Immediately after news reports on mass media and social networks reported on the local road at Suoi Khoet Bridge, km21+889 of the Phan Thiet - Dau Giay expressway, located in Ta Mon village, Tan Lap commune, Ham Thuan Nam district.
On June 6, 2023, the Department of Transport, in coordination with the Thang Long Project Management Board, conducted an inspection of the service road at the Suoi Khoet Bridge area, Km 21+889, on the Phan Thiet – Dau Giay Expressway.
Upon inspection: At the Suoi Khoet site, Km21+889, the contractor has constructed a gravel-paved service road on both sides of the stream. However, there is no bridge crossing the stream itself, which is the main waterway with a high water flow. Along the left side of the highway in this area are dragon fruit orchards belonging to approximately 20 households. There is a constant need for transportation and delivery of agricultural products, and the orchards are currently in the harvesting stage. Due to the lack of a bridge crossing, traders cannot bring trucks across to purchase the fruit. Residents are forced to carry their motorbikes and trays of dragon fruit across the water to sell their produce, causing safety hazards, increased costs, and public frustration.
According to the approved design documents, service roads for local residents are designed along both sides of the expressway section from Km21+300 to Km22+500. However, no stream crossing structure is designed at the Khoét stream location at Km21+889. Therefore, the Department of Transport proposes that the Thăng Long Project Management Board:
Immediately construct temporary stream crossings (large-diameter drainage culverts) on the service roads along both sides of the expressway and rebuild the roadbed to ensure safe and smooth travel and transportation of agricultural products for the people, addressing their urgent needs. The project should be completed no later than June 8, 2023. At the same time, we request that the Thang Long Project Management Board direct the design consultant to add permanent stream crossings on the service roads on both sides of the expressway to ensure safety and meet the needs of the people for travel and agricultural product transportation.
On May 31, 2023, the Ministry of Transport issued Official Dispatch No. 15/CD-BGTVT, requesting Project Management Board 7, Thang Long Project Management Board, and contractors to focus on completing all items before June 15, 2023. For remaining items such as intersections, cross roads, access roads, drainage ditches, embankments, etc., completion is required before June 30, 2023. Therefore, Thang Long Project Management Board is requested to urgently direct contractors to promptly complete the access roads as requested by the People's Committee of Binh Thuan province to ensure the project operates safely and efficiently, best serving the transportation needs of the people.
In addition, according to Mr. Nguyen Huu Thong, Deputy Head of the National Assembly Delegation of Binh Thuan province, "The above issue has been raised by the Delegation to the Minister and Deputy Minister of Transport, and has been acknowledged."
These are very timely measures to help people travel more conveniently.
