The Prime Minister directed the key tasks and solutions to promote socio-economic development.

Continue to promote growth while maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy.

Accordingly, ministries, agencies, and localities should closely monitor international and regional developments, policy adjustments by major economies and partners, especially monetary, fiscal, trade, and investment policies; analyze and forecast to proactively respond with timely, appropriate, and effective policies, especially regarding increases in both aggregate supply and aggregate demand.

Thoroughly understand market conditions, balance supply and demand, and monitor commodity prices to develop appropriate and effective solutions for stabilizing the market and prices, especially for gasoline, oil, essential goods, housing, and food. Prepare pricing plans and a roadmap for adjusting prices of goods according to market forces with state regulation, and public services according to market mechanisms, ensuring inflation is controlled according to the set target.

The Ministry of Planning and Investment proactively analyzes, forecasts, and promptly updates and advises the Government and the Prime Minister on appropriate plans and scenarios for directing and managing economic growth while maintaining macroeconomic stability, controlling inflation, ensuring major economic balances, and supporting the production and business activities of enterprises and people. It focuses on promoting and attracting large-scale, high-tech FDI projects, especially in the development of the digital economy, green economy, circular economy, and processing, manufacturing, electronics, semiconductor, and hydrogen industries; and promptly identifies and addresses difficulties and obstacles faced by FDI enterprises, especially administrative procedures, to accelerate the progress of projects in Vietnam.

The Ministry of Finance is strengthening financial discipline and order, resolutely implementing digital transformation, regulations on electronic invoices, especially promoting the application of digital transformation in budget revenue and expenditure, improving the effectiveness and efficiency of state budget revenue and expenditure management; ensuring accurate, complete, and timely revenue collection, expanding the tax base and combating tax evasion, especially for food and beverage businesses, restaurants, e-commerce, and businesses on cross-border platforms…; thoroughly and resolutely cutting recurrent expenditures and non-urgent spending tasks. It is promoting and controlling the healthy, safe, and efficient development of financial markets, securities, and corporate bonds; promptly detecting and strictly handling violations. It is also urgently implementing necessary measures to upgrade the Vietnamese stock market from a frontier market to an emerging market in 2024.

The State Bank of Vietnam manages interest rates and exchange rates in a timely, flexible, harmonious, and reasonable manner, in line with market conditions, macroeconomic developments, and monetary policy objectives; further strengthens inspection, supervision, and control of bad debt risks and implements effective and timely solutions to handle bad debts in the system of credit institutions. It strictly enforces the regulations in Decree No. 24/2012/ND-CP on the management of gold trading activities; proactively and effectively implements solutions and intervention tools to manage the domestic gold market to ensure healthy competition, stable operation, transparency, and efficiency; and closely manages and controls market activities and transactions, immediately and effectively addressing the high disparity between domestic and international gold prices. It inspects, audits, and strictly handles cases of corruption, smuggling, and gold price manipulation. At the same time, it is necessary to regulate and regulate in a timely and effective manner, meeting the foreign currency needs of businesses and individuals.

Accelerate the disbursement of public investment capital, using public investment to drive, activate, and attract all social resources.

Ministries, agencies, and localities: urgently allocate detailed plans for state budget investment capital in 2024 in accordance with regulations, avoiding further delays, ensuring a focused and targeted approach, avoiding a scattered approach, aligning with implementation and disbursement capabilities, and complying with the law on public investment.

We must resolutely expedite land clearance, disburse public investment funds, accelerate the construction progress of key projects and works, and speed up the implementation of national target programs in the spirit of using public investment to lead, activate, and attract all social resources.

Focus on accelerating progress, resolving difficulties in the supply of construction materials, speeding up investment preparation, investment decisions, and contractor selection for key national projects and construction investment projects in the area.

Strengthen discipline and order in the disbursement of public investment capital, and impose strict penalties in accordance with regulations on organizations and individuals who intentionally delay the allocation, implementation, and disbursement of public investment capital; promptly replace incompetent, sluggish, or corrupt officials and civil servants; and resolutely handle negative and corrupt acts in public investment management, especially national key projects, in accordance with the law.

The Ministry of Planning and Investment periodically reports to the Government and the Prime Minister on a monthly basis the situation, results, and proposes appropriate solutions to promote the disbursement of public investment capital, national target programs, and ODA funds; publicly discloses and proposes criticism of ministries, agencies, and localities with disbursement rates lower than the national average. It continues to review, amend, and supplement legal regulations within its authority or report and propose amendments and supplements to competent authorities to promote the allocation and disbursement of public investment projects and ensure the efficient use of capital.

The Ministry of Finance, in coordination with relevant ministries, agencies, and localities, shall urgently implement the tasks assigned in Official Dispatch No. 24/CĐ-TTg dated March 22, 2024, and report to the Prime Minister on the review and consolidation of the need to adjust the 2024 central budget capital plan that has not yet been allocated in detail by ministries, central agencies, and localities; and extend the time for allocating central budget capital to projects assigned in the medium-term public investment plan for the 2021-2025 period.

