Quang Ninh: The processing and manufacturing industry continues to affirm its leading role in the economy.

Quang Ninh province has identified the processing and manufacturing industry as a crucial sector, one of the three main pillars of the industrial sector, and a driving force for the province's economic development.

According to Quang Ninh 's socio-economic report, the industrial production index (IIP) in August 2025 increased by 20.47% compared to the same period in 2024, with a cumulative increase of 15.6% over the first eight months. In particular, the manufacturing industry continued to maintain its leading role in economic growth, increasing by 33.9% in August. Ten out of fourteen key products met or exceeded their nine-month targets.

The service and tourism sector continues to grow steadily, basically meeting and exceeding the growth target. In the first eight months of 2025, the total number of tourists reached 16.2 million, a 10% increase compared to the same period in 2024, of which international tourists reached 2.94 million, a 23% increase compared to the same period. Tourism revenue reached VND 41,380 billion, a significant increase compared to the same period (over 20%).

The export turnover of businesses in the province reached 2,642 million USD, an increase of 15.1% compared to the same period last year. Total state budget revenue reached 47,093 billion VND, equivalent to 111% of the 9-month target, of which domestic revenue reached 35,476 billion VND, equivalent to 121% of the 9-month target.

After two months of implementing the two-tiered government model along with the rest of the country, localities in Quang Ninh province have proactively and urgently carried out the reorganization and streamlining of their administrative apparatus, ensuring the smooth and effective operation of the new model. To date, The entire province has completed the issuance of plans and decisions on organization and staffing, establishing 164 new specialized departments in 54 communes, wards, and special zones; and assigning approximately 21,000 cadres, civil servants, and public employees to their positions.

The province has also processed and allocated 1,732 offices, retaining 1,412 facilities, reorganizing 320 redundant facilities, and completed the budget allocation for 54 communes, wards, and special zones, ensuring full payment of salaries, allowances, and benefits for officials and beneficiaries.

The Quang Ninh Provincial People's Committee held its regular August meeting to assess the results of implementing socio-economic development tasks for August and the first eight months of 2025.

Over the past two months, the Public Administrative Service Center system, from the provincial to the grassroots level, has received 83,767 administrative procedure applications. The rate of timely and early processing of applications is high; online submissions reached over 75%, almost all documents are digitized, and fees and charges are collected entirely through cashless methods, contributing to shortening processing times, reducing costs, and creating significant convenience for citizens and businesses.

Speaking at the August regular meeting, Mr. Pham Duc An, Chairman of the Quang Ninh Provincial People's Committee, acknowledged the working spirit and efforts of the units and localities in ensuring the completion of socio-economic development goals and plans.

To fulfill Quang Ninh's socio-economic development tasks in the remaining months of 2025, the Chairman of the Quang Ninh Provincial People's Committee requested that the province closely adhere to socio-economic development goals and targets, effectively implementing the theme of the year's work: "Breakthrough in economic development, creating momentum for the new term." This includes ensuring the timely completion of economic growth targets; and continuing to effectively implement the Provincial Party Committee's action programs on the implementation of Politburo resolutions, especially the four key resolutions identified as the driving force for the country's progress in the new era.

Simultaneously, strengthen revenue management, review, analyze, and evaluate revenue sources by sector and tax category, focusing on revenue streams with good collection progress and remaining potential. Accelerate the progress of public investment and investment projects included in the plan. During implementation, continue to resolve and definitively address shortcomings and difficulties. Continue to review, reduce, and simplify administrative procedures, improve the business environment, and attract investment.
