Construction of temporary stream crossing project immediately

Immediately after the mass media and social networks posted about the residential road at Suoi Khoet bridge, km21+889 Phan Thiet - Dau Giay highway, in Ta Mon village, Tan Lap commune, Ham Thuan Nam.

On June 6, 2023, the Department of Transport coordinated with the Thang Long Project Management Board to inspect the service road at Suoi Khoet bridge area, Km 21+889, Phan Thiet - Dau Giay expressway.

People have difficulty passing through this section.

Through inspection: At the Suoi Khoet Km21+889 site, the residential road on both sides of the stream has been built with crushed stone by the Contractor, but at Suoi Khoet there is no stream crossing project, this is the main stream with a large water flow. Along the left side of the highway in this area are dragon fruit gardens of about 20 households, the need to travel and transport agricultural products is frequent, at the same time, the dragon fruit gardens are currently in the harvest stage but because there is no stream crossing project, traders cannot bring trucks to buy dragon fruit. People have to carry motorbikes, carry trays of dragon fruit across the water to sell, causing insecurity, waste and frustration among the people.

According to the approved design documents, along both sides of the expressway, section Km21+300 – Km22+500, a residential access road is designed, however, at the location of Khoot stream at Km21+889, no stream crossing is designed. Therefore, the Department of Transport requests the Thang Long Project Management Board to:

Immediately construct temporary stream crossing works (large-aperture drainage culverts) on the service roads along both sides of the highway and re-fill the roadbed to ensure safe and smooth travel and transportation of agricultural products for people, to meet the urgent needs of the people at present, with the completion date no later than June 8, 2023. At the same time, it is requested that the Thang Long Project Management Board direct the design consultant to add solid stream crossing works on the service roads on both sides of the highway to ensure safety and meet the needs of people for travel and transportation of agricultural products.

At the same time, on May 31, 2023, the Ministry of Transport issued Official Dispatch No. 15/CD-BGTVT requesting Project Management Board 7, Thang Long Project Management Board and Contractors to focus on completing all items before June 15, 2023. For the remaining items such as intersections, level crossings, service roads, longitudinal ditches, slopes, etc., to be completed before June 30, 2023. Therefore, it is requested that Thang Long Project Management Board urgently direct Contractors to promptly complete the service roads proposed by the People's Committee of Binh Thuan province to ensure the project is operated safely and effectively, best serving the travel needs of the people.

Besides, according to Mr. Nguyen Huu Thong, Deputy Head of the National Assembly Delegation of Binh Thuan province, "The above issue has been reported by the Delegation to the Minister and Deputy Minister of Transport and has been accepted."

These are very timely moves to help people travel more conveniently.
