In his opening remarks at the conference, Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial National Assembly Delegation, emphasized that the Party has issued and led the implementation of many policies, resolutions, and conclusions on building the organizational structure of the political system, achieving many important results.
In particular, the Central Executive Committee issued and directed the implementation of Resolution No. 18 dated October 25, 2017, "Some issues on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective, and efficient."

Alongside issuing numerous conclusions to continue implementing the task of reorganizing and streamlining the organizational structure of the political system with many important roadmaps and contents, the Central Committee has issued and directed the issuance of regulations and policies for cadres, civil servants, public employees, and workers when implementing reorganization and streamlining, such as: Decree 177 on regulations on regimes and policies for cases of non-re-election, re-appointment, and cadres who resign or retire voluntarily; Decree 178 on policies and regimes for cadres, civil servants, public employees, workers, and the armed forces in implementing the reorganization of the organizational structure of the political system; Decree 67 amending and supplementing Decree 178 on regimes and policies when reorganizing the organizational structure…
Emphasizing that Hai Duong has achieved many important results in streamlining the organizational structure of the political system to ensure effective and efficient operation, the Chairman of the Provincial People's Council stated that, according to the roadmap, the Law on Organization of Local Government (amended) will be passed on July 1, 2025, and from that time onwards, there will be no more district-level administrative units, and the government will be organized into three levels: central, provincial, and grassroots. At the same time, the province is urgently completing the provincial merger plan to report and submit it to the Central Committee.
These are extremely important tasks, many of which are unprecedented and deeply related to the organization, people, development space, history, culture, etc., and will certainly have a significant impact on the thoughts, feelings, concerns, and anxieties of every cadre, Party member, civil servant, and worker in their respective positions.

Therefore, the Standing Committee of the Provincial People's Council organized a thematic meeting with voters, including civil servants, public employees, and workers, to listen to their thoughts, aspirations, and contributions regarding issues related to the organizational structure and operation of agencies.
This is also an opportunity for provincial People's Council delegates, provincial leaders, and leaders of provincial departments, agencies, and organizations to listen, share, respond to, and participate in resolving proposals and recommendations; to promptly issue or recommend to central government agencies the issuance of policies related to the process of rearranging, merging, and establishing administrative units, streamlining organizational structures, etc., in order to successfully achieve the goals set by the Central Government.
Comrade Le Van Hieu suggested that the Provincial People's Council seriously consider and fully absorb the opinions and suggestions of voters, and be responsible for synthesizing, analyzing, and clarifying them in order to propose appropriate solutions that meet practical requirements and ensure harmony between the goals of restructuring and streamlining and improving the living standards and working conditions of officials, civil servants, and employees.
Leaders of the agencies tasked with responding to voters' opinions should do so concisely, clearly, and to the point. At the same time, they should advise and propose practical solutions to the central government to address the difficulties and obstacles raised by the voters.
Officials, civil servants, and employees, in their respective positions, in addition to concerns about living, working, and daily life conditions, should offer suggestions and ideas to ensure that the province and the newly merged administrative units have strong and sustainable connections, achieve the set development goals, and strive towards even higher goals.

Personal interests must be sacrificed for the common good.
In his remarks at the conference, Provincial Party Secretary Tran Duc Thang acknowledged and highly appreciated the initiative of the Provincial People's Council in organizing a meeting with voters who are officials, civil servants, and workers of the province. This is a practical and timely activity in the current context.
The Provincial Party Secretary requested that the provincial People's Council delegates and voters engage in frank discussions, listening to the contributions, thoughts, aspirations, and suggestions of the delegates. These suggestions and recommendations will be received, addressed, and processed by the relevant provincial agencies within their authority. For matters exceeding their authority, the Standing Committee of the Provincial People's Council is requested to compile and report them to the competent authority for consideration and decision.

The Provincial Party Secretary emphasized that the Party and State have been resolutely implementing the policy of reforming and streamlining the organizational structure of the political system and rearranging administrative units to improve the effectiveness, efficiency, and effectiveness of operations. This is an essential and objective requirement to build a streamlined, modern, and more efficient administration, meeting the demands of national development in the era of national progress.
Hai Duong province, like other localities nationwide, is urgently implementing tasks in accordance with the directives and guidelines of the Central Government. The implementation of this policy has a profound impact on all levels, sectors, individual officials, Party members, and the people.
The merger of provincial-level administrative units, the closure of district-level administrative units, and the reorganization of commune-level administrative units are not simply changes in administrative boundaries, but also entail significant impacts on the organizational structure, job positions, working conditions, and lives of officials and civil servants. The provincial leadership understands the concerns and anxieties of the colleagues facing these changes...
This administrative boundary merger will contribute to expanding the development space, creating conditions to enhance national competitiveness and mobilizing all resources for an era of development that will propel the country towards prosperity and strength.

