The audit report at the meeting stated that in the process of implementing the medium-term public investment plan for the period 2021 - 2025, the plan and results of disbursement of public investment capital in 2022, 2023 and the first 9 months of 2024 approved by competent authorities still encountered many difficulties and problems. Actual land revenue is unlikely to reach the estimated plan , some projects planned to arrange land revenue capital are not feasible, some projects using local budget capital are slow to complete investment procedures or slow in site clearance progress and are unable to disburse all capital plans for the period 2021 - 2025 and 2024 as assigned...

Therefore, the draft resolution adjusting the medium-term public investment plan of State budget capital for the period 2021 - 2025 and 2024, Dien Bien province is suitable to the needs of use and the ability to implement capital of projects in the province.

Examining the draft resolution, the Economic - Budget Committee requested to explain and clarify the content: Some projects have not allocated enough capital in the period, there are projects with excess capital compared to the total investment and projects with low disbursement rates... At the same time, it is requested that the Provincial People's Committee continue to synchronously deploy solutions to remove difficulties and obstacles to speed up the project completion progress, promptly complete the acceptance and payment procedures when the volume is completed according to regulations.

Regarding the draft resolution approving the expected capital demand for the medium-term public investment plan for the period 2026 - 2030, Dien Bien province; approving the general planning project of Dien Bien Phu city, Dien Bien province until 2045; stipulating the criteria for deciding to conduct bidding to select investors to implement investment projects using land in Dien Bien province, the appraisal report clearly stated: The resolutions are all necessary, consistent with the Party's guidelines and policies, State policies and laws and consistent with the situation and conditions of local economic development. The Economic - Budget Committee agreed with the contents of the draft resolution attached with the submissions of the Provincial People's Committee. At the same time, it was proposed that the Provincial People's Committee amend a number of phrases and supplement the principles of applying the criteria to be consistent with the previous submissions.

Regarding the draft resolution stipulating the authority to decide on the procurement of assets for science and technology tasks using state budget funds and the procurement of goods and services for science and technology funding under the management of Dien Bien province, the Economic and Budget Committee proposes adding applicable subjects to ensure full coverage of those undertaking science tasks and using funding. At the same time, it suggests amending, supplementing, and clarifying certain phrases to clearly define the delegated authority and ensure the resolution is applied consistently and over the long term.
