All Nghe An vessels operating in the sea area affected by storm No. 3 have entered anchorage and taken shelter.

With the active involvement of relevant levels and sectors, the Border Guard of Nghe An province, along with local authorities, have notified and urged ships operating at sea to move, avoid, or enter safe anchorage areas.

According to the National Center for Hydro-Meteorological Forecasting: At 7:00 AM on July 21, 2025, the typhoon's center was located at 21.3 degrees North latitude and 109.9 degrees East longitude, approximately 222 km east of Quang Ninh - Hai Phong , with maximum wind speeds of level 9, gusting to level 11. The forecast for the next 3 hours is that the typhoon will move in a west-southwest direction at a speed of 15-20 km/h.

To seriously implement Official Dispatch No. 21/CD-UBND of Nghe An province on proactively deploying measures to respond to Typhoon No. 3 (Wipha); Official Dispatch No. 110/Tk dated July 19, 2025 of the General Staff/Border Guard Command; Official Dispatches No. 04 and No. 05/CD-BCH dated July 19, 2025 of the Steering Committee for Disaster Prevention, Control and Search and Rescue of Nghe An province... localities, units, and functional forces have developed plans to implement response work to Typhoon No. 3 in accordance with regulations, adjusting and supplementing typhoon response plans and post-typhoon response plans to ensure they closely match the actual situation.

The Border Guard Command of Nghe An province has directed coastal units to coordinate with local authorities to notify and urge ships operating at sea to move, avoid, or enter safe anchorage areas.

To date, the Provincial Border Guard Command has directed its units to notify and urge 636 vessels/3,332 workers to anchor and take shelter from the storm to ensure safety. Currently, 149 vessels/606 workers are still operating in the coastal areas of provinces from Da Nang to Ho Chi Minh City (safe sea areas). The Provincial Border Guard Command directs coastal units to continue monitoring the situation to promptly urge these vessels to anchor and take shelter when necessary.

As of 10:00 AM on July 21st, the number of vessels anchored at the port was 2,667 with 12,038 workers (2,551 vessels/10,728 workers anchored within the province, and 116 vessels/1,310 workers anchored outside the province).