With the spirit of "The Party has directed, the Government has agreed, the National Assembly has concurred, the people support, and the nation expects, we should only discuss and act, not retreat," the province needs to be highly determined and resolute in implementing the restructuring and merger to ensure that it meets the requirements and deadlines set forth. At the same time, it must not affect the normal functioning of society, the people, and businesses, nor the province's growth targets.
Sharing and understanding the concerns, thoughts, and aspirations of the voters, the Provincial Party Secretary stated that the provincial leaders will continue to strengthen coordination with the leaders of the merged Hai Duong province to direct relevant agencies to prepare the best possible conditions to support the process in terms of mechanisms and policies, ensuring the legitimate rights and interests of officials, civil servants, and workers.
For each official and public employee, the Provincial Party Secretary urged them to uphold the pioneering and exemplary role of Party members and the sense of responsibility of officials and public employees; to continue to be confident, enhance their professional and political capabilities, adapt flexibly, and excellently fulfill all assigned tasks. The merger also aims to streamline and reorganize the staff, requiring sacrifices of personal interests for the common good and the development of the homeland and the country.
The Provincial Party Secretary noted that, along with streamlining the organizational structure, Hai Duong still has many important political tasks in 2025 that need to be focused on and implemented, requiring even greater effort, determination, and commitment from the entire Party Committee and the entire political system. The province's cadres, civil servants, and workers need to constantly strive to improve their knowledge and skills, always innovating and creating to adapt to the new working environment, creating new momentum and strength to join the whole country in entering an era of prosperous development.

At the conference, 16 voters expressed their opinions and suggestions. All voters expressed strong agreement and support for the streamlining of the organizational structure, including the merger of provincial and commune-level administrative units and the closure of the district level.
The opinions focused on proposing and recommending research and consideration to address several specific issues, including: providing timely support to officials, civil servants, and employees when they have to move to new workplaces, such as daily transportation, housing for officials, and schools for their children; developing policies for transferring, appointing, and arranging personnel in a reasonable and flexible manner to ensure their rights and avoid causing excessive disruption to their lives; promptly providing specific and detailed guidance on the subjects and levels of support for each category of personnel being streamlined during organizational restructuring; and continuing to pay attention to maintaining and improving the province's special policies and mechanisms after the merger...
In his concluding remarks at the conference, Comrade Le Van Hieu, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, highly appreciated and shared the concerns and anxieties of the voters, and received their heartfelt and responsible opinions.
The Standing Committee of the Provincial People's Council requests that leaders of provincial departments, agencies, and organizations continue to listen to and receive specific opinions from voters in order to provide written responses to issues within their authority, and to compile proposals and recommendations to be sent to the Office of the National Assembly Delegation and the Provincial People's Council before July 10th. The Standing Committee of the Provincial People's Council will coordinate with relevant agencies and units to report to the competent authorities for research and consideration during the process of streamlining the organizational structure.
The Chairman of the Provincial People's Council stated that the Hai Duong provincial leadership's view is that projects and works serving socio-economic development and improving people's lives should continue to be reviewed and prioritized for investment in the future. Regarding the mechanisms and policies currently being implemented by the province, they will continue to ensure continuity and consistent implementation throughout the province after the merger, and should be further improved compared to the current situation.
Regarding voters' suggestions on mechanisms to support travel, housing, working conditions, etc., when provinces merge or workplaces change, the Standing Committee of the Provincial People's Council acknowledges them and will continue to propose and research the development of mechanisms to facilitate the work of officials, civil servants, and public employees of the province.

The Chairman of the Provincial People's Council noted that changes in workplaces and positions will affect each official, civil servant, and employee. Along with the province's support mechanisms and policies to address difficulties, each individual needs to proactively overcome challenges, continuously improve their skills and professional qualifications to adapt, meet job requirements, and successfully complete their tasks.
Some important results in organizing the political system in Hai Duong.
In implementing Resolution No. 18-NQ/TW, dated October 25, 2017, of the Central Committee of the Communist Party of Vietnam on "Some issues concerning the continued reform and restructuring of the organizational apparatus of the political system to be streamlined, effective, and efficient," Hai Duong has achieved many results:
Period from June 30, 2017 to October 31, 2024
- Reduced 1 Party Committee directly under the Provincial Party Committee; reduced 58 communes, wards, and towns; reduced 135 villages and residential areas; reduced 6 departments under the advisory and support agencies of the Provincial Party Committee; reduced 10 departments, bureaus, and equivalent units of the Fatherland Front and political-social organizations at the provincial level; reduced 27 departments and equivalent units under the departments, bureaus, and agencies; reduced 40 departments under sub-departments and equivalent units;
- Reduced 32 heads of departments, 119 deputy heads of departments and equivalent positions at the provincial level, and 62 deputy heads of departments at the sub-department level and equivalent positions.
- At the district level, the number of heads of departments and equivalent positions was reduced by 20, and the number of deputy heads of departments and equivalent positions by 26; the number of public service units was reduced by 187, and the number of people receiving salaries from the state budget working in public service units was reduced by 2,439.
- Reduced 323 commune-level officials and 513 commune-level civil servants; reduced 4,174 part-time personnel at the commune, village, and residential area levels.
From December 2024 to March 1, 2025
- Following the directives of the Central Committee, Hai Duong has resolutely implemented various projects, resulting in a reduction of 3 Party committees and 8 Party groups; the merger of the Propaganda Department and the Mass Mobilization Department into the Provincial Party Committee's Propaganda and Mass Mobilization Department; the closure of the Party Committee of the provincial agencies, the establishment of the Party Committee of the provincial Party agencies and the Party Committee of the Provincial People's Committee; a reduction of 5 departments under the Provincial People's Committee; a reduction of 20 offices and equivalent units under departments; and a reduction of 11 public service units.
- Hai Duong has also reduced the number of subordinate units within agencies and units; arranged personnel after restructuring and consolidation to ensure efficiency, suitability to capabilities and strengths, and reduced the number of deputy positions and staff according to regulations.
