Members of the Politburo included: Prime Minister Pham Minh Chinh; Chairman of the National Assembly Tran Thanh Man; Standing Member of the Secretariat Luong Cuong; and members of the Document Drafting Subcommittee and the Standing Committee of the Document Editorial Team.
At the meeting, Comrade Nguyen Xuan Thang, Member of the Political Bureau, Director of the Ho Chi Minh National Political Academy, Chairman of the Central Theoretical Council, Standing Member of the Subcommittee, and Head of the Document Drafting Team, presented the Drafting Team's report on the draft Political Report.
Concluding the meeting, General Secretary and President To Lam acknowledged, highly appreciated, and commended the efforts of the Document Drafting Team for working proactively and responsibly to submit the 6th draft of the Political Report to the Standing Committee of the Sub-committee after numerous revisions and comments.
To further refine the draft Political Report for submission to the Politburo for consideration and comments, and to finalize it for presentation to the 10th Plenum of the 13th Central Committee of the Communist Party of Vietnam, ensuring both quality and timeliness, General Secretary and President To Lam emphasized: The Political Report is the central report, therefore its content should reflect the viewpoints and policies; it must unify understanding of the new historical starting point, the era of Vietnam's progress after 40 years of implementing the reform process; and it must awaken the pride, self-reliance, self-sufficiency, and confidence of cadres, Party members, and the people in the correct and wise policies of the Party, in the goals and path to socialism chosen by beloved Uncle Ho and the entire Vietnamese nation.
General Secretary and President To Lam requested that the guiding principles of the late General Secretary Nguyen Phu Trong be thoroughly understood and implemented, especially the three basic principles in the drafting of the document: steadfastness and innovation; inheritance and development; and the seamless integration of theory and practice, between theoretical research, practical summation, and policy orientation.
To ensure the Political Report truly reflects the Party's intellectual output, General Secretary and President To Lam emphasized that the Subcommittee and Editorial Team must promote democracy and collective intelligence. During discussions, they should be open-minded, listen attentively, and respect each other's opinions to achieve high levels of consensus, especially on new and challenging issues. They should carefully study existing documents; seek the participation and contributions of former leaders, intellectuals, researchers, and managers; focus on leveraging the results of domestic and international scientific research; and highlight best practices and innovative models, particularly those from the past 40 years of reform.
General Secretary and President To Lam emphasized that the work of the Sub-committee, the Standing Committee of the Sub-committee on Documents, and the Document Editorial Team is still immense. With limited time remaining until the 10th Plenum of the 13th Central Committee of the Party, a very high level of effort is required to continue perfecting the draft Political Report. It is necessary to continue dedicating adequate time and effort, coordinating closely and regularly with other sub-committees and the standing committees of other sub-committees to complete this extremely important and meaningful work with the highest quality and on schedule.
