According to the announcement, for the 953 apartment units in the Vinh Loc B residential area (Binh Chanh district), the Ho Chi Minh City People's Committee has instructed the Department of Construction to urgently review the files and implement the directives of the city's leaders.
The Labor Union is requested to promptly submit a document expressing its opinion regarding the procedures for assigning the agency responsible for managing the assets, and the unit responsible for operating and exploiting them after the acquisition, to the Department of Construction for compilation and reporting to the Ho Chi Minh City People's Committee.
In addition, for the 8 land plots designated for social housing construction, the Ho Chi Minh City People's Committee has assigned the Department of Planning and Architecture to review and assess whether they conform to the planning regulations for the construction of social housing for rent.

If the project is deemed unsuitable, research and propose necessary adjustments to prioritize the development of social housing. Based on this, a document will be sent to the Department of Construction.
The Ho Chi Minh City People's Committee assigned the Department of Natural Resources and Environment the responsibility of urgently reviewing the legal status of the 8 land plots in accordance with the directives of the Chairman of the Ho Chi Minh City People's Committee and the opinions of the Steering Committee 167 (Department of Finance).
In addition, the Department of Construction is tasked with researching and synthesizing the above opinions and, based on legal regulations, proposing the procedures and subsequent steps for the construction of social housing for the Ho Chi Minh City People's Committee to consider and decide upon.
Regarding the three land plots open for investment, including the land plot in Truong Thanh ward (Thu Duc City), the land plot at lot number 6 (Tan Thoi Nhat ward, District 12), and areas A, B, and C in the low-income housing project (Hiep Thanh ward, District 12), the Ho Chi Minh City People's Committee has assigned the Department of Planning and Investment to review and provide feedback to clearly determine whether the bidding process should be conducted according to land law or the law on the relevant sector.
In addition, the Department of Natural Resources and Environment is tasked with reviewing and determining whether the aforementioned land areas fall under the cases of land reclamation as stipulated in Clause 5, Article 72 of the 2024 Land Law.
The Ho Chi Minh City People's Committee also assigned the Department of Construction to work with all investors who have registered to participate in the development of social housing on the land owned by businesses, in order to compile a list and report it to the City People's Committee for guidance and resolution.
In addition, a list of social housing projects to date and the targets for social housing development in the coming period should be compiled and submitted to the Department of Planning and Architecture for further review and implementation.
The Department of Construction is tasked with continuing to monitor and liaise with the Ministry of Construction to facilitate the early issuance of guidance documents on the implementation of social housing within commercial housing projects, as requested by the Ho Chi Minh City People's Committee, when approving investment policies.
The document also states that, while awaiting guidance from the Ministry of Construction, the Department of Construction is tasked with proactively researching and proposing to the Ho Chi Minh City People's Committee for consideration methods of fulfilling social housing obligations in commercial housing projects, ensuring that it does not affect the progress of investment policy approval for investment projects in the area.
The Department of Construction provides a list of social housing projects that have received investment approval and the demand for social housing development in Ho Chi Minh City. This allows the Department of Planning and Architecture to review the zoning plans and propose adjustments and additional land allocation for social housing construction within these plans, in accordance with the housing development program and plan. Priority should be given to planning concentrated social housing areas with integrated technical and social infrastructure, serving as a basis for organizing bidding processes to select investors.
Currently, four other projects with a total of 2,874 units are under construction in Ho Chi Minh City, including three social housing projects and one worker accommodation project.
In 2025, Ho Chi Minh City is expected to complete 4 more projects with a total of 2,874 units, and simultaneously commence construction on 8 projects with 7,945 apartments.
Thus, by the end of 2025, the total number of social housing and worker accommodation units put into use will reach 5,619.
To resolve obstacles and accelerate the implementation of social housing projects, Ho Chi Minh City will hold regular monthly thematic meetings.
At the same time, Ho Chi Minh City has established a task force to handle investment and construction procedures for social housing projects, according to Decision No. 5222 dated November 15, 2024.
In addition, the Ho Chi Minh City People's Committee is also stepping up investment promotion, working with 11 businesses and the Ho Chi Minh City Federation of Labor.
To date, businesses have registered to invest in 40,000 social housing units.
In addition, Ho Chi Minh City also plans to hold a tender to select investors to implement a project on three state-managed land plots with a scale of 3,000 apartments.
