
Speaking at the ceremony, Dr. Tran Anh Tuan, President of the Vietnam Association of Administrative Sciences, said that since its establishment, the Association, with the convergence of scientists, leaders, and former leaders at many levels and in many sectors, has jointly researched administration from various perspectives: institutions, organizational structure, civil service system, and modernization of the administrative system... Throughout its research activities, the Association has closely followed the Party's guidelines, overcome difficulties and challenges, and proposed many recommendations ranging from innovative thinking and raising awareness to solutions related to lawmaking and policy planning, contributing to building a modern, efficient national administration that fosters development and serves the people. These recommendations have been consulted, acknowledged, and highly appreciated by Party and State leaders.
Established in 2015 under the initial name of the Association of Administrative Sciences, the Vietnam Association of Administrative Sciences is a voluntary socio-professional organization. The Association focuses on administrative science research; providing critical analysis, recommendations, and advisory support; training and developing administrative knowledge and skills; cooperation and experience exchange; information dissemination and public service provision, contributing to building a modern, efficient national administration that serves the people.
Currently, the Association has 469 individual members and 9 organizational members. To ensure that the Association's activities are always scientific, in line with the Party's policies and the State's laws, and relevant to the times, the Association has established an Advisory Council and a Scientific Council, with members mainly consisting of former Ministers and former Deputy Ministers.
With the motto "Unity, dedication, responsibility, creativity, contribution," throughout its operation, the Association's members have always been united, dedicated, and innovative, organizing numerous scientific research activities; providing administrative management consulting; participating in training and human resource development; international cooperation; and other socio- political activities. The Association's research and proposals on merging provincial and commune-level administrative units; organizing a two-tiered local government; defining authority, decentralization, and delegation of power between the central and local governments; raising the minimum wage, etc., have been consulted by Party and State leaders, guiding the improvement of institutions, streamlining the apparatus, organizing a two-tiered government, and formulating policies and development strategies.
The association has actively promoted international cooperation activities, linking up with administrative associations of countries such as Japan, South Korea, Singapore, and Thailand to exchange experiences for scientific research activities.

According to Deputy Minister of Home Affairs Truong Hai Long, over the past 10 years, the Vietnam Association of Administrative Sciences has carried out many meaningful activities in research and policy proposals; contributing to the building of a professional, modern, and people-serving administration based on the Party's viewpoints, policies, and guidelines.
Throughout its operation, the Association has consistently adhered to legal regulations and the principles and objectives outlined in its Charter; effectively fostered the unity and intellectual development of its members; built a serious and efficient academic environment; and ensured transparent and standardized operations. This has been a crucial foundation for the Association to effectively play its advisory and critical role, actively participating in the development and improvement of the state administrative system over the past 10 years.
“In the current context where the entire political system is vigorously implementing the policy of reorganizing the administrative apparatus towards a ‘lean, efficient, and strong’ direction, the Ministry of Interior respectfully acknowledges the spirit of action and the proactive and responsible nature of the Association through its research, professional exchange, and scientific critique activities; contributing to supplementing arguments and suggesting practical, feasible, and widely disseminated solutions for implementation,” Deputy Minister Truong Hai Long said.
According to Deputy Minister Truong Hai Long, with its team of experienced experts and scientists, the Association has carried out many valuable research, consulting, and policy critique activities, making practical contributions to the Party, State, Government, and the Ministry of Interior. Notably, the Association actively participated in providing feedback on the amendment of the 2013 Constitution through workshops, seminars, and written recommendations. The Association spearheaded research and development of a summary report evaluating the implementation and proposing viewpoints and directions for amending and supplementing the Law on Government Organization and the Law on Local Government Organization; this became an important document serving the preparation of proposals for law amendments, which were approved by the 15th National Assembly at its 9th extraordinary session. Two important in-depth reports serving the amendment and supplementation of the Law on Cadres and Civil Servants in 2025, researched by the Association, were highly appreciated by the Ministry of Interior and approved by the Prime Minister for inclusion in the law amendment content…
The association participates in numerous ministerial and national-level scientific projects in fields such as public services, decentralization and delegation of power, organizational structure, civil service regulations, civil servants, and management of commune-level officials, contributing to enriching the scientific basis for policy planning and implementation.
Emphasizing that the Ministry of Interior is focusing on advising the Politburo, the Secretariat, and the Government on reviewing regulations on decentralization, delegation of power, and the smooth operation of the two-tiered local government apparatus; and highly appreciating the Association's opinions as a reliable channel for scientific consultation, Deputy Minister Truong Hai Long expressed his hope that the Association would continue to participate with the Ministry of Interior, promoting a spirit of constructive, frank, scientific, and responsible criticism.
He also suggested that the Association continue to organize and operate in accordance with the law and its Charter; do a good job of gathering and uniting members, especially scientists, managers, and experts in the field of administrative science; promote participation in institution building; and implement projects, research topics, and tasks commissioned by state agencies. He also urged coordination with relevant agencies and organizations to research and propose the development of the field of administrative science; contributing to promoting administrative reform and building a professional and modern administration.

Recognizing the Association's outstanding achievements in contributing to the building and improvement of state institutions, on the occasion of its 10th anniversary, the Prime Minister awarded the Association a Certificate of Merit. At the ceremony, the Vietnam Association of Administrative Sciences and its President, Tran Anh Tuan, also had the honor of receiving a Certificate of Merit from the Minister of Foreign Affairs.
On this occasion, the Vietnam Association of Public Administration announced the establishment of the Vietnam Digital Human Resources Development Center. The Association signed a cooperation agreement with the National Innovation Center (NIC) under the Ministry of Finance to enhance innovation and digital skills for public and business sector officials. The two sides will collaborate on organizing training courses, workshops, and seminars on digital technology and artificial intelligence.
