Thai Nguyen is becoming one of the key localities attracting investment in industry and manufacturing in Northern Vietnam. With its advantageous geographical location within the Hanoi-Hai Phong-Quang Ninh key economic zone, the province serves as a gateway connecting the Northern Midlands and Mountains with the Red River Delta. Transportation infrastructure is constantly improving, especially national highways and the Hanoi-Thai Nguyen expressway, significantly reducing travel time to the capital and seaports.
Amidst the strong shift of FDI into Vietnam due to the global trend of diversifying supply chains, Thai Nguyen stands out thanks to the presence of major technology corporations such as Samsung, along with a developed supporting industrial ecosystem. Therefore, the demand for readily available industrial land in industrial parks is increasing rapidly.
However, the progress of land clearance remains a major bottleneck. If industrial park infrastructure projects do not receive land handover on schedule, opportunities to attract high-quality FDI investors may be missed, especially as many neighboring provinces such as Bac Ninh , Hung Yen, Hai Phong, and Quang Ninh are fiercely competing with their land policies and readily available infrastructure.
The People's Committee of Thai Nguyen province recently held a meeting to review and assess the progress of compensation, support, and resettlement for investment projects in the construction and operation of industrial park infrastructure in the province.

According to a report by the Provincial Industrial Parks Management Board, Thai Nguyen currently has 15 industrial park infrastructure projects underway, including 7 projects using budget funds with the Industrial Parks Management Board as the investor and 8 projects using non-budget funds. Most projects are still in the process of land compensation and clearance, but progress is uneven and many obstacles remain.
For example, Song Cong II Industrial Park (250 ha): 236.1/250 ha have been acquired and cleared, and 234.2 ha have been handed over to the investor. Thanh Binh Industrial Park Phase I: Land has been acquired and compensation and resettlement completed for 14.09/14.1 ha. Song Cong II Industrial Park – Phase 2: Compensation plans have been approved for 120.8/120.72 ha (100.07%), compensation has been paid and land handed over for 119.3/120.72 ha (98.82%), and land acquisition decisions have been issued for 120.27/120.72 ha (99.6%). Yen Binh 3 Industrial Park: 174.49/295.34 ha have been surveyed; The investor, in coordination with the local authorities, paid compensation to 94 households covering an area of 6.85 hectares, and provided advance payments to 7 households covering an area of 1.76 hectares.
Other projects are also in the compensation and land clearance phase. However, many obstacles have arisen, such as some households not cooperating in land declaration, not providing legal documents, or not agreeing with the compensation plan. In addition, some projects lack resettlement land or have incomplete resettlement infrastructure, making it difficult to allocate housing for affected people.
Vice Chairman of the Provincial People's Committee Nguyen Thi Loan requested that communes and wards urgently implement the task of preparing general planning, and that departments, agencies, and investors focus on resolving difficulties and accelerating the progress of compensation, land clearance, and resettlement, considering this a key task to attract investment into industrial parks.
Accordingly, the remaining resettlement plans must be finalized in August. The Department of Agriculture and Environment will advise on a specific land allocation plan for each commune and ward. Investors should proactively arrange and advance funds to the Land Development Center to pay compensation. In particular, projects with significant interest from secondary investors, such as Yen Binh 2, Yen Binh 3, and Song Cong II - Phase 2, must be prioritized for land clearance and resettlement…
