As a province with abundant natural resources, Quang Ninh has consistently focused on managing and ensuring the efficient, economical, and sustainable use of land and natural resources in the area over the years.

The quality of land use planning has been improved. The province has completed the adjustment of land use planning for the period 2021-2030 at the district level for all 13 districts, towns, and cities. The province directed departments, agencies, and localities to develop and finalize the 5-year land use plan for 2021-2025 according to the central government's allocation targets. The Provincial People's Committee regularly approves the annual land use plans of localities; promptly reviews and updates projects into the annual land use plans for public investment projects, key projects, and projects that drive the socio-economic development of the province.
The province continues to enhance its responsibility in the appraisal and inspection of land valuation for projects within the province, especially in urban areas, sensitive areas, and high-value areas. Simultaneously, it will review land use plans and the implementation of investment projects using land, strictly handling violations according to regulations; resolutely reclaiming land areas used for improper purposes, contrary to land use plans, causing waste, inefficiency, abandonment, and illegal encroachment.
The Provincial People's Council issued Resolution No. 203/NQ-HĐND (April 2024) on the list of projects and works requiring land acquisition, land-use conversion, and decisions on converting forest land to other purposes in the first phase of 2024 in the province; adjustments and additions to the implementation location, project area, land acquisition area, land-use conversion, and conversion of forest land to other purposes... In the first six months of 2024, the province decided to lease land to 20 organizations, covering an area of 1,130.55 hectares; and allocated land to 26 organizations, covering an area of 514.21 hectares.
Relevant departments, agencies, and localities regularly inspect and check the allocation and leasing of land, management of forest land, and aquaculture land for households and individuals; and review and handle investment projects using land and water that are behind schedule or in violation of the law in the province. The review revealed that, as of June 2024, the province had 71 projects that had been allocated or leased land but were behind schedule for two years or more. Functional agencies have issued comprehensive inspection conclusions for 175 investment projects using land; addressed issues related to land funds and state investment costs when land was subject to reclamation decisions; and revoked and terminated investment activities for 2 projects.

The province is strengthening its efforts in managing and protecting unexploited mineral resources and implementing mineral exploitation projects, focusing on the rational and sustainable exploitation and use of natural resources to effectively serve socio-economic development.
The province balances mineral exploitation and reserves, sustainably developing the mining industry, with a focus on the coal industry; strictly controlling the exploitation of minerals for construction materials, and effectively utilizing waste rock from coal mining and processing as leveling materials. From 2022 to June 2024, the Provincial People's Committee issued 7 decisions on the tax rate table for various types of resources exploited in the province; issued regulations on coordination in state management of mineral exploitation activities; managed and protected unexploited minerals and implemented mineral exploitation projects.
The province, its departments, and local authorities are focusing on inspection, review, and handling of violations; strengthening management of mineral mining operations, including the extraction, stockpiling, processing, transportation, and consumption of coal, coal dust, slag, mine waste, clay, stone, sand, and soil used as leveling materials within the province. Functional agencies are coordinating the appraisal, approval, and acceptance of mine closure plans and decisions to close mines in areas where coal mining licenses have expired or operations have ceased. The province is implementing auctions for mineral exploitation rights in seven soil mining areas in Ha Long, Uong Bi, Hai Ha, and Mong Cai.

In particular, the Provincial People's Committee issued Plan No. 91/KH-UBND (dated April 4, 2024) on the recycling of organic solid waste in the province until 2025, with a vision to 2030. In 2024, the province expects to complete the overall plan to ensure the supply of landfill materials in the province.
Coal industry units are proactively innovating and applying science and technology to production to improve labor productivity and reduce resource losses, such as: transporting workers down to the mine using specialized cable cars and winches; transporting materials and equipment by electric trains; improving mining techniques, etc.
Authorities have intensified public awareness campaigns on energy conservation and efficient water resource exploitation and utilization. In 2023, the province saved 127 million kWh, equivalent to 2.15% of the province's commercial electricity output. From 2022 to June 2024, the province issued 75 permits for water resource exploitation and utilization.
Efficient use of land and natural resources contributes to sustainable socio-economic development in the area.
