On October 19, 2016, the Ministry of Information and Communications issued Circular No. 22/2016/TT-BTTTT guiding the management of external information activities of provinces and centrally-administered cities. The Circular stipulates the content of the external information activity plan as follows: Provincial People's Committees shall base their long-term, medium-term, and annual external information activity plans on the Government's planning, programs, and plans; the goals and orientations of socio-economic development of the province or city; and the guiding documents on external information work issued by the Ministry of Information and Communications. GUIDELINES FOR MANAGING EXTERNAL INFORMATION ACTIVITIES OF PROVINCES AND CITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT

Based on Government Decree No. 132/2013/ND-CP dated October 16, 2013, regulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications; Based on Government Decree No. 72/2015/ND-CP dated September 7, 2015, on the management of external information activities; Based on Decision No. 25/2013/QD-TTg dated May 4, 2013, of the Prime Minister promulgating the Regulations on Spokesperson and Information Provision to the Press; Considering the proposal of the Director of the Department of External Information, the Minister of Information and Communications issues this Circular guiding the management of external information activities of provinces and centrally-administered cities. Chapter I

GENERAL REGULATIONS

Article 1. Scope of Application This Circular provides guidance on the management and implementation of external information activities of provinces and centrally-administered cities. Article 2. Applicable Subjects This Circular applies to the People's Committees of provinces and centrally-administered cities (hereinafter referred to as the Provincial People's Committees), specialized agencies under the Provincial People's Committees; People's Committees of districts, towns, and cities under the province (hereinafter referred to as the District People's Committees); and organizations and individuals participating in external information activities. Article 3. Content of the External Information Activity Plan The Provincial People's Committee shall base its plan on the Government's planning, programs, and plans; the goals and orientations of socio-economic development of the province or city; The Ministry of Information and Communications' guidelines on external information work are used to develop long-term, medium-term, and annual external information activity plans, including the following main tasks: 1. Assigning organizations or individuals to be responsible for implementing external information activities. 2. Developing and promulgating legal regulations and directives for managing external information activities. 3. Organizing annual training and professional development courses for officials at the department level and above, and other individuals involved in external information activities, on the following key topics: a) Implementing state management documents on external information; b) Methods and skills in external information work; c) Speaking skills and providing information to the press; d) International situation and the foreign affairs activities of the Party and State; e) Vietnam's and the province's/city's international integration; f) The situation regarding the struggle to protect national sovereignty over maritime territories and borders. g) Disseminating knowledge and raising awareness about human rights; publicizing achievements in ensuring human rights in Vietnam and in the province/city; h) Relations between Vietnam and countries sharing a common border (for provinces with a border). 4. Developing projects and external information activities to carry out the following key tasks: a) Information on the Party's guidelines and policies, and the State's laws and regulations; b) Information on the international situation and the Party and State's foreign affairs activities, and the province/city's international integration; c) Promoting the image of the province/city, its tourism potential, trade promotion, and attracting foreign investment; d) Providing information on issues related to the province/city that are of interest to foreign public opinion; explaining, clarifying, and combating false information that affects the reputation and image of the province/city; d) Propagating the protection of the sovereignty of the country's seas, islands, and territorial borders; e) Other tasks as required by the province or city. Article 4. Funding for External Information Activities The funding for external information activities of provinces and centrally-administered cities comes from the local budget and other legally mobilized sources. Annually, based on the requirements and tasks of external information activities, the People's Committee of the province shall allocate local budget to implement them in accordance with current regulations. Chapter II

