
Continuing the working program in the Kingdom of Belgium, on the afternoon of December 4 (local time), the delegation of Hai Phong city led by comrade Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the City's National Assembly Delegation attended the Hai Phong - Antwerp Investment Promotion Conference 2025 with the theme: " Discovering new generation investment locations in Hai Phong".
Attending the conference were Mr. Nguyen Van Thao, Ambassador Extraordinary and Plenipotentiary of Vietnam to the Kingdom of Belgium and Luxembourg and Head of the Vietnamese Delegation to the European Union.
On the Belgian side, there were Ms. Ait Daoud Nabille, Deputy Mayor of Antwerp; Baron Luc Bertrand, Chairman of ACKERMANS & VAN HAAREN Group (AVH), owner of Deep C Holdings, and representatives of Belgian investors.

Speaking at the conference, Secretary of the City Party Committee Le Tien Chau affirmed the high unity in the political system of Hai Phong city with the motto: "The success of enterprises is the success of the government, the work of enterprises is also the work of the city".
The Secretary of the City Party Committee cited impressive figures on the local development to strengthen investors' confidence as Hai Phong is the only locality in Vietnam to maintain a double-digit growth streak for 11 consecutive years. The city's economic scale ranks third in the country, attracting over 50 billion USD in foreign direct investment (FDI) with about 1,800 projects from 44 countries and territories. In 2024, Hai Phong will continue to affirm its leading position in the investment and business environment through competitiveness and administrative reform indexes (PCI, PAPI, SIPAS...).

Mr. Bruno Jaspaert, General Director of Deep C Industrial Park Complex, announced a new step in its development strategy in Vietnam. Accordingly, after 10 years, this enterprise will expand its land fund by surveying and establishing a new industrial park in the north of Hai Phong city. Affirming the potential of the project, Mr. Bruno Jaspaert made a strong commitment to the city's leaders and investors: "If Deep C takes over this new area, I guarantee to fill the project in less than 7 years." Mr. Bruno Jaspaert shared his vision of turning the above area into a Big Data Center, and emphasized that Hai Phong is an ideal location to realize big ambitions in high-tech industry.

Within the framework of the investment promotion conference, a Memorandum of Understanding was awarded between the leaders of Hai Phong City People's Committee and representatives of Deep C Industrial Park Complex.
On this occasion, the Hai Phong City delegation had a working session with the leaders of Antwerp province. Mr. Luk Lemmens, Deputy Governor of Antwerp province, shared management experience in key areas such as: spatial planning, water resource management, logistics, vocational training and sustainable energy transition.

Mr. Luk Lemmens said that Antwerp is the long-standing seaport center of Europe, while Hai Phong is the development engine of Northern Vietnam, ready to become the next generation investment center of Asia.
Expressing his impression of Antwerp's scale and level of governance, City Party Secretary Le Tien Chau said that the two localities have many similarities in terms of seaport position and multimodal transport infrastructure.
The City Party Secretary proposed three main pillars of cooperation between the two sides in the coming time, including: Improving the management level of the seaport system; Promoting digital transformation, green transformation and renewable energy; Cooperation in education and training, especially developing high-quality human resources through advanced vocational training facilities in Belgium.

Comrade Le Tien Chau, Secretary of the City Party Committee, respectfully invited the leaders of Antwerp province to visit Hai Phong to realize cooperation opportunities and presented the Red Flamboyant Flower symbol - the typical image of the Port City - as a commitment to a sustainable relationship. Mr. Luk Lemmens, Deputy Governor of Antwerp province, respectfully thanked and happily accepted the invitation.
Previously, Secretary of the City Party Committee Le Tien Chau and the working delegation worked with Baron Luc Bertrand, Chairman of the ACKERMANS & VAN HAAREN Group (AVH), and attended a solemn reception with the group's senior leaders.

The Party Secretary and the delegation also visited Antwerp port, part of the Antwerp-Bruges port system, one of the largest ports in Europe, playing a central role in the global supply chain.
With a cargo throughput of nearly 300 million tons per year, the port owns a network of yards, railways, warehouses and advanced logistics services, making a major contribution to Europe's international trade.
The development of the port entails a large-scale logistics ecosystem including the European Distribution Center (EDC), multimodal transport, cold storage systems, container transshipment and modern logistics services, making Antwerp a strategic cargo connection point between Europe, Asia and the Americas.

The City Party Secretary said that to promote trade cooperation between Vietnam and the EU, cooperation between Vietnamese seaports and European seaports, of which Antwerp is a large port, will be very favorable, creating favorable conditions for domestic enterprises in the import and export process. Cooperation between Antwerp port and Hai Phong port will promote the advantage of a city that is the main gateway to the sea in the North, truly becoming a transit point for goods between Asia and Europe.
