Vice Chairman of the Provincial People's Committee Nguyen Hong Hai has just chaired a meeting to listen to a report on the progress of the site clearance sub-project under the Project to Improve and Upgrade National Highway 28B through Binh Thuan province. Attending the meeting were leaders of relevant departments, branches, sectors and localities.
According to the report, from May 13-17, 2024, the District People's Committee issued 5 land acquisition plans in 5 localities; and issued 478 land acquisition notices to 475 households, individuals, and 3 organizations. From May 20 to June 7, 2024, 406 cases/478 land acquisition notices were inventoried (Luong Son 105; Song Luy 27; Song Binh 169; Phan Son 38; Phan Lam 67), achieving a rate of 84.9%. The number of uninventoryed cases is 72/478 land acquisition notices, reaching a rate of 15.1%, mainly due to households and individuals residing in other localities; land being bought and sold through multiple owners; small land areas to be acquired; and households and individuals not agreeing to expand the radius of the curve of branch roads connecting to the main road. Currently, the District Land Fund Development Center has transferred the inventory records to localities to consider the legality of the origin, time of land use and ownership of assets on the land; the Department of Natural Resources and Environment is carrying out the procedures to hire a consulting unit to build specific land prices to carry out compensation and site clearance work.
The District People's Committee has approved the task of surveying, preparing the construction design and cost estimate, and selecting the contractor for surveying and designing the relocation of technical infrastructure items under the Project to renovate and upgrade National Highway 28B through Binh Thuan province. Currently, the design contractor has completed the draft design for relocating the water supply system and is drafting the design for relocating electricity, lighting, and telecommunications.
After listening to the opinions of the delegates attending the meeting, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai stated that the Project to renovate and upgrade National Highway 28B đoạn through Binh Thuan and Lam Dong provinces is of great interest to the provincial leadership and is considered one of the province's important projects. However, due to discrepancies between the project's design drawings and the route plan, Project Management Board 5 under the Vietnam Road Administration has not yet handed over the land clearance markers to the local authorities. Therefore, the Vice Chairman of the Provincial People's Committee requested Project Management Board 5 to further enhance its responsibility in implementing this project. During implementation, it must proactively coordinate with the People's Committee of Bac Binh district to select locations for relocating electricity, water, and telecommunications infrastructure within the project area. At the same time, it must proactively conduct surveying to promptly hand over the markers to the People's Committee of Bac Binh district as a basis for carrying out land clearance work. The project to renovate and upgrade National Highway 28B, the section passing through Binh Thuan and Lam Dong provinces, has a total length of approximately 69 km, of which about 51 km is in Binh Thuan province and about 17 km is in Lam Dong province. Upon completion, the project will minimize traffic accident risks on the route, gradually improving the transportation system in Binh Thuan and Lam Dong provinces according to the plan. This will meet transportation needs on the East-West corridor, support socio -economic development and regional tourism linkages, contribute to poverty reduction, and promote sustainable development for the localities.
