At the review conference, Central Committee member and Secretary of the Hai Phong City Party Committee Le Tien Chau affirmed that Resolution No. 45 of the Politburo has supplemented more favorable and robust mechanisms and policies, realizing the goal of Hai Phong leading the country in industrialization and modernization, and being a driving force for development in the Northern region.
According to Deputy Head of the Central Economic Committee Nguyen Hong Son, after 5 years of implementing Resolution 45, many plans, programs, and projects have been issued; many resources have been allocated for implementation, especially in key areas, to create favorable conditions for the development of Hai Phong city. In particular, Hai Phong city has affirmed its role as a major socio-economic center of the Red River Delta region and the whole country; the city's socio-economic development has achieved many impressive results and is a bright spot in the overall picture of the country.

In addition, the fields of culture, education, science and technology, and health have received attention, especially outstanding policies such as: tuition fee exemption for students from preschool to high school; development of social housing and housing for workers; and policies and benefits for war veterans and people in difficult circumstances, all of which are among the highest in the country.
Hai Phong strives to eliminate poverty according to the national multidimensional poverty standard by the end of 2024; prioritizes the construction of model new rural areas; and aims for 100% of communes to basically meet the criteria of model new rural communes by 2025…

Delegates pointed out difficulties, obstacles, and "bottlenecks," and proposed that Hai Phong city needs to coordinate with ministries and agencies in building, perfecting, and recommending to the Central Government amendments and additions to specific mechanisms and policies for the city's development in the coming period; focusing on mechanisms and policies for socio-economic development so that the city can continue to develop strongly as set out in Resolution No. 45 by the Politburo.

On the other hand, Hai Phong city also needs to quickly coordinate with relevant ministries and agencies to finalize the urban government organization plan suitable to the characteristics of a type I city; breakthrough solutions for synchronized and modern transportation infrastructure connecting all five modes of transport; prioritizing the transportation infrastructure connecting with seaports to maximize the efficiency and capacity of Hai Phong's seaport system.
