Quang Nam clarifies overlapping mineral resource planning and district-level regional planning.

Quang Nam province has requested clarification regarding the overlap between the sand and gravel mining plan in the BTM3 area, Tran Duong hamlet, Tra My town, and the approved construction plan for Bac Tra My district.

The Standing Vice Chairman of the Quang Nam Provincial People's Committee, Phan Thai Binh, has instructed the Department of Planning and Investment to take the lead and coordinate with relevant functional departments, the People's Committee of Bac Tra My district, and An Phat Tai One-Member Limited Company and Toan Tien Construction Joint Stock Company to conduct on-site inspections and review related documents; to clarify the overlap between the sand and gravel mining plan in the BTM3 area, Tran Duong hamlet, Tra My town, and the approved Bac Tra My district regional construction plan; and the overlap between the sand and gravel mining plan in the BTM5 area, Hamlet 3, Tra Giang commune, Bac Tra My district, and the water source sanitation protection zone of the Bac Tra My clean water plant's water intake location.

Based on that, the Department of Planning and Investment will take appropriate measures to ensure compliance with legal regulations and regulations on water resource utilization; and report to the Provincial People's Committee for consideration and resolution of procedures for approving the investment policy for mineral exploitation projects in accordance with regulations.

Regarding the assessment of the investment policy for the project to exploit sand and gravel for common construction materials in the BTM3 area, Tran Duong hamlet, Tra My town and the BTM5 area, village 3, Tra Giang commune, Bac Tra My district, Quang Nam province, the People's Committee of Bac Tra My district stated that, according to the Bac Tra My district regional construction plan approved by the Provincial People's Committee in Decision No. 3385/QD-UBND dated December 1, 2020, the green park area includes a planned area for the construction of a wastewater treatment plant.

Currently, the Prime Minister has issued Decision No. 72/QD-TTg dated January 17, 2024, approving the Quang Nam Provincial Planning for the period 2021-2030, with a vision to 2050.

Accordingly, the contents of the district's regional construction plan that are inconsistent with the provincial plan will have to be reviewed and adjusted. Therefore, the People's Committee of Bac Tra My district requests the Department of Planning and Investment to seek the opinion of the provincial-level specialized agency regarding its consistency with the provincial plan.

Regarding the sand and gravel area BTM5, Hamlet 3, Tra Giang Commune: according to the Bac Tra My District regional construction plan approved by the Provincial People's Committee in Decision No. 3385/QD-UBND dated December 1, 2020, the plan only specifies the area of ​​water surface land, and has not yet defined a construction planning orientation.

According to the People's Committee of Bac Tra My district, the BTM5 area, village 3, Tra Giang commune, has an overlapping area with the water source sanitation protection zone of the Bac Tra My clean water plant of Toan Tien Construction Joint Stock Company.

Regarding this issue, the People's Committee of Bac Tra My district has conducted surveys and worked with relevant parties, and these parties have also signed commitments, agreeing that when implementing the sand and gravel mining project in the BTM5 area, it will not impact the defined water source protection zone (the area within a 100m radius from the water intake point of the water treatment plant downstream) to ensure that it does not affect the water intake of the Bac Tra My clean water plant.
