We request that the Provincial Police Department direct police forces and commune/ward police to strengthen patrols, inspections, and enforcement against violations of traffic safety regulations and regulations on business and operating conditions for road transport by motor vehicles, such as: fixed-route vehicles operating outside of approved schedules and routes; taxis, buses, contract vehicles, and fixed-route vehicles stopping and picking up/dropping off passengers in violation of regulations; and fixed-route vehicles and contract vehicles organizing passenger pick-up and drop-off at their headquarters, branches, or offices in violation of regulations.
The People's Committees of communes and wards are requested to: Strengthen propaganda efforts to ensure that businesses, cooperatives, and passenger transport households in their areas strictly comply with the Law on Road Traffic Order and Safety, and the regulations on business and conditions for road transport by automobile as stipulated in Government Decree No. 158/2024/ND-CP dated December 18, 2024. Promote and encourage residents to choose transportation services from passenger transport units that have been granted licenses and permits by the Department of Construction. Direct functional forces in the wards to strengthen patrols, inspections, and strictly handle violations in urban centers, bus stations, airports, hotels, tourist destinations, and areas where private vehicles disguised as commercial transport vehicles frequently pick up and drop off passengers; and where passenger buses stop and park to pick up and drop off passengers in violation of regulations. We are determined to take decisive action against parking lots, temporary parking areas, business locations, and transaction offices that organize passenger pick-up and drop-off services in violation of regulations.
Passenger transport businesses operating by automobile are required to strictly comply with the Law on Road Traffic Order and Safety, regulations on business and business conditions for road transport by automobile as stipulated in Government Decree No. 158/2024/ND-CP dated December 18, 2024, on road transport activities; Circular No. 36/2024/TT-BGTVT dated November 15, 2024, of the Ministry of Transport (now the Ministry of Construction ) regulating the organization and management of road transport activities and the operation of bus stations, parking lots, rest stops, and roadside stops; regulations on the procedures for putting bus stations and rest stops into operation; and guidelines from the Vietnam Road Administration and the Thanh Hoa Department of Construction. It is strictly prohibited to pick up or drop off passengers in violation of regulations at the head office, branch offices, representative offices of a transport business unit, or at any other fixed location leased or used in a business partnership by the transport business unit.
The Department of Construction assigns the Transport Management Department and the Infrastructure Management Department, according to their assigned functions and duties, to coordinate with functional forces of the Provincial Police, and the People's Committees of communes and wards (if requested) in handling violations related to road transport infrastructure and road transport activities.
