Mr. Ho Tan Minh, Chief of the Office of the Ho Chi Minh City Department of Education and Training, affirmed that Circular 29 of the Ministry of Education and Training does not prohibit tutoring but only tightens management to ensure transparency and compliance with regulations.
On the afternoon of February 13th, at the regular socio -economic press conference of the Ho Chi Minh City People's Committee, Mr. Ho Tan Minh, Chief of the Office of the Ho Chi Minh City Department of Education and Training, emphasized that Circular No. 29 of the Ministry of Education and Training regulating supplementary teaching and learning (effective from February 14th, 2025) has "restored the dignity of the education sector".

"This circular aims to ensure that the management of tutoring and supplementary classes is more structured, rigorous, and orderly, not to ban tutoring altogether," Mr. Minh explained.
According to Mr. Minh, the demand for further education to enhance knowledge and develop students' abilities is increasing. Upon being recognized by UNESCO as a member of the global network of learning cities, Ho Chi Minh City also recognizes that learning for its citizens is a lifelong process.
In this context, supplementary education plays a role in supporting students' personal development so that they can contribute to the country. However, it is important to emphasize that supplementary education must be entirely voluntary.
There are no exceptions when implementing Circular 29 on extra teaching and learning.
"Circular 29 has clearly defined the roles and responsibilities of each unit, agency and branch. The Ho Chi Minh City People's Committee has also issued a document directing districts, towns and Thu Duc City to implement the guidelines. The Ho Chi Minh City Department of Education and Training is seeking opinions from departments, branches and branches on the management of extra teaching in the area," Mr. Minh announced, emphasizing that the implementation of Circular 29 will not have any exceptions or leniency for any individual.
Mr. Minh stated that extracurricular tutoring outside of school must be conducted in accordance with regulations. Teachers who wish to provide tutoring must do so at legally registered business establishments, without exception, even if it's just tutoring 2-3 students or in small groups.
Furthermore, for public school teachers, the Civil Servant Law clearly stipulates that they are not allowed to participate in managing or operating extracurricular tutoring activities, and Circular 29 further reaffirms this regulation.
Another important point of Circular 29, according to Mr. Minh, is that teachers are not allowed to charge extra fees for regular students in school.
Teachers must organize full classroom teaching, providing necessary knowledge for students to be able to study on their own, instead of leaving out or retaining content to force students to study extra after school. This "helps maintain the seriousness of education , avoiding the situation of studying extra just to cope with tests or exams".
"Previously, regulations allowed for paid extra tutoring within schools, leading to a situation where teachers did not cover all the content during regular class hours in order to dedicate time to extra classes. This negatively impacted the image of the education sector."
Therefore, Circular 29 stipulates that extra classes in schools can only be organized free of charge for three groups of students: those who have not met the knowledge standards, those who need to develop their talents, and final year students who need to review for exams. Schools are responsible for organizing these classes without charging fees," said Mr. Minh.
Accordingly, the Ministry of Education and Training has issued clear directives on this matter, requesting the People's Committees of provinces and cities to direct the provision of appropriate financial support to educational institutions in organizing review and tutoring for students, especially those in their final year.
The Chief of Staff of the Ho Chi Minh City Department of Education and Training also reiterated that there is no complete ban on tutoring, but rather stricter management to ensure that the education sector achieves its objectives.
