The People's Committee of District 12, Ho Chi Minh City, has issued a document implementing Circular No. 29 on supplementary tutoring to the Department of Education and Training, the principals of public schools, leaders of educational institutions in the district, and the People's Committees of the 11 wards.
In a document signed by Vice Chairman of the District People's Committee Vo Thi Chinh, District 12 assigned the Department of Education and Training to take the lead and coordinate with the People's Committees of the wards to establish a team to inspect extracurricular tutoring activities in the area during February 2025; and to handle any violations by organizations and individuals within its authority (if any). The Department of Education and Training will be held accountable to the District People's Committee if violations regarding extracurricular tutoring occur among officials, teachers, and employees of public schools.

The District 12 Department of Education and Training must organize the implementation of regulations on supplementary tutoring by the principals of public schools and leaders of educational institutions in the district, ensuring strict adherence to Circular 29, directives from the Ho Chi Minh City People's Committee, and guidance from the Ho Chi Minh City Department of Education and Training. If any difficulties or obstacles arise related to the management of supplementary tutoring, the Department of Education and Training should compile them and promptly propose further guidance to the city and the Department of Education and Training.
The People's Committee of District 12 requests that the principals of public schools and leaders of educational institutions in the district ensure that 100% of their staff, teachers, and employees are fully aware of Circular 29 of the Ministry of Education and Training regarding supplementary teaching and learning.
The principals of public schools and leaders of educational institutions in the district are responsible to the District People's Committee if violations regarding tutoring among their staff, teachers, and employees occur.
Heads of educational institutions must regularly review, remind, and inspect the compliance with regulations on tutoring and supplementary classes among school staff and teachers; and coordinate with competent authorities to handle violations (if any) according to regulations.
In the official document, the leaders of the District 12 People's Committee also assigned tasks to the Chairmen of the People's Committees of the 11 wards in the district, who are responsible for managing extracurricular tutoring activities in their respective areas. The Chairmen of the ward People's Committees are responsible for supervising and inspecting compliance with legal regulations regarding working hours, overtime hours, and other legal regulations concerning security, order, safety, environmental hygiene, and fire prevention by organizations and individuals providing extracurricular tutoring outside of schools within their areas.
