolution 57 on breakthroughs in the development of science, technology, innovation, and national digital transformation. The Deputy Prime Minister emphasized: This is a mandate, therefore the Ministry of Information and Communications is responsible for implementing it, creating breakthroughs in resources to promote economic development. This is the "guiding principle" for action in the coming period.

The information and communication technology sector needs to accelerate digital technology to develop the digital economy. This is the era of AI technology, accompanied by Big Data, Blockchain, cloud computing, digital infrastructure, management methods, and labor skills.

In addition, the industry needs to focus on combating harmful and malicious information spread through cross-border social media platforms.

Strengthen inspections and address violations in journalistic and media activities. The revised Press Law aims for stricter management and sustainable development of the press.

Regarding Resolution 18 on restructuring and reorganizing the apparatus, the Ministry of Information and Communications and the Ministry of Science and Technology will merge and streamline into the Ministry of Science, Technology and Information, which will have new strength, a new mission, and operate more effectively. According to the Deputy Prime Minister, the two ministries share a common "denominator": technology. Therefore, the new ministry will operate more effectively, deeply, and powerfully.

The Ministry of Information and Communications needs to strengthen international investment cooperation in areas such as cybersecurity, external information, and press management.... "The Ministry of Information and Communications will leverage its innovative role to successfully complete its tasks in 2025," the Deputy Prime Minister confidently stated.
