At the meeting, after the opening speech of the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, representatives of the Legal Committee and the Department of Home Affairs reported the draft resolutions: Resolution on merging the Cultural - Social Committee and the Ethnic Committee under the Provincial People's Council into the Cultural - Social Committee of the Provincial People's Council; Resolution on establishing and reorganizing specialized agencies under the Provincial People's Committee. Based on the results of the review report of the Legal Committee of the Provincial People's Council, the Provincial People's Council discussed and voted to approve the above two resolutions.

According to the resolutions, after the merger, the Provincial People's Council's Culture and Social Committee has 11 members, including 1 Chairman, 2 Deputy Chairmen and 8 members (Chairman and 2 Deputy Heads working full-time). After the establishment and reorganization, the Provincial People's Committee has 13 specialized agencies, including: Department of Home Affairs; Department of Justice; Department of Finance; Department of Industry and Trade; Department of Agriculture and Environment; Department of Construction; Department of Science and Technology; Department of Culture, Sports and Tourism; Department of Education and Training; Department of Health; Department of Ethnic Minorities and Religions; Provincial Inspectorate; Office of the Provincial People's Committee.
Leaders of the Department of Home Affairs, Department of Finance, Provincial Agricultural Management Board, Department of Planning and Investment reported 6 draft resolutions at the meeting. Based on the report of the Legal Committee, the Economic - Budget Committee of the Provincial People's Council on the results of examining the draft resolutions, the Provincial People's Council delegates discussed and voted unanimously to pass 6 resolutions regulating a number of important issues related to the province's socio-economic issues: Finance, budget, land...
Next, based on the submission and verification reports from relevant agencies, the provincial People's Council delegates discussed and voted to approve five resolutions related to the leadership personnel of the Provincial People's Council Committees and members of the Provincial People's Committee for the 11th term, 2021-2026:
Dismiss Mr. Tran Minh Nam from the position of Head of the Economic - Budget Committee of the Provincial People's Council, due to retirement according to the regime. Dismiss Mr. Lam Dong from the position of Head of the Cultural - Social Committee of the Provincial People's Council, due to the requirements of the cadre work. Dismiss Ms. Pi Nang Thi Hon from the position of Head of the Ethnic Committee of the Provincial People's Council, due to job transfer. Dismiss Ms. Tran Do Oanh from the position of Deputy Head of the Cultural - Social Committee of the Provincial People's Council, due to job transfer.

The Provincial People's Council elected Mr. Nguyen Quang Nhat as the new Head of the Culture and Social Affairs Committee. The Provincial People's Council also elected Ms. Nguyen Pham Bao Ngoc and Ms. La Thoai Nhu Trang as new Deputy Heads of the Culture and Social Affairs Committee.

Provincial People's Council delegates also voted to approve a Resolution adjusting and supplementing the composition of the Provincial People's Council's thematic monitoring delegation on "The situation of implementing policies and laws on housing development and social housing in the province during the period 2021-2024".
In his closing remarks at the session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council highly appreciated the serious and responsible spirit of the delegates attending, which contributed to the successful completion of the session and the fulfillment of the planned agenda.

This is a very important meeting serving the revolution of arranging and streamlining the local government apparatus and stipulating mechanisms and policies, creating a legal basis for implementing the socio-economic development tasks of the province. Personnel work has been carried out strictly, in accordance with Party regulations and State laws, achieving high consensus and unanimity among the People's Council delegates. After this meeting, it is recommended that the Standing Committee of the Provincial People's Council and the Provincial People's Committee urgently organize and implement, soon put the resolutions into practice, achieve the highest efficiency, ensure conditions for the apparatus of local government agencies to operate smoothly and effectively. The Standing Committee, Committees, Delegation Groups and each delegate of the Provincial People's Council strengthen supervision, ensure the implementation of the resolutions of the Provincial People's Council seriously, legally and effectively.

1. Merge the Culture and Social Affairs Committee and the Ethnic Affairs Committee of the Provincial People's Council into the Culture and Social Affairs Committee of the Provincial People's Council.
2. Establishing and reorganizing specialized agencies under the Provincial People's Committee.
3. Amend and supplement Point a, Clause 2, Article 1 and replace the Appendix issued with Resolution No. 59/NQ-HDND dated December 10, 2024 of the Provincial People's Council on the assignment of provincial and district-level civil servant payrolls; the number of people working with salaries from the state budget in public service units; the Association payroll and the number of cadres, civil servants, and non-professional workers at the commune level in Ninh Thuan province in 2025.
4. Regulate the authority to decide on approving tasks and budget estimates for purchasing assets and equipment; decentralize the authority to decide on approving tasks and budgets for renovating, upgrading, expanding, and constructing new construction items in projects invested in construction from regular state budget expenditure sources in Ninh Thuan province.
5. Amend and supplement Clause 2, Article 22 of the Regulations on the rates, collection, payment, management and use of fees and charges in Ninh Thuan province, attached to Resolution No. 13/2020/NQ-HĐND dated December 10, 2020 of the Ninh Thuan Provincial People's Council.
6. Allocation and supplementary disbursement of recurrent expenditure budget for 2025.
7. Agree on the plan for borrowing back foreign loan capital from the Government and the debt repayment source to implement the Project "Reducing Emissions in the Central Highlands and South Central Coast of Vietnam to contribute to achieving the goals of the National REDD+ Action Program in Ninh Thuan Province".
8. Amend and supplement certain contents of Resolution No. 62/NQ-HĐND dated December 10, 2024, of the Provincial People's Council on approving the list of projects for changing the land use purpose of rice land, special-use forest land, protection forest land, and production forest land in 2025 in Ninh Thuan province.
9. Dismissal from the positions of Head and Deputy Head of the Provincial People's Council Committees for the 2021-2026 term.
10. Election of a new Head of the Culture and Social Affairs Committee of the Provincial People's Council for the 2021-2026 term (after the merger of the Culture and Social Affairs Committee and the Ethnic Affairs Committee of the Provincial People's Council).
