The central area of Thai Nguyen province, mainly the area of 6 wards, which used to belong to the old Thai Nguyen city. In early October, due to the impact of storms No. 10 and No. 11, this was the area that suffered prolonged flooding, causing the most severe damage in the whole province.

Besides objective causes, the subjective factor leading to rapid and prolonged flooding is the rapid urbanization rate in this area.

The existing drainage system has not met the drainage requirements during heavy and intense rains. Many areas, such as Thai Nguyen Central Hospital, Phan Dinh Phung Street, leveled intersections, Minh Cau Street, etc., have been frequently flooded for many years.

The ward that has been heavily flooded and frequently has had heavily flooded areas in recent times is Phan Dinh Phung. This is the central ward of the province with a high population density and concentration of key administrative agencies.

According to a preliminary survey by the Department of Construction of Thai Nguyen province, there are currently about 7 areas in the center of the province that have been and are at risk of frequent and prolonged flooding, including: Hoang Gia area, Quang Trung street; the intersection between Hoang Van Thu and Minh Cau streets; the Provincial Party Committee intersection, Bong Toi bridge, Dong Danh stream; the intersection between Phan Dinh Phung and Luong Ngoc Quyen streets; the area of Thai Nguyen Central General Hospital; the intersection of the University of Education; and residential areas near flooded areas.

Initial assessments show that the main causes of flooding in these areas are due to the sparse density of sumps and water intakes; lack of connecting sewers; sewers on the road are too small; trash screens are frequently clogged; encroachment on sewer corridors, etc.

Prolonged flooding has had a huge impact on people's lives, traffic safety and administrative activities. Resolving the flooding situation in the central area is an urgent problem for Thai Nguyen province.

Faced with this situation, on November 28, the People's Committee of Thai Nguyen province held a meeting to direct the implementation of urgent solutions. The People's Committee requested the Department of Construction to develop a plan to start implementing flood prevention work from December 20.

The plan that the Department of Construction has researched and advised the province to solve these positions is to add box culverts; build regulating lakes; build forced pumping stations; renovate and expand intake gates...

For immediate tasks, the Department of Construction proposed clearing corridors, dredging ditches and streams, such as Lang Danh stream, Cong Ngua stream, Xuong Rong stream... and clearing sewers, manholes, and water collection pits around areas that are frequently flooded.

Renovate and repair some items of the drainage system; replace trash racks for trash collection function; renew longitudinal ditches; add collection pits and water intake doors.

Long-term solutions being proposed are to renovate and upgrade main sewer lines in some areas; build a park combined with a regulating lake with a scale of about 20 hectares; renovate drainage lines; build a box culvert system; invest in a number of water intake wells, drainage connection transfer wells and build forced pumping stations.

According to Chairman of Thai Nguyen Provincial People's Committee Vuong Quoc Tuan, all contents of dredging sewers, streams, construction of works serving drainage and flood prevention must be put into urgent tasks to speed up progress. Careful calculation, ensuring slope for effective drainage.

Directly inspecting some flooded areas in the central area on December 2, Chairman of the People's Committee of Thai Nguyen province Vuong Quoc Tuan directed the Department of Construction to advise the province to issue an order declaring an emergency situation and an order to build emergency works as a basis for implementation.

Within 15 days (from December 1 to 15), Phan Dinh Phung ward will propagate and mobilize people with projects encroaching on the area of Lang Danh stream, Cong Ngua, Dam Muc Dam Xanh to voluntarily dismantle and return the land.

The units mobilized forces to work day and night, in 3 shifts, 4 crews, to dredge the entire stream and sewer system, widen the intake and discharge gates, and thoroughly handle the blockages. The dredging of sludge must be completed within 20 days, and the technical items strive to be completed within 30 days.

For the deeply flooded area on Minh Cau Street, the province requires research on a plan to build a deep well, combined with a pumping station to support rapid drainage.

In the long term, the People's Committee of Thai Nguyen province directed specialized agencies to research and build a system of tanks and booster pumps in low-lying areas.

It is known that flooding in the central area of Thai Nguyen province has occurred locally in some locations over the past many years. However, the flooding in October was the most severe, posing urgent demands as well as great challenges for Thai Nguyen province, especially when climate change causes extreme rain and floods to increase.

In early November, when working with Thai Nguyen province, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep said that in December, he would request affiliated units to complete an extraordinary research task for the entire Cau River basin to provide a comprehensive, scientific view in solving the problem of flood prevention for the basin from Thai Nguyen to Bac Ninh, Hanoi, and Hai Phong.

From 2026, the Ministry will implement the Thac Huong dam project, dredging rivers and streams in the central area of Thai Nguyen province. In the 2026-2030 period, the Cam Giang, Thanh Mai, Nghinh Tuong, Yen Trach and Van Lang reservoirs will be upgraded and renovated.
