This is one of the main points in the conclusions of the Chairman of the Quang Ngai Provincial People's Committee, Nguyen Hoang Giang, at the working session with the Department of Construction on the situation of task implementation in the first 8 months of the year and the plan for implementation in the remaining months of 2024, which has just been issued.
The plan for implementing the project "Investing in the construction of at least 1 million social housing units for low-income earners and industrial park workers in the period 2021 - 2030" in Quang Ngai province in 2024 was approved by the Provincial People's Committee in Plan No. 126/KH-UBND dated June 11, 2024.
Accordingly, in 2024, Quang Ngai province was required to complete the target of investing in and constructing 500 social housing units. However, to date, not a single social housing project has received investment approval from the competent authorities. Therefore, Quang Ngai may not meet the target registered with the central government.
In light of the above situation, the Chairman of the People's Committee of Quang Ngai province requested the Department of Construction to immediately assess the implementation status of the Project "Investment in the construction of at least 1 million social housing units for low-income earners and industrial park workers in the period 2021-2030" according to Decision No. 338/QD-TTg dated April 3, 2023 of the Prime Minister , up to the present time in the province.
Propose specific solutions, ensuring feasibility in implementing and completing the Social Housing Development Plan in the province according to the targets assigned by the Central Government, and report to the Provincial People's Committee in September 2024.

It is known that Quang Ngai province currently has over 70,000 workers employed in the Dung Quat Economic Zone and other industrial parks and clusters. As a locality with one of the largest workforces in Central Vietnam, the need for social housing in this province is extremely urgent. The majority of workers still live in cramped, unsafe rented accommodations.
However, to date, no social housing projects for low-income earners or workers have been implemented in Quang Ngai. Only a few factories, such as the Dung Quat Shipbuilding Industry Plant, Doosan Vina Heavy Industry Plant, and Hoa Phat Dung Quat Steel Joint Stock Company, have undertaken some worker housing projects, providing housing for approximately 1,500 workers in the Dung Quat Economic Zone.
Besides the issue of social housing, according to the Chairman of the People's Committee of Quang Ngai province, there are several other issues that the Department of Construction needs to identify and address.
In particular, in specialized fields such as construction planning, architecture, urban development, real estate market, construction materials, etc., the situation is not yet clearly reflected; the province's urbanization rate in 2024 is estimated to meet the target set by the Provincial People's Council (38.5%), however, compared to the national urbanization rate target in 2024 (43.7%), the province's urban development speed is still low.
The current situation regarding the implementation of investment and construction projects for residential and urban areas that have received investment approval from competent authorities in the province is still behind schedule.
Besides objective reasons such as the impact of the sluggish real estate market and the newly enacted Land Law, Housing Law, and Real Estate Business Law, there are also reasons related to the state management work of the Department of Construction, which has not coordinated closely with relevant departments, sectors, and localities to inspect and urge the slow implementation of projects by investors.
