According to a special correspondent of the Vietnam News Agency, within the framework of his working trip to Laos, co-chairing the 48th meeting of the Vietnam-Laos Intergovernmental Committee, on the afternoon of December 3, Prime Minister Pham Minh Chinh met with Lao Party General Secretary and President Thongloun Sisoulith.
At the meeting, Lao General Secretary and President Thongloun Sisoulith warmly welcomed Prime Minister Pham Minh Chinh and the high-ranking delegation of the Vietnamese Government to visit Laos on a special and meaningful occasion for the Lao Party, State and people.
On this occasion, General Secretary and President of Laos Thongloun Sisoulith thanked and highly appreciated Prime Minister Pham Minh Chinh's co-chairing of the 48th Session of the Intergovernmental Committee right after the State visit of General Secretary To Lam, his wife and the high-ranking delegation of the Party and State of Vietnam and the High-level Meeting between the two Parties, which contributed significantly to the overall success of the event; expressed his sincere thanks to the Party, State and people of Vietnam for always giving wholehearted support to Laos throughout the struggle for national liberation as well as in the cause of national construction and development today.
Prime Minister Pham Minh Chinh expressed his pleasure to meet again with Lao General Secretary and President Thongloun Sisoulith, a close comrade and friend of the Party and State of Vietnam.
Prime Minister Pham Minh Chinh thanked Laos for its warm, respectful and thoughtful welcome to the delegation and congratulated Laos on successfully organizing the 50th National Day Celebration, leaving deep impressions on its solemnity, scale and historical significance.
At the meeting, Prime Minister Pham Minh Chinh warmly congratulated Laos on the great and comprehensive achievements it has made in 50 years of national construction and development and 40 years of renovation; its increasingly enhanced reputation in the international arena, especially after Laos successfully held the ASEAN Chairmanship in 2024.

The Prime Minister believes that under the wise leadership of the Lao People's Revolutionary Party, headed by General Secretary and President Thongloun Sisoulith, and the effective management of the Government, Laos will successfully implement the Resolution of the 11th National Congress and the 9th Five-Year Socio-Economic Development Plan, move towards successfully organizing the 12th National Congress of the Party, and continue to build a peaceful, independent, self-reliant and prosperous Laos.
Prime Minister Pham Minh Chinh emphasized that the great relationship between the two nations is increasingly developing, deepening, and reaching new heights with “strategic engagement” being an objective need and a strategic priority in developing relations between the two countries. The prestige, position, national security, and social order and safety of Laos are guaranteed and enhanced.
Affirming that Vietnam consistently gives the highest priority to the special and unique relationship, always standing side by side strongly and comprehensively supporting the cause of protecting, building and developing Laos.
Prime Minister Pham Minh Chinh highly appreciated the sentiments and great contributions of generations of Lao leaders, especially General Secretary and President Thongloun Sisoulith, in fostering the great friendship, special solidarity and comprehensive cooperation between the two countries.
The Prime Minister stressed that Vietnam wishes to continue consolidating and deepening the special political relationship of trust, considering this a guiding pillar and driving force to promote cooperation in all fields.
On this occasion, Prime Minister Pham Minh Chinh shared with Lao General Secretary and President Thongloun Sisoulith the outstanding results of the 48th Meeting of the Vietnam-Laos Intergovernmental Committee and the results of the Vietnam-Laos Investment Cooperation Conference 2025, focusing on implementing the results of high-level visits, high-level agreements, and priorities over the past 5 years.
Prime Minister Pham Minh Chinh said that in the spirit of thoroughly implementing the direction of the High-level Meeting between the two Parties held the day before, the two Governments will actively concretize it into an urgent Joint Action Plan to propose measures to strongly promote cooperation to open a new chapter of cooperation between the two Parties and two countries.
The measures will be implemented systematically, with a feasible roadmap; together building two independent, self-reliant but connected and internationally integrated economies; continuing to promote the identified driving forces of the great relationship, comprehensive cooperation, and special solidarity between Vietnam and Laos in the new context and new requirements; at the same time, adding a new connotation of "strategic connection" in all aspects, especially taking the economy as the driving force and taking the people's trust as the foundation.
The two countries also need to cooperate in building data centers; training human resources; building Vietnamese educational facilities in Laos and vocational schools. The Prime Minister asked Laos to continue creating favorable conditions for Vietnamese enterprises to invest and do business in Laos.
The two sides were pleased that the cooperation between the two countries in the 2021-2025 period, especially in 2025, marked outstanding and substantive results in cooperation between the two Parties, two States and peoples. Political relations continued to be consolidated; economic cooperation achieved new progress; local cooperation and cooperation between ministries and branches went into depth, creating a solid foundation for the two countries to expand cooperation in the coming time.

Coordination mechanisms have been maintained effectively; many key programs and projects have been accelerated, gradually removing backlogs, bringing about clear changes in the fields of politics, foreign affairs, national defense-security, economy, culture-education and people-to-people exchange. The two sides also agreed to cooperate in the fields of digital transformation and combating cybercrime.
The two leaders stressed that the positive results achieved during this period will be an important foundation for strongly implementing the strategic connection between Vietnam and Laos in the new development period.
Lao General Secretary and President Thongloun Sisoulith highly appreciated the results of the 48th meeting of the Vietnam-Laos Intergovernmental Committee co-chaired by the two countries' Prime Ministers, saying that the meeting was successful, substantive and effective with the proposal of specific measures and roadmaps; acknowledged the efforts of ministries, branches and localities of both sides in recent times, especially the active handling of backlogged projects, promoting cooperation in key areas, creating clear changes in the implementation of high-level agreements.
Agreeing with the proposals of Prime Minister Pham Minh Chinh, the Lao Party General Secretary and President expressed his belief that the results of this meeting will create new momentum for bilateral cooperation in the coming period.
The important achievements that the two sides have made not only contribute to enhancing the effectiveness of the comprehensive cooperation between Vietnam and Laos, but also affirm the correctness of the policy of supplementing the content, consolidating and deepening the relationship between the two countries in the direction of "strategic connection" as agreed upon by the two Parties' senior leaders./.
