Mr. Quan Minh Cuong was appointed to hold the position of Secretary of Quang Ninh Provincial Party Committee.

On the morning of December 3, Quang Ninh Provincial Party Committee held a conference to announce the Politburo 's Decision on personnel work.

Mr. Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee, attended and directed the conference.

At the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong announced Decision No. 2568-QDNS/TW, dated November 28, 2025 of the Politburo on Cao Bang Provincial Party Secretary Quan Minh Cuong ceasing to participate in the Executive Committee, Standing Committee, ceasing to hold the position of Cao Bang Provincial Party Secretary for the 2025-2030 term; transferring and appointing him to participate in the Executive Committee, Standing Committee, holding the position of Quang Ninh Provincial Party Secretary for the 2025-2030 term and appointing him to participate in the Party Committee of Military Region 3.

In his speech assigning tasks, Mr. Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee, affirmed that the Party Central Committee Secretary, Mr. Quan Minh Cuong, is assessed by the Politburo as a well-trained cadre, with capacity and experience in Party building and political building, sharp thinking, scientific working methods, decisive direction, close to the grassroots, and has held many important leadership positions. In all his positions, he has always excellently completed the assigned tasks, making important contributions to the overall results of the tasks of the agencies, units, and localities where he has worked.

Head of the Central Organizing Committee Le Minh Hung requested Mr. Quan Minh Cuong and the Standing Committee, the Executive Committee of leaders at all levels and sectors of Quang Ninh province to focus on completing and exceeding the remaining targets of the Resolution of the 13th National Party Congress; completing the socio-economic development tasks of the year, as a basis for completing the 5-year plan 2021-2025; implementing the directions of the Central Executive Committee, the Politburo, and the Secretariat in the new period; actively and carefully preparing for the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; continuing to build and perfect the organizational apparatus of the political system...

At the same time, Mr. Le Minh Hung requested that Secretary of the Provincial Party Committee Quan Minh Cuong and the Standing Committee and the Executive Committee of the Quang Ninh Provincial Party Committee continue to promote the tradition of solidarity, dynamism, creativity, and promote the achievements and victories of many terms, especially the last term, to overcome difficulties and challenges, strive to achieve the goals set at the Provincial Party Congress, build Quang Ninh province to soon become a centrally-run city and enter a new era of development with the whole country.

In his acceptance speech, the new Secretary of the Quang Ninh Provincial Party Committee, Quan Minh Cuong, thanked and seriously accepted all the instructions and assignment of tasks from Head of the Central Organizing Committee, Le Minh Hung.

Quang Ninh Provincial Party Secretary Quan Minh Cuong hopes to build a spirit of frankness, transparency, and responsibility in working, being clear when discussing work, determined and resolute when implementing, and ready to take responsibility when the results are not good to do better.

Mr. Quan Minh Cuong emphasized that he will continue to preserve the tradition of "discipline and unity" but at the same time foster a new spirit of wider connection, stronger openness, deeper cooperation so that Quang Ninh is not only the driving force of the region but also a destination for friends and investors at home and abroad; unite with the collective Party Committee, government and local people to make Quang Ninh province develop more strongly, sustainably and worthy of the province's position in the new period, towards the goal of building Quang Ninh rich, civilized, modern, happy, becoming a city directly under the Central Government before 2030; worthy of the trust and support of the Party Committee, government and people of Quang Ninh.

Mr. Quan Minh Cuong was born in 1969, from Hung Yen, has a high political level, is a Doctor of Law, and a Bachelor of Police.

Before becoming Secretary of the Quang Ninh Provincial Party Committee, Mr. Cuong worked for many years at the Lao Cai Provincial Police. In 1998, he transferred to the General Department of Police, Ministry of Public Security, and held the positions of officer of the General Staff Department, Secretary of the Deputy General Director, Deputy Head of the Science - Legal Department, General Staff Department.

Since 2005, he has been working as a secondmentee at the Central Internal Political Protection Department, then held the positions of Deputy Director, Director of Internal Political Protection Department, and Central Organization Department. In 2015, he was appointed Director of Internal Political Protection Department, then Deputy Head of Central Organization Department.

In July 2020, he was appointed Deputy Secretary of Dong Nai Provincial Party Committee, and in January 2025 was assigned to hold the position of Secretary of Cao Bang Provincial Party Committee.
