The Standing Committee of the National Assembly will oversee the implementation of policies and laws on the development and utilization of human resources, including high-quality human resources, to meet the requirements of socio-economic development in the period from 2021 to December 31, 2024, nationwide.

On the morning of August 20th, National Assembly Standing Committee Provide feedback on the draft Monitoring Plan and report outline of the Monitoring Delegation of the Standing Committee of the National Assembly regarding... "The implementation of policies and laws on the development and utilization of human resources to meet the requirements of socio-economic development, especially high-quality human resources."

Direct supervision in 10 locations.

Reporting at the session, Nguyen Dac Vinh, Chairman of the National Assembly's Committee on Culture and Education and Deputy Head of the Standing Delegation of the Supervisory Team, stated that the supervision focused on four main areas.

Specifically, this involves evaluating the leadership and guidance, and the institutionalization of the Party's guidelines into policies and laws on the development and utilization of human resources, including high-quality human resources, to meet the requirements of socio-economic development; and assessing the current state of human resources, including high-quality human resources.

Simultaneously, the study assesses the achievements, limitations, causes, and lessons learned regarding the development and utilization of human resources, including high-quality human resources; and proposes recommendations and solutions to continue effectively implementing the task of developing and utilizing human resources, including high-quality human resources, to meet the requirements of socio-economic development in the coming period.

According to the Plan, the subjects of supervision include: the Government; several Ministries; the People's Committees of 63 provinces and centrally-administered cities; and relevant agencies and organizations, including: agencies and organizations training human resources, training institutions in some key, high-quality fields (such as health, high-quality teacher training, law, economics, engineering, etc.; some specialized schools and gifted schools training talented individuals, etc.); and some specialized educational and training institutions (police and military; training institutions that provide human resources for ethnic minority and mountainous regions, etc.).

The scope of supervision is to monitor the implementation of policies and laws on the development and utilization of human resources, including high-quality human resources, to meet the requirements of socio-economic development in the period from 2021 to December 31, 2024, nationwide (from the 13th National Congress of the Communist Party of Vietnam to the present).

The Monitoring Team plans to organize working groups to conduct direct monitoring in 10 localities: Bac Giang, Thai Nguyen, Hanoi, Hai Phong, Hai Duong, Dak Lak, Khanh Hoa, Ho Chi Minh City, Ba Ria-Vung Tau, and Tra Vinh.

"Minimal supervision, but how can it be truly high-quality?"

Speaking at the session, National Assembly Chairman Tran Thanh Man affirmed that during the 15th National Assembly term, the Standing Committee of the National Assembly and the National Assembly paid great attention to the implementation of policies and laws on the development and utilization of human resources to meet the requirements of socio-economic development, especially high-quality human resources, serving the cause of industrialization and modernization of the country.

The Chairman of the National Assembly expressed agreement with the Supervisory Delegation's approach to the issue, which focuses deeply on the training and utilization of human resources to identify strengths and achievements in this area over the past period; and at the same time, to recognize limitations in order to propose tasks and solutions to further promote the education, training, and utilization of human resources to meet the set requirements.

Assessing the proposed criteria for local supervision as reasonable, the Chairman of the National Assembly suggested that the outline of the supervision report should include analysis, forecasts, and identify training needs and the appropriate use of human resources. Along with that, it is necessary to carefully study the scope of supervision, especially the Party's issued documents, identifying what has been implemented, what is being implemented, and what has not been implemented, clarifying the reasons for the lack of implementation, and addressing issues of public and social concern.

"The data must be complete, providing a relatively comprehensive picture of the current state of the country's human resources; clearly assessing the scale, quality, and structure of human resources in relation to other countries in the region and the world. Recommendations and proposals must clearly state the authority and responsibility of both local and central governments," the National Assembly Chairman said.

Emphasizing that 2025 must focus on Party Congresses at all levels, leading up to the National Party Congress, and preparing for the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, the Chairman of the National Assembly stated that the National Assembly's policy will be to reduce oversight but ensure it is of truly high quality.

In that spirit, the Speaker of the National Assembly expressed confidence that the Supervisory Delegation would learn from the experiences of previous supervisory delegations to truly innovate, be practical, improve quality, and prioritize effectiveness with the motto "better less but more effective".

Contributing his opinion, Deputy Speaker of the National Assembly Tran Quang Phuong noted the need to gradually establish regulations that allow the Head of the Supervisory Delegation to invite or hire experts. He also explained that if experts are invited, their opinions are only for reference and they are not legally responsible. However, if experts are hired, they are responsible for their recommendations.

Nguyen Thanh Hai, Head of the Delegation Affairs Committee under the National Assembly Standing Committee, proposed that the monitoring framework should be developed based on the specific characteristics of different regions and localities. Bui Van Cuong, Secretary General of the National Assembly and Head of the National Assembly Office, suggested adding the Committee for Ethnic Minorities Affairs to the scope of monitoring, specifically regarding human resource development, attracting and strengthening the workforce of ethnic minority cadres; and training and fostering ethnic minority cadres.
