In 2025, the Central Military Commission and the Ministry of National Defense will perform well their strategic advisory functions on military and defense and promote their core role in building all-people national defense, strengthening national defense strength, and protecting the Fatherland; always maintain a proactive stance, handle situations skillfully and flexibly, and avoid being surprised.
The Central Military Commission and the Ministry of National Defense have implemented many policies and solutions to improve the overall quality and combat strength of the army, focusing on solutions to build a politically strong army closely connected with the people; improve the quality of training, education and training; resolutely implement the policy of adjusting the organization of the force to be lean, compact and strong, continue to arrange local military organizations to meet mission requirements in the new situation; effectively deploy logistics, engineering, defense industry and other aspects of work.
The army is the main force that successfully organizes the country's major holidays during the year. International integration and defense diplomacy are bright spots in military and defense work in 2025, achieving many outstanding marks, truly being one of the pillars of Party foreign affairs, State diplomacy and people's diplomacy.
The work of building the Army Party Committee continued to achieve many important results in all aspects; successfully organized the 12th Army Party Congress, truly "Exemplary in mettle, intelligence and innovation".
At the conference, delegates discussed and clarified many important issues and contents as a basis for the Central Military Commission and the Ministry of National Defense to supplement and perfect the draft leadership resolution and documents submitted to the conference.
In his concluding remarks, General Secretary To Lam highly appreciated the thoughtful and thorough preparations for the conference by the Central Military Commission Standing Committee. The General Secretary affirmed that under the leadership and direction of the Party and State, directly by the Central Military Commission and the Ministry of National Defense, the entire army successfully carried out the military and defense tasks in 2025, in which many tasks were excellently completed, building a clean and strong Party organization of the Army; he believed that in 2026, the Central Military Commission and the Ministry of National Defense will lead and direct the successful implementation of military and defense tasks and Party building work, creating a solid premise for realizing the goals, policies and decisions set forth by the 12th Party Congress of the Army.
Emphasizing that 2026 is a very important year, the first year for the entire Party, people and army to implement the Resolution of the 14th National Party Congress, and also the first year to implement the policy of building a modern army and a modern national defense, the General Secretary requested the Central Military Commission and the Ministry of National Defense to thoroughly grasp and effectively implement the Resolution of the 14th National Party Congress and important strategic resolutions of the Politburo. The entire army must set an example, be a model, and act substantively, demonstrating a pioneering and leading role in implementing the Party's guidelines and policies.
The Central Military Commission and the Ministry of National Defense continue to perform well the function of strategic advice to the Party and State on military and defense matters and promote their core role in the cause of national defense and protection of the Fatherland; in which, they improve their capacity for strategic forecasting research, promptly advise the Party and State on appropriate policies to successfully handle situations, and absolutely avoid being passive or surprised.
Research and advise on the issuance of resolutions, directives, conclusions, laws, ordinances, projects and plans on military and national defense; propose policies and solutions to build a strong and modern national defense. Continue to better implement the coordination mechanism between ministries, branches and sectors; strengthen propaganda work, promote national solidarity in the cause of national defense, security and protection of the Fatherland.
The General Secretary requested leadership and direction to carry out well the Party's ideological work in the Army; focusing on political education work, promoting the cultural values of "Uncle Ho's soldiers" in the new period, ensuring that in any circumstances, the Army is absolutely loyal, ready to fight to firmly protect independence, sovereignty, unity, territorial integrity, and be the vanguard in preventing, combating, and overcoming the consequences of natural disasters, catastrophes, and search and rescue.
Continue to build a "refined, compact, strong", modern Army; improve the quality of training and combat readiness; ensure good logistics and techniques for missions; research, supplement, complete and promote the implementation of the "Set of criteria for building a modern Vietnam People's Army in the new situation", ensuring a synchronous mechanism, a clear roadmap, and steady steps. Promote breakthroughs in science and technology development, innovation and digital transformation; attach importance to synchronous, in-depth, modern training; ensure good logistics and techniques for missions in a modern way; promote increased production, improve the lives, health and living, working and training conditions of soldiers according to the motto "full of food, strong army".
Regarding defense diplomacy, the General Secretary proposed to continue expanding and raising the level of international integration and defense diplomacy according to the resolutions and conclusions of the Politburo; in which, special attention should be paid to creating a strategic balance in relations with partners, especially major countries; maintaining a peaceful and stable environment for national development, preventing early and from afar all risks of war and conflict. The army needs to actively and responsibly participate in United Nations peacekeeping activities, humanitarian assistance, search and rescue, disaster relief, and overcoming the consequences of war.
Emphasizing the task of building a clean, strong, exemplary and representative Party organization of the Army, the General Secretary stated that it is necessary to synchronously deploy solutions, attach importance to effectively implementing policies to attract and utilize talents, and build a truly strong army cadre team to meet the requirements of the new period. In the coming time, the Central Military Commission needs to direct the entire army to actively participate in preparing and organizing the 14th National Congress of the Party, contributing to the success of the Congress.
In order for the entire army to firmly enter the new era of national development, the General Secretary proposed to act according to the five-firm motto: "firm politics - firm discipline - firm technology - firm military art - solid soldier life". Each officer and soldier needs to engrave this slogan and turn it into daily actions, into training criteria, into a measure of the results of army building in the new situation.
