On the afternoon of September 26th, Tran The Dung, Standing Deputy Secretary of the Provincial Party Committee, held a working session with the Standing Committee of the Ha Tinh City Party Committee and the delegation from the Provincial Party Committee's Standing Committee responsible for directing, inspecting, and supervising the Ha Tinh City Party Committee. The purpose of the meeting was to hear reports on Party building and the political system, socio-economic development, and ensuring national defense and security in the area over the past period, as well as key tasks for the coming period. A general overview of the working session.
In accordance with Conclusion No. 09-KL/TU dated April 12, 2021, of the Provincial Party Committee Standing Committee, the City Party Committee Standing Committee has directed organizations within the political system to develop specific action programs and implement them seriously.
The City Party Committee and the Standing Committee of the City Party Committee will continue to innovate methods and improve leadership capacity within the political system; develop projects and issue specialized resolutions on improving the quality of the cadre; review, amend, and supplement regulations on cadre work; and effectively carry out cadre training and development. They will continue to lead the streamlining and efficient reorganization of the organizational structure of agencies and organizations within the political system, coupled with downsizing the workforce and establishing job positions.
Directing the innovation of Party branch activities towards focusing on thematic activities relevant to political tasks; organizing and launching emulation campaigns to implement the movement to build "Four Good Party Branches and Grassroots Party Committees" in the 2023-2025 period.
Party Secretary Duong Tat Thang reported on the work of Party building and the political system, socio-economic development, and ensuring national defense and security in the city over the past period.
In the first nine months of 2023, the city's trade, services, tourism, agricultural production, and industrial and handicraft sectors gradually recovered and achieved considerable growth; 284 new businesses were registered. Budget revenue in the area as of September 20th reached 692.8 billion VND, equivalent to 85% of the provincial target and 67% of the city's target.
Urban planning, renovation, and environmental sanitation have received attention, resulting in significant improvements in the appearance of some areas of the city. The fields of culture, sports, education, and healthcare have also received priority. The quality of education has improved, achieving many successes and continuing to lead the province. Poverty reduction, job creation, social security, and policies for war veterans and their families have been implemented effectively and promptly.
The Standing Committee of the City Party Committee also reported on the results of implementing the Project "Building Ha Tinh City with a scale and synchronous infrastructure, gradually becoming modern and smart, striving to become one of the central urban areas of the North Central region"; adjusting the general planning of Ha Tinh City and its surrounding areas, associated with the development of the Project to adjust the administrative boundaries of Ha Tinh City; key transportation projects in the area...

At the meeting, the Standing Committee of the City Party Committee proposed that the province continue to pay attention to and support the city in promoting and attracting investment to the area; allow the planning of industrial parks and clusters in areas surrounding the city to create momentum for development; pay attention to and direct the implementation and consideration of planning for concentrated cemetery areas around the urban area; and have a plan to invest in and upgrade the city's General Hospital...
The delegates also provided information on several proposals from the city regarding investment attraction, construction, natural resources and environment, transportation, culture and tourism, and education.

The Standing Deputy Secretary of the Provincial Party Committee requested the Provincial People's Committee to strengthen management of investment and construction, and project approval during the city's expansion; continue reviewing planning and prioritizing the construction of regional connectivity infrastructure; and find solutions to definitively resolve projects that are behind schedule. Departments and agencies should pay attention and coordinate with the city to effectively carry out their tasks. In particular, it is necessary to focus on removing obstacles and creating conditions for the further development of Ha Tinh City.
