Thai Nguyen speeds up site clearance for industrial parks

If industrial park infrastructure projects are not handed over on schedule, the opportunity to attract high-quality FDI investors may be missed.

Thai Nguyen is becoming one of the key localities attracting investment in industry and manufacturing in the North. With its geographical advantage, located in the key economic region of Hanoi - Hai Phong - Quang Ninh, this province is the gateway connecting the Northern Midlands and Mountains with the Red River Delta. Traffic infrastructure is increasingly improved, especially the national highways and the Hanoi - Thai Nguyen expressway, helping to shorten travel time to the capital and seaports.

In the context of FDI capital shifting strongly into Vietnam due to the trend of diversifying global supply chains, Thai Nguyen stands out thanks to the presence of large technology corporations such as Samsung, along with a developed supporting industrial ecosystem. Therefore, the demand for ready industrial land in industrial parks (IPs) is increasing.

However, the progress of site clearance is still a major bottleneck. If the industrial park infrastructure projects are not handed over on schedule, the opportunity to attract high-quality FDI investors may be missed, especially when many neighboring provinces such as Bac Ninh , Hung Yen, Hai Phong, Quang Ninh ... are competing fiercely with land policies and ready infrastructure.

The People's Committee of Thai Nguyen province has just held a meeting to review and evaluate the progress of compensation, support and resettlement for investment projects in construction and business of industrial park infrastructure in the area.

For industrial parks that are attracting many secondary investors such as Yen Binh 2, Yen Binh 3 and Song Cong II - phase 2, site clearance and resettlement must be prioritized.

According to the report of the Provincial Industrial Park Management Board, Thai Nguyen currently has 15 industrial park infrastructure projects under implementation, including 7 projects using state budget capital invested by the Industrial Park Management Board and 8 projects with non-budget capital. Most of the projects are still in the process of compensation and site clearance (GPMB), but the progress is uneven and there are many problems.

Typically, Song Cong II Industrial Park (250 ha): Land has been recovered, site clearance 236.1/250 ha, site clearance 234.2 ha has been handed over to the investor. Thanh Binh Industrial Park Phase I: Land has been recovered and compensation and resettlement completed for 14.09/14.1 ha. Song Cong II Industrial Park - Phase 2: Compensation plan approved for 120.8/120.72 ha (100.07%), compensation payment and site clearance 119.3/120.72 ha (98.82%), decision issued for land recovery of 120.27/120.72 ha (99.6%). Yen Binh 3 Industrial Park: Counted 174.49/295.34 ha; The investor coordinated with the locality to pay compensation to 94 households with an area of 6.85 hectares, and advance payment to 07 households with an area of 1.76 hectares.

Other projects are also in the compensation and site clearance phase. However, many problems have arisen such as some households have not cooperated in declaring land, not providing legal documents or not agreeing with the compensation plan. In addition, some projects do not have resettlement land funds or resettlement infrastructure is not yet complete, causing difficulties in arranging residential land for affected people.

Vice Chairwoman of the Provincial People's Committee Nguyen Thi Loan requested communes and wards to urgently implement the task of making a general plan, departments, branches and investors to focus on removing difficulties, speeding up the progress of compensation, site clearance and resettlement, considering this a key task to attract investment in industrial parks.

Accordingly, in August, the unfinished resettlement planning must be completed. The Department of Agriculture and Environment will advise on specific land allocation plans for each commune and ward. Investors will proactively arrange and advance funds to the Land Fund Development Center to pay compensation. In particular, projects with many secondary investors interested such as Yen Binh 2, Yen Binh 3 and Song Cong II - Phase 2 must be prioritized for site clearance and resettlement...
