Concentrate maximum resources to put Bach Mai and Viet Duc Hospital Facility 2 into use before November 30

VTV.vn - The Project Management Board, contractors and relevant ministries and agencies must be truly determined and make efforts to complete and put the Bach Mai and Viet Duc Hospitals' Facility 2 into use before November 30.

The Government Office has just issued Notice No. 537/TB-VPCP dated October 5, 2025, concluding the conclusion of Deputy Prime Minister Le Thanh Long at the meeting on the implementation status of the investment project to build Facility 2 of Viet Duc Friendship Hospital and the investment project to build Facility 2 of Bach Mai Hospital.

The conclusion announcement stated that the Deputy Prime Minister acknowledged the efforts of the Ministry of Health , the Project Management Board, contractors and relevant ministries and agencies in organizing the implementation of activities of the two project works after Resolution No. 34/NQ-CP dated February 13, 2025 of the Government on mechanisms and solutions to handle difficulties and obstacles in the investment project to build Facility 2 of Bach Mai Hospital and the investment project to build Facility 2 of Viet Duc Friendship Hospital was issued; relevant ministries, agencies and units have gradually overcome difficulties and removed obstacles to resolve and complete a large volume of work in a short time (the construction progress of the bid packages reached 90 - 95% of the workload at the Facility 2 project of Viet Duc Friendship Hospital and 80 - 99% of the workload at the Facility 2 project of Bach Mai Hospital).

Although there has been progress in implementing the two projects, many tasks are behind schedule compared to the plan. The construction progress at the two projects has not met the requirements, not completed on time as committed; the construction workforce only reaches 30-70% of the requirements. The arising problems (related to the design estimate plan for construction drawings; changes in architectural design; requirements for interconnection and synchronization of hospital management software; procedures for purchasing and installing equipment; changes in fire prevention and fighting standards and strengthening of project management personnel...) have not been completely resolved.

In addition, over time, many types of equipment have changed or stopped production; many devices, especially IT devices, have been installed but are broken or not suitable for current practical requirements. The exchange between relevant agencies is prolonged; solutions to remove problems have not been implemented decisively and promptly.

Resolve arising problems and promptly approve construction drawing design estimates.

To complete the two projects on schedule and put them into use before November 30, 2025, as directed by the Government, the Prime Minister, Deputy Prime Minister, the Ministry of Health, the Project Management Board (Investor), contractors and relevant ministries and agencies must be truly determined and make more efforts, be more active and proactive to maximize resources, resolutely, synchronously and effectively implement the tasks and solutions set out, ensuring quality and compliance with legal regulations.

The Deputy Prime Minister assigned the Ministry of Health to preside over and closely coordinate with relevant ministries and agencies to direct relevant units to seriously and fully implement Resolution No. 34/NQ-CP; thoroughly resolve arising issues, promptly approve the design estimates for construction drawings; and complete before October 10, 2025.

Direct the Project Management Board to preside over and closely coordinate with contractors to promptly complete the signing of the contract adjustment appendix immediately after the construction drawing design estimate is approved. For issues not directly related to the construction drawing design estimate, direct the Project Management Board to coordinate with relevant units to resolve them completely before October 6, 2025; direct the Project Management Board to coordinate with contractors to urgently focus on completing the fire prevention and fighting acceptance dossier and send it to the fire prevention and fighting agency of the Ministry of Public Security before October 10, 2025.

The Ministry of Health presides over and coordinates with relevant ministries and agencies to research, propose, and report to the Government and the Prime Minister on mechanisms and policies (such as human resources, finance, etc.) to ensure effective operation of the two hospitals.

On the basis of closely following the actual situation, focusing on carefully reviewing and clearly identifying the work that needs to be implemented to complete the 2 project works according to the set schedule; in which, assigning specific tasks to relevant agencies and units in the spirit of "6 clear: clear people, clear work, clear responsibility, clear time, clear results, clear authority"; regularly urging, checking, supervising and promptly directing the handling of arising issues, ensuring quality and progress, in accordance with legal regulations.

Focus, mobilize and effectively use resources to complete projects.

The Deputy Prime Minister assigned the Ministry of Construction to direct relevant units to closely coordinate, work directly, and promptly guide the Ministry of Health and the Project Management Board to seriously and fully implement Resolution No. 34/NQ-CP to thoroughly resolve arising issues regarding the approval of design estimates for construction drawings of the two project works, ensuring the progress of assigned tasks; direct the Hanoi Construction Corporation to coordinate with contractors to continue to focus, mobilize and effectively use resources; closely coordinate with the Ministry of Health and the Project Management Board to complete items at the Viet Duc Friendship Hospital Facility 2 project and other tasks according to plan, ensuring quality, progress, and compliance with legal regulations.

The Ministry of Public Security directed relevant units to review, appraise and approve fire prevention and fighting acceptance for 2 project works within 7 days from the date of receiving complete documents from the Project Management Board as prescribed.

The Ministry of National Defense directed Corporation 36 to coordinate with contractors to continue to focus, mobilize and effectively use resources; closely coordinate with the Ministry of Health and the Project Management Board to complete items at the Bach Mai Hospital Facility 2 project and other tasks according to plan, ensuring quality, progress and compliance with legal regulations.

The Ministry of Finance closely coordinates and guides the Ministry of Health and the Project Management Board on issues arising related to the payment mechanism for completed items of the two project works; provides opinions and guides the Ministry of Health on financial mechanisms and policies to ensure effective operation of the two hospitals.

The Ministry of Health, relevant ministries, agencies, the People's Committee of Ninh Binh province, the Project Management Board, units, organizations and contractors, according to their functions, tasks and authority, focus on implementing resolutely, urgently, synchronously, qualitatively and effectively the assigned tasks in accordance with legal regulations, ensuring the goal of completing 2 project works and putting 2 hospitals into operation on schedule; promptly report to competent authorities on issues beyond their authority.
