Early digitization of records, completion of land database

In the context of a lack of specialists at the City Land Registration Office to receive land registration dossiers of citizens in some mountainous communes and to implement the policy of resolving non-administrative boundary dossiers, the Department of Agriculture and Environment recommends that the City People's Committee invest in digitizing dossiers and completing the land database to improve service efficiency for people, investors and businesses.

Da Nang City has just been merged, so the land system has some differences. Accordingly, since 2013, Da Nang City (old) has started to build a land information system, a cadastral database to serve land management, issuing pink books... with 408,681 digitized land plot records.

In response to the requirement to modernize and improve the efficiency of state management of land nationwide from July 1, 2025 - when rearranging and reorganizing administrative units at all levels and building a two-level local government organization model, Da Nang city (old) has updated land data of all 47/47 wards and communes (old) to the national land database system through the VNLIS data synchronization tool, becoming one of the first 6 localities in the country to complete land data synchronization (in the old city).

For Quang Nam province (old), from 2022 to present, localities have built, managed and operated land databases through VNPT-iLIS software, of which 48/241 wards and communes (old) have completed the construction of digital land databases.

Deputy Director in charge of the Da Nang City Land Registration Office Tran Thi Kim Hien acknowledged that the office is currently operating two parallel software systems to manage land databases in two old localities.

In the coming time, it is necessary to select a unified software to manage the land database throughout the new Da Nang city. In addition, build a database, digitize land records in the remaining wards and communes, especially in the old Quang Nam province. At the same time, review, evaluate, and complete the land database throughout the city.

“In the immediate future, it is recommended that the city have a policy to invest in measuring, creating cadastral maps, digitizing paper archives to synchronize with the system for localities that do not have digital land data; applying digital technology to update, digitize, and standardize land data.

Along with that, strengthen the work of checking, monitoring and correcting data to ensure the accuracy, completeness and timeliness of data; apply modern positioning and measurement technology to improve data accuracy; build a strict and scientific data management process...

In addition, organize training on information technology, management, operation, exploitation and use of land database for civil servants, public employees and workers," Ms. Tran Thi Kim Hien suggested.

According to the Department of Agriculture and Environment, in the immediate future, during the initial period of merging provincial administrative units, the department has proposed to the City People's Committee to temporarily operate two land database management software in parallel in two areas of Quang Nam province (old) and Da Nang city (old). After 6 months, the department will propose to the City People's Committee to organize an assessment and select the best software, the most efficient and convenient operation to be used uniformly throughout the city.

Regarding land records, land records in 15 (new) wards and communes of (old) Da Nang city and 14 (new) wards and communes of (old) Quang Nam province have been digitized and the land database has been updated; the majority or all of the remaining 66 (new) wards and communes in (old) Quang Nam province have not yet had their land records digitized completely.

To meet the need to resolve non-administrative boundary records and enhance the resolution of land records in the electronic environment, limiting the use of paper records, the Department of Agriculture and Environment has proposed that the City People's Committee have a policy and allocate funds to digitize the remaining land records to improve the efficiency of receiving and resolving land records online in the electronic environment, non-administrative boundary, serving people, investors and businesses better.