EXTERNAL INFORMATION ACTIVITIES

Article 5. Providing Information to Promote the Image of Provinces and Cities Information to promote the image of provinces and cities shall be provided through the following methods: 1. External relations activities of the Provincial People's Committee. 2. Portals/Websites of the Provincial People's Committee, specialized agencies under the Provincial People's Committee; and District People's Committees, in Vietnamese and foreign languages. 3. Data systems for promoting the image of provinces and cities . 4. Publications in Vietnamese and foreign languages. 5. External relations information systems at international land, sea, air, and rail border gates. 6. Press products of domestic mass media. 7. Products of foreign news agencies, press, and media. 8. Media products disseminated via the internet. 9. Activities involving contact and cooperation with foreign press agencies. 10. Media activities for major events organized in provinces, cities, and abroad. 11. Other methods of external information activities as prescribed by law. Article 6. Providing Explanatory and Clarifying Information 1. Explanatory and clarifying information includes documents, records, and arguments aimed at explaining, clarifying, and refuting false information that affects the reputation and image of the province or city. 2. The People's Committee of the province shall monitor and synthesize domestic and foreign press opinions on the situation of the province or city. When the People's Committee of the province discovers or receives false information, documents, or reports that affect the reputation and image of the province or city, it shall notify the Ministry of Information and Communications and relevant agencies to facilitate management. 3. Provincial People's Committees shall proactively implement information and communication measures to protect and enhance the prestige and image of the province or city through the following forms: a) Issuing press releases to explain and clarify inaccurate information; spokespersons of the Provincial People's Committee, specialized agencies under the Provincial People's Committee, and district-level People's Committees shall speak and provide information to the press in the province or city; b) Appointing a representative or spokesperson to attend press briefings organized by the Central Propaganda Department in coordination with the Ministry of Information and Communications and the Vietnam Journalists Association to provide explanatory and clarifying information to press agencies when requested by the Ministry of Information and Communications; c) Publishing explanatory and clarifying information on the portal/website of the Provincial People's Committee, specialized agencies under the Provincial People's Committee, and district-level People's Committees; media products of news agencies, newspapers and other media, in Vietnamese and foreign languages; d) Providing information for news agencies and newspapers to explain, clarify, and combat false information; e) Organizing the provision of information to forces participating in foreign information activities and people in border areas, including the following contents: Explaining and clarifying false information; cooperative and friendly relations between Vietnam and countries sharing a common border. 4. Information containing state secrets must comply with the provisions of the law on the protection of state secrets. Article 7. Data System for Promoting the Image of Provinces and Cities 1. The data system for promoting the image of provinces and cities is a digitized data system in Vietnamese and foreign languages, introducing the province or city in various fields, providing information to the international community and Vietnamese people at home and abroad. 2. The data system for promoting the image of provinces and cities is the official source of information about the province or city. 3. The data system for promoting the image of provinces and cities is integrated into the national database on foreign affairs information. 4. Specialized agencies under the Provincial People's Committee; the District People's Committee; and news agencies and press in the province or city are responsible for providing information and data to promote the image of the province or city. Article 8. Support and Cooperation with Foreign News Agencies, Press, Media, and Reporters The People's Committee of the province shall assign specialized agencies under the People's Committee of the province to preside over: 1. Developing regulations in accordance with current regulations, creating favorable conditions for foreign news agencies, press, media, and reporters to operate in the province or city. 2. Developing mechanisms for cooperation with foreign news agencies, press, media, and reporters to produce media products introducing and promoting the image of the province or city on mass media abroad. Chapter III

