
Minister of Finance Nguyen Van Thang delivered a speech.
On the afternoon of December 10th, the National Assembly voted to approve the Law amending and supplementing a number of articles of the Law on Prices with 435 out of 437 attending delegates voting in favor, achieving a rate of 91.97%.
This revision of the law aims to improve the price management mechanism in line with the reform of the two-tiered local government model, promote decentralization, reduce procedures, and ensure consistency with the current legal system.
Refine the draft to ensure comprehensiveness and legal consistency.
Presenting a summary report to the National Assembly, Minister of Finance Nguyen Van Thang stated that the Government had fully incorporated the opinions from group discussions, plenary sessions, and the verification report of the Economic and Financial Committee. The draft law has been revised to retain the phrase "consumers" within its scope to ensure comprehensiveness; and to replace the phrase "specialized price inspection" with "inspection in the field of pricing" to align with the legal system on inspection.
A key change is the transfer of authority for organizing and implementing price stabilization measures from the district-level People's Committees to the commune-level People's Committees, aligning with the two-tiered government model and creating greater flexibility in local price management. This mechanism allows localities to be more proactive in handling price fluctuations based on actual conditions and available resources.
In the field of valuation, the draft law abolishes the requirement that the authorized representative of a contributing organization must possess a certified valuation expert's license. This helps reduce administrative procedures, facilitates businesses and organizations involved in valuation-related activities, and ensures compliance with practical implementation.
Adjusting the List of Goods and Services Subject to State Price Control in accordance with specialized laws.
In response to feedback from National Assembly deputies, the draft law has amended the names and pricing authority for certain goods and services in the List of Items Subject to State Price Regulation in Appendix 2 of the 2023 Price Law. The adjustments aim to ensure the consistency of the law, address difficulties arising during application, and create uniformity between price regulations and newly amended specialized laws.
The draft law amends the entity responsible for price inspections from "Financial Inspection Agency" to "Inspection Agency performing price inspection functions" to align with the Inspection Law. At the same time, regulations on checking compliance with price laws and price appraisal remain unchanged, ensuring continuous inspection activities without interruption in state management.
To reflect changes in the government structure, the draft law updates the names of ministries and agencies responsible for state management of prices. This ensures legal accuracy, consistency in legal documents, and alignment with the restructuring of the state apparatus.
