Quickly restore order in forest management and protection in Quang Son commune

On October 21, the working delegation of the Provincial People's Committee led by Comrade Le Trong Yen, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, worked with the Party Committee of Quang Son commune, Lam Dong province on forest management and protection.

According to the report of the People's Committee of Quang Son commune, the total natural area of the commune is 45,422 hectares, of which the forested land area is more than 27,953 hectares, planted forest is 1,623 hectares and newly planted forest land is not yet forested 181 hectares. The whole commune currently has 16 forest owners, including 4 state units, 5 agricultural and forestry companies managed by the province, 5 private companies and 2 village and hamlet communities assigned and leased land to manage and develop forests.

The leader of the People's Committee of Quang Son commune admitted that there are still some limitations in handling illegal encroachment of forest land.

Since July 1, 2025, after the locality implemented the two-level government model, forest management and protection in the commune has achieved many positive results. The number of violations has decreased in both quantity and area; most cases of deforestation and encroachment on forest land have been strictly handled, some cases have not been completely resolved, the detection, handling and restoration of forest status are still limited. The locality still has some hot spots of encroachment on forest land that need to be strongly intervened to restore order.

Standing Deputy Secretary of the Quang Son Party Committee — Standing Deputy Secretary of the Quang Son Commune Party Committee Doan Trung Kien emphasized the locality's determination to overcome limitations in forest protection work in recent times.

The Party Committee of Quang Son commune proposed that the Standing Committee of the Provincial Party Committee and the Provincial People's Committee direct relevant departments and branches to review the areas of land retained and encroached as a basis for submitting to competent authorities for approval of land allocation; at the same time, set up markers and determine the boundaries of agricultural and forestry farms to effectively manage the allocated forest areas. The commune also requested the province to consider and direct the organization of comprehensive inspections of land management and forest protection in the area; increase the patrolling force of forest rangers and strictly handle violations.

Representatives of departments, branches and provincial agencies attended the meeting.

At the meeting, representatives of forestry companies, relevant departments and sectors discussed and clarified difficulties and shortcomings and proposed solutions to improve the effectiveness of forest management and protection in the coming time. Some opinions pointed out limitations in coordination, overlapping roles and responsibilities between forest owners, local forest rangers and local authorities, which need to be overcome to increase the effectiveness in performing tasks.

Comrade Nguyen Thi Thu Huong, Member of the Provincial Party Committee, Secretary of the Party Committee, Chairwoman of the People's Council of Quang Son commune spoke at the meeting.

Speaking at the meeting, comrade Nguyen Thi Thu Huong, Provincial Party Committee member, Party Committee Secretary, and Chairwoman of the People's Council of Quang Son commune affirmed: The Party Committee and People's Committee of the commune are determined and resolute in restoring order in forest management and protection; mobilizing the synchronous participation of the entire political system, and strictly handling violations of the Forestry Law.

Concluding the working session, comrade Le Trong Yen, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee emphasized: Quang Son commune has a large area, a large population, and many forestry enterprises operating, so the Party Committee and the People's Committee of the commune need to soon establish a Steering Committee, direct the restoration of order in land management; focus on directing decisively, grasping the situation at the grassroots level, promptly and thoroughly resolving existing problems and shortcomings, especially encroachment on forest land.

Mr. Dau Xuan Bao, Deputy Director of the Provincial Police, Head of the investigation agency, highly appreciated the role of the Quang Son Party Committee in proactively engaging with all parties in forest management and protection work.

The Vice Chairman of the Provincial People's Committee requested the Provincial Police to increase forces at hot spots, establish a special project to strictly handle subjects and ringleaders who illegally buy, sell, and transfer forest land; at the same time, the Department of Agriculture and Rural Development was assigned to direct the Forest Protection Sub-Department to increase forces to support Quang Son commune in forest management and protection. Forestry companies need to closely coordinate with local authorities, develop plans for sustainable forest protection and effective land use.

Previously, comrade Le Trong Yen inspected the Quang Son Commune Public Administration Service Center and talked with people about administrative procedure reform in the locality.
