Review of the North-South high-speed railway: Construction to be 'as short as possible'.

TPO – The Ministry of Transport has issued a document explaining its response to the State Appraisal Council's comments on the pre-feasibility study report for the North-South high-speed railway project, in which the Ministry of Transport has adjusted the locations of some stations.

The Ministry of Transport (MOT) announced that it has reached an agreement with all 20 provinces and cities to build the "shortest possible" high-speed railway route. As a result of the review, the total length of the route has been reduced from 1,545 km to 1,541 km.

The areas designated for public transport system development as a basis for urban development planning (TOD) are projected to include the following station areas: Ngoc Hoi, Phu Ly, Nam Dinh , Ninh Binh, Thanh Hoa, Vinh, Ha Tinh, Vung Ang, Dong Hoi, Dong Ha, Hue, Da Nang, Tam Ky, Quang Ngai, Dieu Tri, Tuy Hoa, Dien Khanh, Thap Cham, Phan Ri, Muong Man, and Long Thanh.

For passenger stations, the high-speed railway line will have 23 passenger stations arranged according to the following principles: suitability to current conditions and local development plans; placement in the economic and political centers of localities or areas near urban centers, and planned areas with potential for new development…

The Ministry of Transport has stated that it has accepted the proposal from Binh Thuan province and will relocate Muong Man station to a new location approximately 4 km north of its old location (Phan Thiet station).

The Ministry of Transport, incorporating the opinions of the State Appraisal Council in the feasibility study phase, will consider potential station locations when localities form and develop urban areas with sufficient population and transport demand, and the distance between stations meets technical operational requirements. Local authorities will then be responsible for attracting investment in station complexes through public-private partnerships.

Regarding freight stations, the Ministry of Transport has directed consultants to review and propose the construction of five freight stations at major cargo hubs connecting with Hanoi, Ho Chi Minh City, major seaports, coastal economic zones, and the railway system to serve international intermodal transport, facilitating logistics for national defense and security, meeting the objectives and requirements of integrating the economy with national defense and security, and capable of transporting goods when needed.

Regarding the location of the cargo station in the Hanoi area, in response to the proposal from the Hanoi People's Committee, the Ministry of Transport announced that it will relocate the cargo station currently in Ngoc Hoi to Thuong Tin.

The Ministry of Transport has directed the investor and consultant to continue coordinating with local authorities to review and adjust the route and station locations (if any), especially those with advantageous connections to major transportation hubs and economic zones, including the section through Nam Dinh province.

The initial speed can reach 320 km/h.

Regarding the scale of the stations, according to the Ministry of Transport, each passenger station location is planned to have a development space of 250-300 hectares (except for Thu Thiem station), comprising three functional areas. The area directly serving passenger reception and departure, and parking, covers 6-8 hectares, similar to the scale of railway stations in China, Indonesia, South Korea, Japan, etc. The service and commercial area covers 10-15 hectares; and the urban service area covers 250-300 hectares.

Specifically, Ngoc Hoi station, a regional railway hub in Hanoi, is integrated with urban and national railway lines and is planned to cover approximately 250 hectares; Thu Thiem station, also integrated with urban railway lines, is expected to cover approximately 17 hectares.

Regarding train speeds, the Ministry of Transport said that, based on the experience of countries around the world, new routes will operate at approximately 90% of their designed speed. Therefore, it is expected that in the initial phase, the maximum operating speed for passenger trains will be 320 km/h, and for freight trains 120 km/h.

During the operational phase, the increase in maximum operating speed will be summarized, evaluated, and tested. Currently, the Ministry of Science and Technology has also issued several high-speed rail standards drafted according to European standards and is continuing the process of transitioning to this standard system.

Previously, at the State Appraisal Council meeting on October 15th to review the pre-feasibility study report for the North-South high-speed railway project, Minister of Planning and Investment Nguyen Chi Dung stated that the Government would submit the investment plan to the National Assembly for approval at the 8th session at the end of October. Therefore, the appraisal of the pre-feasibility study report must be completed by October 19th.
