TPO – A representative of Phuc Thanh Hung Investment Joint Stock Company said that the contractor has repaired the damaged road surface and is currently constructing the toll lane islands on the Dien Chau – Bai Vot expressway.
On the morning of July 29th, Mr. Nguyen Quoc Viet – General Director of Phuc Thanh Hung Investment Joint Stock Company (the project enterprise) – stated that the damaged sections of the road surface on the Dien Chau – Bai Vot expressway have been repaired by the contractor. Also on the morning of July 29th, the contractor began constructing the toll lane divider island at this location to complete the project and begin toll collection in the near future.

Previously, starting on July 25th, residents discovered potholes and areas of road surface damage on the Dien Chau – Bai Vot expressway. The potholes were located at Km 430+500, in the Dien Chau district ( Nghe An province).
Mr. Nguyen Quoc Viet stated that the location where the road surface peeled off on the Dien Chau - Bai Vot expressway is the area where an additional toll station is being added. The peeling point is where the toll lane divider island is awaiting construction and where lean concrete was poured to facilitate traffic flow on April 29th.

Specifically, at Km 430+500 of the Dien Chau – Bai Vot expressway, an additional toll station has been added on the main route heading out (South – North), with a single-lane cement concrete road surface and barriers.
To facilitate traffic flow on April 29th as directed by the Prime Minister and the Ministry of Transport , the contractor has completed the road surface for the carriageways. However, the toll collection island located between the two outbound lanes, measuring 2 meters wide and 33 meters long, has not yet been constructed. The contractor has temporarily poured low-grade concrete to allow traffic flow. During operation, there has been some peeling and localized potholes in the areas where the toll collection islands were constructed.
From July 26th, the project enterprise instructed the contractor to implement measures to organize construction and repair of areas where the road surface had peeled off. Specifically, the contractor placed warning signs, organized guards, regulated and diverted traffic, and limited the speed limit in the construction area to 50km/h.

After repairing the damaged areas, by the morning of July 29th, the contractor proceeded to excavate and remove the weak concrete layer to begin construction of the toll lane dividers.
“It has been raining for the past few days, so construction hasn't been possible yet. Currently, the contractor is erecting corrugated iron fences and implementing measures to guard, monitor, and regulate traffic during the construction of the toll lane divider. The construction is expected to be completed in about 10 days,” Mr. Nguyen Quoc Viet informed.
The Dien Chau – Bai Vot Expressway is one of 11 component projects of the North-South Expressway Eastern section, Phase I (2017-2020), and one of three component projects invested under the public-private partnership (PPP) model.

The project has a total length of over 50km, passing through two provinces, Nghe An and Ha Tinh, with a total investment of over 11 trillion VND. Construction began in May 2021. The first 30km (from the intersection with National Highway 7A to the intersection with National Highway 46B, located in Nghe An province) was opened to traffic on April 30, 2024. The remaining 19km (from the intersection with National Highway 46B to the intersection with National Highway 8A) was opened to traffic on June 30, 2024.
