
This Regulation stipulates the working principles, tasks, powers, working regime and coordination relationship of the Central Steering Committee on housing policy and real estate market (Central Steering Committee).
According to regulations, the Central Steering Committee is under the direct leadership and direction of the Prime Minister - Head of the Committee in managing and organizing the implementation of tasks.
The Central Steering Committee operates according to the principles of centralization and democracy, promoting the responsibility of the leader and promoting the collective intelligence of its members; ensuring close coordination and unity in direction, management and information exchange to resolve work according to the functions, tasks and powers of member agencies as prescribed by law.
Members of the Central Steering Committee work part-time; are responsible to the Head of the Central Steering Committee for assigned tasks according to the provisions of this Regulation; handle work within the scope and tasks of the assigned state management sector and field; participate in and fully implement the activities of the Central Steering Committee; comply with the regulations on the establishment, organization and operation of inter-sectoral coordination organizations and the Regulations on the organization and operation of the Central Steering Committee.
The Central Steering Committee operates according to a work program and assigns specific tasks to the Head of the Central Steering Committee and Deputy Heads to members for implementation.
The tasks and powers of the Central Steering Committee shall be implemented according to the provisions of Article 3 of Decision No. 2116/QD-TTg dated September 22, 2025 of the Prime Minister.
According to Article 3 of Decision No. 2116/QD-TTg, the Central Steering Committee is responsible for assisting the Prime Minister in directing, coordinating, and harmonizing ministries, branches, and localities in implementing housing and real estate market policies and guidelines nationwide.
Research and evaluate mechanisms and policies on housing and the real estate market; advise the Prime Minister to direct the amendment, supplementation or promulgation of new mechanisms and policies that can adjust and regulate this sector when there are fluctuations affecting the economy; create a synchronous legal environment, contributing to promoting the healthy development of the real estate market, maintaining the country's socio-economic stability.
At the same time, help the Prime Minister urge and guide localities and enterprises in implementing mechanisms and policies related to housing and the real estate market, especially social housing for the poor, low-income people, vulnerable people in society, cadres and civil servants facing difficulties when rearranging administrative units, soldiers and people's armed forces.
Direct and guide localities in establishing and perfecting the organization and apparatus of the Local Steering Committee (provincial level), ensuring that the management work is synchronous and consistent from the central to local levels, creating a solid foundation in decentralization and delegation of power so that localities have the basis to effectively implement policies on housing and the real estate market in accordance with the criteria of "locality decides, locality does, locality is responsible" and perform other tasks as required by the Prime Minister.
Decision No. 153/QD-BCĐNO&TTBĐS stipulates that the Standing Body of the Central Steering Committee is responsible for developing and submitting to the Head of the Committee for promulgation the Regulations on the operation of the Central Steering Committee and the list of members of the Central Steering Committee; synthesizing and developing the annual operation plan of the Steering Committee for approval by the Head of the Steering Committee; promulgating the working plan of the Standing Body of the Steering Committee.
The Standing Body of the Central Steering Committee is the focal point for maintaining contact between members of the Steering Committee in implementing the tasks of the Steering Committee; coordinating with relevant agencies to organize working delegations of the Standing Body of the Steering Committee with ministries, branches, localities, agencies, organizations, and enterprises on housing policies and the real estate market; coordinating with units under the Government Office and agencies assisting the Central Steering Committee in urging and organizing the implementation of the tasks of the Central Steering Committee; preparing documents for meetings, conferences, and working delegations of the Steering Committee; promptly reporting and proposing to the Central Steering Committee on arising issues.
The Standing Body of the Central Steering Committee, authorized by the Head of the Committee, directly works with ministries, branches, localities, agencies and units, conveys the Head of the Committee's opinions on the implementation of policies related to the housing sector and the real estate market, and requests relevant agencies and units to provide necessary information on important issues or issues of special public concern to report to the Head of the Committee.
Attend meetings and briefings of local Steering Committees, meetings, conferences and seminars at ministries, branches and localities related to housing policies and real estate market to directly grasp, inform and synthesize reports for the Steering Committee.
Ensure conditions, means of transportation, work and expenses for the activities of the Steering Committee, the Standing Office and the Central Steering Committee's Support Team according to regulations and perform other tasks and powers assigned or authorized by the Head of the Committee.
According to regulations, the activities of the Central Steering Committee are carried out in accordance with the provisions of Article 5 of Decision No. 2116/QD-TTg dated September 22, 2025 of the Prime Minister and through the annual or extraordinary plenary meetings of the Steering Committee according to the decision of the Head of the Central Steering Committee and the Deputy Heads; through collecting written opinions of the members of the Central Steering Committee, specifically as follows:
The content of the meeting, the composition of the meeting participants and the time of the meeting of the Central Steering Committee are decided by the Head of the Central Steering Committee and the Deputy Heads of the Central Steering Committee.
The meeting of the Central Steering Committee must be notified in writing to the members of the Steering Committee at least 3 working days in advance. The Head of the Central Steering Committee and the Deputy Heads of the Central Steering Committee shall decide on the form of the meeting: in person, online or a combination of in person and online meetings; the content, accompanying documents (if any), expected time and location. The members of the Central Steering Committee are responsible for studying documents, preparing discussion opinions within the assigned tasks to report to the Steering Committee, and arranging time to fully attend the meetings of the Central Steering Committee.
The conclusions of the Head of the Central Steering Committee and Deputy Heads of the Central Steering Committee at the meetings of the Central Steering Committee are expressed in the notice of the Government Office.
In case a meeting cannot be held, the opinions of the Central Steering Committee members can be obtained in writing.
