
Speaking at the opening of the Conference, Director of the Hanoi Department of Culture and Sports Bach Lien Huong said that from July 1, 2025, the Law on Cultural Heritage No. 45/2024/QH13 has officially come into effect, with many new points. For the first time, the content of heritage impact assessment has been legalized, linked to the responsibilities of state management agencies and the obligations of entities related to relics and world heritage, along with that, many regulations on relics have also been revised and supplemented.
With a heritage of more than a thousand years of civilization, Hanoi is the locality with the densest heritage density in the country, with 6,489 historical - cultural relics, 1,793 inventoried intangible cultural heritages (including 6 tangible and intangible heritages recognized by UNESCO, 22 special national relics and relic clusters, 1,165 national relics, 1,600 city-level relics, 59 heritages listed in the national list of intangible culture), 351 national treasures, 23 non-public museums, 131 artisans awarded the State honorary titles of "People's Artisan" and "Meritorious Artisan" by the President (including 18 People's Artisans and 113 Meritorious Artisans) in the field of intangible culture and 1,350 traditional craft villages.
These values are not only "memories of the land and people", but also invaluable assets of the future, a strong endogenous resource to build a creative, civilized and modern Capital.

According to Ms. Bach Lien Huong, experienced managers and experts are not only the ones who directly decide whether cultural heritage is fully and comprehensively protected or not, but also the "nucleus" that spreads knowledge, contributing to improving the capacity of the entire cultural heritage management system of the Capital. To carry out this task, each manager and cultural expert needs to constantly learn, improve their professional qualifications, update modern and professional approaches, and closely connect with the practices of each locality.
“The Hanoi Department of Culture and Sports will continue to accompany communes, wards, agencies and units to build a team of solid heritage management staff with the capacity to shoulder the mission of preserving heritage for future generations,” Ms. Bach Lien Huong emphasized.

At the Conference, comrade Tran Dinh Thanh - Deputy Director of the Department of Cultural Heritage provided training on state management knowledge and expertise in protecting and promoting cultural heritage values; along with issues arising in the protection and promotion of cultural heritage values in order to clarify the current situation and propose appropriate solutions to improve the effectiveness and efficiency of state management.

The 2024 Law on Cultural Heritage (amended), passed by the National Assembly and officially effective from July 1, 2025, brings many new points. Many regulations are added to specify the loose provisions of the old law. This is considered a solid legal corridor, contributing to improving the effectiveness of heritage conservation and promotion, meeting the requirements of the new era.
