According to the summary report of Resolution No. 18 dated October 25, 2017 of the 12th Party Central Committee of Thanh Hoa Provincial Party Committee, based on the regulations and plans of the Central Committee, Thanh Hoa Provincial Party Committee proposed a plan to streamline the organizational apparatus of agencies, units and localities in the province in conjunction with restructuring and improving the quality of the contingent of cadres, civil servants and public employees with sufficient qualities, capacity, equal to the tasks, meeting the requirements in the new period.

Specifically, ending the activities of the Provincial Party Committee of Agencies and Enterprises. Mobilizing, arranging, and assigning leaders, managers, civil servants, and workers for two Party Committees including the Party Committee of Party agencies, unions, People's Councils, and provincial judiciary and the Party Committee of provincial government.

Ending the operation of the Provincial Health Care and Protection Board; Ending the operation of 11 Party delegations and Party executive committees of provincial agencies and units; Ending the operation of the Thanh Hoa Investment, Trade and Tourism Promotion Center.

Maintain 4 advisory agencies to assist the Provincial Party Committee (with arrangement and streamlining of internal organization), including: Provincial Party Committee Organization Board, Provincial Party Committee Inspection Committee, Provincial Party Committee Internal Affairs Board, Provincial Party Committee Office.

Maintain a streamlined and streamlined internal organizational structure of the mass organizations, including: Fatherland Front , Veterans Association, Provincial Youth Union, Labor Federation, Women's Union, Farmers' Association; Merge the Provincial Party Committee's Propaganda Department and the Mass Mobilization Department.

Maintain 5 departments and specialized agencies under the Provincial People's Committee (with rearrangement and streamlining of internal organization), including the Department of Justice; Provincial Inspectorate; Department of Culture, Sports and Tourism; Provincial People's Committee Office; Department of Foreign Affairs.

Merge the Department of Planning and Investment and the Department of Finance; the Department of Transport and the Department of Construction; the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; the Department of Information and Communications and the Department of Science and Technology; the Department of Labor, Invalids and Social Affairs and the Department of Home Affairs; transfer the state management function of vocational education to the Department of Education and Training; the state management function of social protection, children, and prevention of social evils to the Department of Health; transfer the state management function of poverty reduction and religion to the Provincial Ethnic Committee.

Also according to the proposed report, Thanh Hoa will arrange and transfer tasks of departments, branches and sectors subject to consolidation and merger, including: Department of Health, Department of Education and Training, Department of Industry and Trade, and Provincial Ethnic Committee.