MANAGEMENT OF EXTERNAL INFORMATION ACTIVITIES

Article 9. Responsibilities of the Provincial People's Committee 1. Implement the Party and State's guidelines and policies on external information work in the province/city. 2. Issue legal regulations and directives on the operation of external information activities. 3. Approve long-term, medium-term, and annual programs, projects, and plans for external information activities of the province/city. 4. Direct specialized agencies under the Provincial People's Committee; and the District People's Committees to assign personnel to be in charge of external information work. 5. Provide official information about the province/city, according to its functions, duties, and powers, to news agencies, the press, the international community, and Vietnamese people abroad. 6. Develop an external information system at international land, sea, air, and rail border gates (for provinces with international land, sea, air, and rail border gates). 7. Coordinate with the Ministry of Foreign Affairs , the Ministry of Information and Communications, and relevant agencies to develop plans and organize external information activities abroad; report to the Ministry of Foreign Affairs before organizing activities and notify the Ministry of Information and Communications for coordination in implementing the content of external information activities. 8. Ensure information security within the scope of management of the provincial People's Committee in accordance with regulations on information security; be responsible for conducting inspections, examinations, handling violations, and resolving complaints and denunciations in external information activities within the province/city. 9. Conduct preliminary and final reviews and evaluations of external information activities within the scope of management; Submit the annual plan for external information activities to the Ministry of Information and Communications before March 1st, following the template provided. Appendix No. 01 of this Circular; submit the Summary Report on External Information Work to the Ministry of Information and Communications before December 10th, with the report content following the template provided. Appendix No. 02 of this Circular. When the Ministry of Information and Communications makes an urgent request, the People's Committee of the province shall send a report to the Ministry of Information and Communications and relevant agencies. Article 10. Responsibilities of the Department of Information and Communications 1. To advise and assist the Provincial People's Committee in the state management of external information. 2. To develop regulations and rules on external information activities in the province and city. 3. To preside over and coordinate with specialized agencies under the Provincial People's Committee and the District People's Committee to carry out the following key tasks: a) To develop long-term, medium-term, and annual programs, projects, and plans for external information activities of the province and city as stipulated in Article 3 of this Circular: a) Organize the implementation of long-term, medium-term, and annual external information programs, projects, and activity plans after approval by the Provincial People's Committee; b) Guide specialized agencies under the Provincial People's Committee and District People's Committees in assigning personnel to be in charge of external information work; c) Supervise, guide, inspect, and supervise the external information work of the province and city; propose awards for organizations and individuals with achievements in external information work within its authority. 4. Preside over and organize the appraisal of long-term, medium-term, and annual external information programs, projects, and activity plans of specialized agencies under the Provincial People's Committee and District People's Committees; approve (within its authority) or submit to the Provincial People's Committee for approval the programs, projects, and activity plans for external information; 4. Monitor and expedite the implementation progress of programs, projects, and plans for external information activities after approval. 5. Coordinate the development of regulations to facilitate the operation of foreign news agencies, press, media, and reporters in the province/city; develop a mechanism for cooperation with foreign news agencies, press, media, and reporters to produce media products introducing and promoting the image of the province/city on mass media abroad. 6. Coordinate with the Provincial/City Party Committee's Propaganda Department and specialized agencies under the Provincial People's Committee to advise the Provincial People's Committee on organizing regular and ad hoc press conferences and providing external information to news agencies, press, organizations, and individuals interested. 7. Chair and coordinate with specialized agencies under the Provincial People's Committee; the District People's Committee and functional forces to organize training and professional development as prescribed. Clause 3, Article 3 of this Circular. 8. To preside over and coordinate with specialized agencies under the Provincial People's Committee; the District People's Committee, to advise the Provincial People's Committee on building materials, documents, files, and arguments to explain, clarify, and combat false information affecting the reputation and image of the province or city. 9. To preside over and coordinate with specialized agencies under the Provincial People's Committee in building, managing, and exploiting the data system for promoting the image of the province or city; to implement the provisions of the law on protecting state secrets regarding the data system storage process. 10. To preside over and coordinate with specialized agencies under the Provincial People's Committee and functional forces in developing annual plans and budgets for compiling content to provide to the external information system at international land, sea, air, and rail border gates, and submit it to the Provincial People's Committee for approval. 11. Implement legal regulations on protecting state secrets in external information work. 12. Preside over and coordinate with specialized agencies under the Provincial People's Committee and District People's Committees to propose to the Ministry of Information and Communications or the Provincial People's Committee to reward organizations and individuals with achievements in external information work within their authority. 13. Preside over and coordinate with the Inspectorate of the Ministry of Information and Communications, specialized agencies under the Provincial People's Committee and District People's Committees to conduct inspections, examinations, handle violations, and resolve complaints and denunciations in external information activities in the province/city according to regulations. Chapter IV

ENFORCEMENT CLAUSES

Article 11. Implementation 1. The People's Committees of provinces are responsible for directing specialized agencies under the People's Committees of provinces and the People's Committees of districts directly under the province to implement the Circular. 2. The Department of External Information is responsible for urging, monitoring, and inspecting the implementation of the Circular, and periodically reporting the results to the Minister of Information and Communications. Article 12. Effective Date. This Circular shall take effect from December 2, 2016. During the implementation process, in case of difficulties or inconsistencies, the People's Committees of provinces are requested to report in writing to the Ministry of Information and Communications for consideration and adjustment.
