Will an unadjusted health insurance card still be valid after July 1?

Many people participating in health insurance are concerned about the transition to a two-tier local government model from July 1. The address information on the health insurance card has not changed, will it affect the medical examination and treatment process?

Vietnam Social Security (VSS) has just sent a dispatch to regional social security agencies to ensure that health insurance examination and treatment take place continuously and smoothly.

Applying health insurance cards in the context of implementing a two-level local government model is necessary to ensure people's rights.

Health insurance cards with unadjusted information can continue to be used after July 1.

In order to ensure the legitimate rights of health insurance participants and continuous and smooth medical examination and treatment before, during and after administrative units are organized into 2 levels (provincial and communal levels), Vietnam Social Security requires regional social security agencies to proactively coordinate with the Department of Health and local health insurance medical examination and treatment facilities to ensure full rights for patients.

Accordingly, the regional Social Insurance must notify medical examination and treatment facilities to coordinate in continuing to use the health insurance cards issued to participants for medical examination and treatment according to the regime when the address information and place of initial medical examination and treatment registration on the card have not been adjusted.

At the same time, urgently coordinate with health insurance medical examination and treatment facilities to finalize data, organize appraisal and payment, and settle medical examination and treatment costs for the second quarter, and make advance payments for the third quarter according to regulations.

Vietnam Social Security also requested health departments to ensure legal conditions within their authority so that social security agencies can coordinate with reorganized medical examination and treatment facilities (dissolved, merged, newly established) to promptly sign contracts or appendices to medical examination and treatment contracts, ensuring that contracts are implemented continuously and fully.

In case a medical examination and treatment facility is reorganized into a new commune health station that is eligible to sign a health insurance medical examination and treatment contract, the social insurance agency at the grassroots level will directly sign the contract, ensuring continuity and inheritance of the terms and conditions of the contract signed with the medical examination and treatment facility managing the commune health station.
