Disbursing public investment capital and bringing projects into operation early is identified as a driving force for economic growth, especially in the context of many industries and production sectors being severely affected by Typhoon No. 3 - Yagi. At the end of the year, with favorable weather conditions, localities and investors are making efforts to address difficulties and obstacles as directed by the Provincial People's Committee, accelerating the construction progress of projects, striving to complete the disbursement plan of public investment capital for 2024 by the end of January 2025 as directed by the province.

The project to build a new Bach Dang High School in Tien An commune and Cong Hoa ward, Quang Yen town, has a total investment of VND 232.608 billion, with the Quang Yen Town Investment and Construction Project Management Board as the investor. The project covers a total planned area of ​​over 32,000 m2, with 36 classrooms and supporting facilities, including synchronized technical infrastructure; construction and renovation of connecting roads, a green park, and a parking lot in front of the school gate.

Immediately after receiving the entire site in mid-August 2024, the construction unit, Thai Son Corporation, mobilized manpower and machinery to begin excavation and construction. However, more than a month later, the project had to be halted due to the impact of Typhoon No. 3, which caused widespread power outages.

Mr. Pham Anh Hung, representing Thai Son Corporation, Ministry of National Defence , stated: Following the directive of the Quang Yen Town People's Committee, the project must be completed before the start of the 2025-2026 school year. Therefore, to compensate for the work delayed due to the storm, the Town's Investment and Construction Management Board has requested the contractor to mobilize hundreds of workers and equipment, including vehicles and machinery, with some departments working three shifts to accelerate the construction progress of the project's components. Along with ensuring progress, the quality of the project is given special attention. The control of input materials and supplies is carried out regularly. Technical staff and supervisory consultants constantly monitor the construction site, promptly checking current technical standards and worker safety. By implementing these comprehensive solutions, the Bach Dang High School project aims for completion in July 2025.

According to the Quang Yen Town Investment and Construction Management Board: In 2024, the town was allocated a total adjusted public investment capital of nearly 640 billion VND from the provincial and local budgets. This capital was allocated to 11 projects scheduled for completion or expected completion within the year, 12 ongoing projects, and 27 newly commenced projects. To ensure the disbursement of public investment capital according to plan, the town's functional agencies regularly inspect construction sites to promptly address any obstacles during construction, adjust schedules, and avoid delays compared to contracts. Simultaneously, they coordinate with construction units in the acceptance of completed work, prepare payment documents, and disburse funds when all payment conditions are met. With the solutions implemented, it is expected that by December 31, 2024, Quang Yen town will have disbursed 357.5 billion VND, reaching 80% of the planned capital and basically completing the disbursement target for 2024 in January 2025 as directed by the province.

The adjusted total public investment plan for 2024 in Quang Ninh province is over 12,000 billion VND, a decrease of more than 2,000 billion VND compared to the initial plan. As of the end of November 2024, the province's disbursement rate only reached 48%, lower than the same period in 2023 (54.2%), failing to meet the set requirements. Seven units still have disbursement rates below the provincial average.

Besides objective reasons such as the slow and inconsistent issuance of legal regulations and sub-legal documents; heavy rainfall from June to September 2024; the impact of Typhoon No. 3; and the failure to meet land use fee collection targets in some localities, there are still subjective reasons. These include: a lack of close coordination in organizing and implementing projects and resolving difficulties and obstacles between investors and relevant departments and localities; a reluctance and fear of responsibility among some officials and civil servants during the performance of their duties; limited expertise among some officials in project management, land law, investment, construction, and state budget; and land clearance in some localities failing to meet the set requirements.

Currently, the weather is considered very favorable, dry with little rain, creating an opportunity to accelerate the construction progress of key projects and commence all projects in the province, striving to achieve the highest possible economic growth targets and socio-economic development goals and indicators. The goal is to disburse an additional 6,300 billion VND by the end of January 2025. This is a very challenging task requiring investors and localities to continue building on achievements, overcome limitations and shortcomings, and make more decisive and effective efforts; tighten discipline and order, and have a specific implementation plan.

Disbursing public investment capital is identified as one of the key political tasks. Therefore, sectors, localities, project investors, and related units need to strengthen coordination and implement solutions synchronously as directed by the Central Government and the province, striving to complete the set plan, avoid wasting resources, and bring projects into use on schedule, contributing to promoting socio-economic development.
