But up to now, land prices in this area have fallen into a "frozen" state as homestays are struggling to find guests.
In contrast to the vibrant picture of more than a year ago, Ta Xua's tourism picture is somewhat gloomy as the number of guests filling homestays has decreased sharply.
Pham Anh (a tourist from Hanoi ) who just arrived in Ta Xua in early July said: “ The room rental price in Ta Xua is only half of what it was when I went more than a year ago. Before, to rent a nice room with a view of the mountains and clouds, the average price was from 1 million to 1.5 million VND. But now, the room price is only about 400,000 - 500,000 VND/room. The number of tourists is also completely absent .”
Ta Xua was once considered a "cloud paradise" attracting tourists.
Ms. Pham Anh said that after learning from some homestay owners, Ta Xua is currently in a state of being inspected for constructions on forest land. This is the reason why many homestays are not allowed to operate and are subject to inspection.
“ There are homestays that illegally welcome guests, and when discovered, the authorities even dismantled some of the structures on the land. That is why some homestays are quite “deserted” due to the impact of inspection activities ,” said Ms. Pham Anh.
Just a few years ago, Ta Xua was a hot spot in the real estate market, when land prices skyrocketed. Tourists flocked to experience, enjoy the fresh air and "hunt clouds".
In 2018-2019, land prices in Ta Xua were only a few hundred thousand VND/m2, some plots of land located on the main road in the center were more expensive, up to millions/m2. But from the second half of 2019 to 2022, land prices in Ta Xua increased sharply.
For example, a plot of land facing the street in the central area near the rattan yard with a width of about 10m is being offered for sale at a price of more than 10 billion VND, equivalent to more than 1 billion VND per meter of road frontage (Ta Xua land is often offered for sale by the meter and extending inward). Or a plot of land a few dozen meters away, located on the main road, is being offered for sale at a price of about 6 billion VND. Ta Xua land was once considered as expensive as land in the center of Hanoi.
Ms. TT (a land investor in Ta Xua) revealed that most of the people who buy land in Ta Xua to do business, open homestays or buy and sell are mainly from Hanoi. Since 2019, the wave of people leaving the city to return to the forest to build homestays has exploded, causing land prices in this area to double, triple, and even increase 10 times in many places due to the beautiful location.
Up to now, Ta Xua land prices have begun to stagnate. Some landowners have begun to sell at a loss due to prolonged business losses. The cause comes from inspection activities for violations of construction works on protected forest land.
“ In the past, homestays sprung up like mushrooms. Mainly, investors bought protective forest land to build homestays. Many owners also reclaimed more land and leveled the land to expand the homestay. But now, illegal constructions are being inspected and even dismantled. Some homestays have to be rented out illegally. This is a big reason why Ta Xua's land prices have decreased. However, buyers are also very cautious because currently, although Ta Xua's land prices have decreased and prices can be squeezed, many plots of land are still protected forest land. Spending billions to buy protective forest land is also very risky if you build a homestay business ,” Ms. TT added.
To stimulate tourism and develop the economy , in 2018, Bac Yen district established a detailed construction plan at a scale of 1/500 for Ta Xua eco-tourism area, with a total area of over 17 hectares. After a period of development, homestays in Ta Xua have sprung up like mushrooms.
According to report No. 290/BC-UBND dated April 28, 2022 of the People's Committee of Bac Yen district on the results of inspection and verification of land use of homestay establishments in Ta Xua commune: Through inspection, 7 locations were discovered to have encroached on forestry land, the violating locations were forestry planning land but there was no forest. Of which, 5 households had built houses on the violating locations, 2 households had not built yet. The People's Committee of the commune inspected, made a record and issued a Decision to suspend the households, but some households still secretly built.
Worryingly, there is a phenomenon of deforestation occurring in the windy peak area of the community forest of Chung Trinh village, Ta Xua commune (in sub-area 394, plot 11, lot 9) land under the protection forest planning, status DT2 with an area of 85m2. The District People's Committee has directed the Ta Xua Commune People's Committee to coordinate with the Forest Protection Department to inspect and verify violators for handling according to the provisions of law. Up to now, 6 households and individuals have been checked and 2 violations have been handled.
Regarding this situation, the Department of Natural Resources and Environment has sent an official dispatch requesting the People's Committees of districts to inspect, verify, conduct statistics, and report on the management and use of land plots currently used to build homestays; clarify the contents of: Conformity with the planning of the land plots (planning, land use plans, general planning, etc.); origin, time, land use process with the land plot; time of creating assets attached to the land; registration and issuance of land use right certificates for the land plot; implementation of financial obligations of land users; issuance of licenses for accommodation business activities, construction permits for homestays; detection, prevention, and handling of violations of illegal construction activities on land, etc.
