Comrade Quan Minh Cuong holds the position of Secretary of Quang Ninh Provincial Party Committee

Head of the Central Organizing Committee Le Minh Hung presented the Decision to comrade Quan Minh Cuong, Secretary of the Quang Ninh Provincial Party Committee.

Also attending were comrades: Nguyen Quang Duong, member of the Party Central Committee, Deputy of the Central Organizing Committee; Vu Dai Thang, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee, former Secretary of the Quang Ninh Provincial Party Committee; Major General Luong Van Kiem, Commander of Military Region 3.

At the conference, the Central Organizing Committee announced Decision No. 2568-QDNS/TW (dated November 28, 2025) of the Politburo deciding to transfer comrade Quan Minh Cuong to cease participating in the Executive Committee, the Standing Committee of the Provincial Party Committee and cease holding the position of Secretary of the Cao Bang Provincial Party Committee for the 2025-2030 term; transfer and appoint him to participate in the Executive Committee, the Standing Committee of the Provincial Party Committee, hold the position of Secretary of the Quang Ninh Provincial Party Committee for the 2025-2030 term and appoint him to participate in the Party Committee of Military Region 3.

Comrade Le Minh Hung, Politburo member, Party Central Committee Secretary, Head of the Central Organizing Committee, delivered a speech assigning tasks.

In his speech assigning tasks, comrade Le Minh Hung, Head of the Central Organizing Committee, affirmed: Comrade Quan Minh Cuong is assessed by the Politburo as a well-trained cadre, with capacity and experience in Party building, political building, sharp thinking, scientific working methods, decisive direction, close to the grassroots, and has held many important leadership positions. In all positions, he has always excellently completed assigned tasks, making important contributions to the overall results of the tasks of the agencies, units, and localities where he has worked.

The Head of the Central Organizing Committee requested that in his new position, the new Secretary of the Quang Ninh Provincial Party Committee, Quan Minh Cuong, continue to closely follow the direction of the Politburo and the Secretariat to focus efforts with the Executive Committee and the Standing Committee to lead and direct the implementation of a number of key tasks. Therein, maximizing the potential and resources of the province, leading and directing the implementation of the Resolution of the 16th Provincial Party Congress and the directions of the Politburo and the Secretariat in the new period. Along with that, focusing on completing and exceeding the targets of the Resolution of the 13th National Party Congress; the province's targets for 2025; at the same time, carefully preparing for the election of National Assembly deputies and People's Council deputies for the 2026-2031 term.

The Head of the Central Organizing Committee believes and expects that with his capacity, courage, responsibility and experience, Comrade Quan Minh Cuong will excellently fulfill his role as Secretary of the Provincial Party Committee. At the same time, he requested the leaders of the Party Executive Committee, the Provincial Party Standing Committee, and leaders at all levels and sectors of Quang Ninh province to continue to promote the tradition of solidarity and unity, focus on leading and directing the successful implementation of the Resolution of the 16th Provincial Party Congress, term 2025-2030; making Quang Ninh a centrally-run city before 2030, confidently entering a new era with the whole country.

Quang Ninh Provincial Party Secretary Quan Minh Cuong delivered a speech accepting the assignment.

Speaking at the inauguration ceremony, Quang Ninh Provincial Party Secretary Quan Minh Cuong thanked and seriously accepted all the instructions and assignments of comrade Le Minh Hung, Politburo member, Party Central Committee Secretary, Head of the Central Organization Committee; at the same time, he affirmed that this is an important milestone and a great honor in his work and also a great responsibility before the Party Central Committee, the Party Committee and the people of all ethnic groups in Quang Ninh province.

Secretary of the Provincial Party Committee Quan Minh Cuong pledged to make continuous efforts, quickly grasp the situation, constantly learn, be dedicated, uphold principles, and work with the Standing Committee, the Party Executive Committee and the entire political system in the province to consolidate the great unity and solidarity bloc, successfully organize the implementation of the Resolution of the 16th Provincial Party Congress, build Quang Ninh into a rich, civilized, modern and happy city directly under the Central Government before 2030; worthy of the trust and support of the Party Committee, government and people of Quang Ninh.

Quang Ninh Provincial Party Secretary Quan Minh Cuong wishes to build a working spirit of "honesty-transparency-responsibility": When discussing work, be clear, when implementing, be determined and resolute, when the results are not good, be brave to take responsibility to do it better.
