Adapting to the new admission regulations.

The Ministry of Education and Training (MOET) has issued the regulations for university admissions in 2025. Accordingly, many universities have also announced their admission methods, adjusting them accordingly. Universities advise candidates to monitor information from the schools and understand the new regulations to avoid missing out on their preferred majors and universities.

Notable changes

According to Mr. Cao Quang Tu, Director of Admissions at Saigon International University: The official admissions regulations of the Ministry of Education and Training have been announced. This is something that universities have been waiting for because it affects the admissions methods, admissions plans, and how universities implement their admissions process. 2025 is a special milestone when the first students studying under the 2018 General Education Program will take the high school graduation exam. The changes to the admissions regulations are also to align with the new program that these students are following.

According to Mr. Tu, with the new admission regulations, candidates need to pay attention to some very basic points. These include the removal of the phrase and method of early admission. Previously, older generations could participate in the admission process using the results of 5 semesters, 3 semesters, or the first semester of 12th grade. This year, however, there will be no such early admission mechanism; candidates must wait for the academic results of the entire 12th grade year. This change is intended by the Ministry and the schools to allow students to focus all their efforts on their 12th grade studies seriously.

Secondly, the Ministry has removed the regulation allowing four different subject combinations for admission to each major, as in previous years. This will open up more opportunities for candidates to choose combinations that suit their strengths, and it also aligns with the 2018 General Education Program, which offers a greater variety of subject combinations, similar to those students have been choosing since entering 10th grade in high school. Universities will now have to search for and select the appropriate combinations for each major. Of course, not limiting the options doesn't mean universities will choose too many.

Mr. Tu also stated: Saigon International University plans to select approximately 6 subject combinations suitable for each major, allowing candidates to proactively choose. This is also something students need to pay attention to; for each major, the number of subject combinations for a given admission method depends on each university. Students interested in a particular university should research which subject combinations are considered for that major at that university before making a decision.

Another point is that although universities now have their own entrance exams, the results are still used for the Ministry of Education and Training's general admissions process. Last year, students could get admitted early, knowing which major they were accepted into even before graduating from high school, as long as they completed their high school diploma. But this year, we're consolidating everything into a single general admissions process. Even so, universities offer many admission methods for students to choose from. Academic transcripts are still accepted through various methods, but a complete 12th-grade transcript is required. This is also one of the questions that candidates and parents have asked quite frequently recently. For example, can first-semester transcripts be used for admissions? The answer now is no.

The Ministry of Education and Training will soon issue detailed guidelines on converting the scoring scales of various admission methods into a common scoring framework, ensuring fairness for candidates. In addition, bonus points and priority points will also be adjusted compared to previous years. For example, while the maximum score is 30, in the 2025 admissions season, no score will exceed 30, even with many bonus points…

Ms. Truong Thi Ngoc Bich, Director of the Information and Communication Center at the Ho Chi Minh City University of Economics and Finance, stated: "From very early on, the Ministry had announced its intention to abolish the early admission process that had been in place since 2024. This information was anticipated, so the Ministry's decision to abolish early admission was not entirely unexpected for candidates. The key issue for students is choosing which university and major to pursue, and what their strengths are. They will then choose the admission method as announced by the university."

Although early admissions have been completely abolished, the aptitude test is still conducted. Students can participate in the test, achieve a certain score, and then be considered for admission based on the admission information published by the universities. After the Ministry issues the Admission Regulations, universities will publish official admission information, including admission methods and expected scoring methods... Students need to monitor the information from the universities to get specific details.

According to Ms. Bich, many schools will not consider high school transcripts for admission but will combine them with high school academic results and conduct their own assessments. It's not that abandoning early admission means abandoning transcripts or that abandoning early admission means not participating in the aptitude assessment process... We are moving in a completely new direction, and students must understand the issue clearly and follow the information very carefully because they are studying a new curriculum, and the information published in the regulations is also completely new. Schools will create the best opportunities for candidates to choose their strengths when participating in university admissions.

Ms. Bich further informed: In 2025, Ho Chi Minh City University of Economics and Finance will simultaneously implement four admission methods: admission based on the results of the 2025 high school graduation exam, admission based on the average score of three subjects in the 12th grade academic transcript, admission based on the average score for the entire 12th grade year, and admission based on the results of the 2025 aptitude test of the National University of Ho Chi Minh City or the V-SAT exam for all undergraduate programs. The total admission quota is 5,360. This year, the university also opened a new major in International Commercial Law, bringing the total number of majors to 37. According to the Ministry's admission regulations, the university has also adjusted and applied new subject combinations for admission to its programs…
