Will an unadjusted health insurance card still be valid after July 1?

Many people participating in health insurance are concerned about the transition to a 2-level local government model from July 1. The address information on the health insurance card has not changed, will it affect the medical examination and treatment process?

Vietnam Social Security (VSS) has recently sent a document to regional social security offices to ensure that health insurance-covered medical examinations and treatments proceed continuously and smoothly.

The implementation of health insurance cards in the context of a two-tiered local government model is necessary to ensure the rights of the people.

Health insurance cards that have not been updated with the correct information can still be used after July 1st.

In order to ensure the legitimate rights of health insurance participants and the continuous and smooth operation of medical examination and treatment before, during, and after the reorganization of administrative units into two levels (provincial and commune levels), Vietnam Social Security requires regional social security agencies to proactively coordinate with the Department of Health and health insurance medical examination and treatment facilities in the locality to ensure full benefits for patients.

Accordingly, the regional Social Insurance agency must notify healthcare facilities to continue using the health insurance cards already issued to participants for medical examinations and treatment under the scheme, even if the address and initial registration location information on the card has not yet been updated.

At the same time, urgently coordinate with health insurance medical facilities to finalize data, organize inspections and settle medical examination and treatment costs for the second quarter, and make advance payments for the third quarter as prescribed.

Vietnam Social Security also requested that provincial health departments ensure the legal conditions within their jurisdiction so that the Social Security agency can coordinate with reorganized (dissolved, merged, or newly established) medical examination and treatment facilities to promptly sign contracts or contract addendums for medical examination and treatment, ensuring that the contracts are implemented continuously and fully.

In cases where a healthcare facility is reorganized into a new commune health station that is eligible to sign a health insurance contract, the local Social Insurance agency will directly sign the contract, ensuring continuity and inheritance of the terms and conditions of the contract already signed with the healthcare facility managing the commune health station.
