Continuing the 42nd session program, this afternoon (February 6), the National Assembly Standing Committee gave opinions on a number of major issues, with different opinions in the process of drafting the Law on amending and supplementing a number of articles of the Law on the Organization of the National Assembly and draft resolutions on the organizational structure, tasks, and specific powers of the National Assembly's specialized agencies.

Presenting the report, Chairman of the Law Committee Hoang Thanh Tung said that the majority of opinions agreed with the drafting of the National Assembly Resolution on the organizational structure of the National Assembly's specialized agencies. Accordingly, after the reorganization, the number of specialized agencies of the National Assembly includes the Ethnic Council and 7 committees.

According to the plan concluded by the Central Committee on January 24 with the agencies of the National Assembly, the activities of the Foreign Affairs Committee will end, and the tasks will be transferred to the National Defense and Security Committee, the National Assembly Office, and the Ministry of Foreign Affairs . At the same time, the name of the National Defense and Security Committee will be changed to the National Defense, Security and Foreign Affairs Committee.

Merge the Law Committee and the Judiciary Committee into the Law - Judiciary Committee; the Economic Committee and the Finance and Budget Committee into the Economic - Finance Committee; the Social Committee and the Culture and Education Committee into the Culture and Social Committee.

According to current law, the National Assembly's agencies have the Ethnic Council and 9 Committees, including: the Law Committee; the Judiciary Committee; the Economic Committee; the Finance and Budget Committee; the National Defense and Security Committee; the Culture and Education Committee; the Social Committee; the Science, Technology and Environment Committee; and the Foreign Affairs Committee.

Rename and upgrade two agencies under the National Assembly Standing Committee: the People's Aspirations Committee to the People's Aspirations and Supervision Committee of the National Assembly; the Delegation Affairs Committee to the Delegation Affairs Committee of the National Assembly.

There are also the Council of Nationalities and the Committee on Science, Technology and Environment.

Explaining the above issue, the Drafting Committee said that, in the context of reorganizing the state apparatus and the need to innovate legislative thinking, not rigidly regulating the number and names of the National Assembly's agencies in the law is appropriate and convenient for continuing to reorganize, adjust, and ensure harmony in the organizational structure with the functions, tasks, and powers of the agencies; this issue was also approved by the Politburo when giving opinions on draft laws on apparatus organization.

The use of the phrase "specialized agencies of the National Assembly" is consistent with the functions and nature of the activities of these agencies.

The law only regulates basic issues of principle.

During the discussion at the meeting, many opinions suggested calling it "agency of the National Assembly" as in current law.

"We should not use the word 'expertise', but of course these agencies must have expertise to be able to carry out their tasks," said National Assembly Chairman Tran Thanh Man.

The National Assembly Chairman also noted the relevance of the Law on Organization of the National Assembly, the Law on Organization of the Government and the Law on Organization of Local Government, so it is necessary to clearly define the scope, tasks and powers.

The law only regulates basic issues of principle, leaving the rest to specialized laws to regulate to ensure effective state management in each field.

Concluding this content, Vice Chairman of the National Assembly Nguyen Khac Dinh said that the National Assembly Standing Committee agreed to keep the term "National Assembly agency" as in current law.

The National Assembly Standing Committee believes that the draft law dossier, three draft resolutions and accompanying documents are eligible to be submitted to the National Assembly and the National Assembly Standing Committee for consideration and decision.
