Reporting at the Conference, Mr. Le Tien Quan - Deputy Head of the Ethnic Minorities Committee of Phu Tho province, said that in recent times, the implementation of ethnic policies in Phu Tho province has received attention from leaders, direction, and implementation organization to ensure compliance with the requirements of the Central and local governments.
The Ethnic Minorities Committee of Phu Tho province has proactively coordinated with relevant departments, branches and People's Committees of districts and cities to promptly advise the Provincial People's Committee to issue management documents, direct, guide and organize the full and synchronous implementation of ethnic work and ethnic policies in the province.
In addition, the Provincial Ethnic Committee has presided over and coordinated with relevant departments, branches and People's Committees of districts and cities to review and identify beneficiaries, areas and investment needs, support contents, sub-projects, and projects under the National Target Program for Socio -Economic Development of Ethnic Minority and Mountainous Areas (National Target Program 1719) to submit to the People's Committee for approval of the list and allocation of capital for implementation.
The Ethnic Minorities Committee of Phu Tho province also advised on the issuance of a Decision approving and a Plan to implement policies for prestigious people among ethnic minorities in the province; advised on the issuance of a document directing the implementation of the work of organizing the 4th Congress of Ethnic Minorities at district and provincial levels in 2024. Up to now, all 4/4 districts and cities of the province that meet the conditions have completed the organization of the Congress according to the direction of the Central Government. The 4th Congress of Ethnic Minorities of Phu Tho province in 2024 is expected to be held in November this year.
Thanks to resources from programs, projects and policies implemented in the area, it has contributed to the completion of the province's socio-economic targets, and the material and spiritual life of the people has gradually stabilized. Accordingly, agricultural and forestry production in Phu Tho province has ensured the plan, some targets have been achieved and are close to achieving the plan. The work of preserving, maintaining, promoting and developing traditional cultural values of ethnic minorities has received attention from Party committees and authorities at all levels. The awareness of people, especially ethnic minorities, about the role and position of culture in social life has been increasingly raised, cultural values have been preserved, conserved and promoted. Tourism service activities have gradually become regular, the number of tourists coming to ethnic minority areas has increased.
Education and training in Phu Tho province have also been invested in and developed, the quality of education has increasingly achieved positive results, and the infrastructure invested in education has been increasingly consolidated and improved. Currently, the province has 5 boarding schools for ethnic minorities, 13 semi-boarding schools for ethnic minorities with 146 classes and 4,713 students (including 4,503 ethnic minority students).
People's health care continues to receive attention and focus; the quality of medical examination and treatment, and primary health care for people has gradually improved. Political security and social order and safety are basically stable.
In addition to the achieved results, the implementation of ethnic policies still faces some difficulties and obstacles. Specifically, due to the lack of regulations on the demarcation of mountainous, midland and plain communes, it is difficult for localities to implement some policies; the implementation of policies for prestigious people still faces difficulties; collecting information and determining criteria for ethnic minority and mountainous areas face many difficulties because there is no specific system of indicators.
In the process of organizing and implementing the National Target Program 1719, there are still some overlapping, unclear and inconsistent contents between the guiding documents... affecting the implementation and disbursement progress of the Program's capital.
At the meeting, the Ethnic Committee of Phu Tho province also recommended that the Ethnic Committee and related ministries and branches advise on removing some difficulties and obstacles for the province in the process of implementing ethnic policies, such as: Reviewing requirements for lecturers and reporters; providing specific instructions on the content of providing audio-visual equipment for prestigious people in the community under content No. 1, sub-project 1, Project 10 in the National Target Program 1719 so that localities can soon implement the above content.
Regarding the work of investigating and collecting information on the socio-economic situation of 53 ethnic minorities in the province in 2024, Mr. Nguyen Hien Minh - Director of the Statistics Office of Phu Tho province - said that this is an issue that the province has set as one of the top important tasks and is currently being organized according to plan. "Currently, the province is conducting surveys in 237 areas, within the scope of 6/13 districts, cities and towns. To carry out the survey, the province has also selected 129 qualified investigators to participate in collecting information," said Mr. Hien.
Concluding the meeting, Deputy Minister and Vice Chairman Nong Thi Ha highly appreciated the achievements of the Phu Tho Provincial Ethnic Committee in ethnic affairs and implementation of ethnic policies. Acknowledging the difficulties of the Provincial Ethnic Committee, the Deputy Minister and Vice Chairman said that she would propose and work with leaders at all levels to study and resolve them.
