Along with approving the investment plan for the Vinh Airport upgrade project with the aforementioned total investment, the People's Committee of Nghe An province also simultaneously approved the Vietnam Airports Corporation (ACV) as the investor to implement the project to expand and renovate the aircraft parking area at Vinh International Airport.

The project was carried out at In Nghi Lien commune (Vinh City, Nghe An province), approximately 6 hectares of land belonging to the Air Defense and Air Force Command were temporarily handed over to the Vietnam Civil Aviation Authority to implement a project to build a parking area, HDK terminal, and radar station; the expanded area of ​​over 2.62 hectares belongs to the 371st Division of the Air Defense and Air Force Command and was transferred to the province for management.

According to the master plan for Vietnam's airport system for the period 2021-2030, Vinh International Airport is a 4E-class airport with a total area of ​​557 hectares and a designed capacity to serve 8 million passengers per year, ranking 4th among the 14 international airports in Vietnam.

Currently, Vinh Airport only has a 2,400m runway that was renovated in 2003, so it can only accommodate A230 and A321 aircraft (reduced load) or equivalent; it cannot accommodate large aircraft such as the Airbus A350 or Boeing B777 and B797, making it difficult to meet the needs of international flights.