The Ministry of Finance has directed the acceleration of payment and settlement procedures and expenditure control to simplify and shorten the time and procedures for disbursing public investment capital; and to promote the application of digital transformation and online payment services of the State Treasury.

The Ministries and agencies: Agriculture and Rural Development, Labour-Invalids and Social Affairs, and the Committee for Ethnic Minorities Affairs shall review the difficulties, obstacles, and recommendations of ministries, agencies, and localities in the process of allocating and disbursing funds for the three national target programs to coordinate with the Ministry of Planning and Investment, the Ministry of Finance, and relevant agencies to handle them according to regulations, and promptly report to competent authorities on matters exceeding their authority.

The Ministry of Natural Resources and Environment will continue to monitor and promptly guide the implementation of measures to resolve difficulties, obstacles, and procedures related to the exploitation of construction materials, ensuring sufficient supply of construction materials for key transportation projects, especially in the Mekong Delta and southern provinces.

State-owned economic groups and corporations are focusing on reforming governance, strengthening research and development, reducing costs, and improving operational efficiency; while also promoting investment and development, especially large-scale, high-efficiency projects with significant spillover effects.

Develop the domestic market, expand and diversify export markets, and diversify supply chains.

Ministries, agencies, and localities should focus on developing the domestic market, strengthening trade promotion, stimulating consumer demand in their areas, and actively responding to the "Vietnamese people prioritize using Vietnamese goods" campaign; promoting the distribution of goods through digital platforms and e-commerce. They should urgently implement solutions to boost exports, especially to large and potential markets, and effectively utilize signed trade agreements and treaties.

The Ministry of Industry and Trade will take the lead and coordinate with the Ministry of Foreign Affairs and other relevant ministries and agencies to support businesses in effectively utilizing commitments in signed FTAs; accelerate negotiations and signing of new FTAs ​​(with the United Arab Emirates and the Latin American region); and continue to expand exports to the African region and Halal markets. It will promptly inform businesses about adjustments to policies and regulations of other countries regarding the export and import of goods, especially key agricultural products such as rice and coffee; and proactively develop plans to handle, guide, and support businesses in carrying out procedures and providing documents and information to meet the new regulations of partner countries.

Promote the implementation of domestic consumption stimulus programs, market stabilization programs, agricultural product promotion, One Commune One Product (OCOP) programs, and bringing Vietnamese goods to rural areas... Strengthen market management, combat smuggling and trade fraud; promptly investigate and handle trade defense cases against imported goods into Vietnam in accordance with regulations.

Promote the reduction and simplification of administrative procedures, create a favorable investment and business environment, continue to remove obstacles to production and business, and create jobs and livelihoods for the people.

Ministries, agencies, and localities: tighten administrative discipline and order, and improve the effectiveness and efficiency of leadership and management; promote a spirit of daring to think, daring to act, and daring to innovate for the common good; resolutely overcome the situation of shirking and avoiding responsibility; further enhance the role and responsibility of cadres, civil servants, and public employees, especially those in leadership positions.

Urgently review and propose plans to reduce and simplify business-related licenses in accordance with Decision No. 104/QD-TTg dated January 25, 2024; regularly inspect, strictly handle, and publicly disclose officials, civil servants, and agencies that cause delays and inconvenience.

Focus on promptly addressing and resolving difficulties and obstacles, especially regarding preferential mechanisms and policies, legal procedures, land, infrastructure, and human resources, in order to enhance the attraction of investment from all sectors of society, investment through public-private partnerships, and selectively attract foreign investment.

Focus on implementing digital transformation tasks as directed in Notice No. 04/TB-VPCP dated January 8, 2024; continue to effectively implement Project 06 as directed in Directive No. 04/CT-TTg dated February 11, 2024, creating a substantive transformation in the provision of public services, reducing inconvenience, time, and costs for citizens and businesses.

The Ministry of Planning and Investment is urgently developing, promulgating, and effectively implementing the Strategy for the Development of Vietnam's Semiconductor Industry, and the Project for the Development of Human Resources in the Semiconductor Industry until 2030, with a vision to 2045.

The Ministry of Finance is urgently researching and proposing to the Government and the Prime Minister in May 2024 the extension of the tax payment deadline, reduction of vehicle registration fees for domestically produced and assembled automobiles, and reduction of land and water surface lease fees.

The Ministry of Industry and Trade proactively takes measures within its authority and regulations to ensure sufficient supply of electricity and petroleum products to serve production, business, and consumption by people and businesses, absolutely preventing electricity shortages and disruptions in the supply of petroleum products under all circumstances.

The State Bank of Vietnam continues to direct the reduction of lending interest rates; proactively implement measures to manage credit growth and increase the economy's access to capital effectively, feasiblely, and promptly; promote the disbursement of the VND 120 trillion credit package for investors and homebuyers of social housing projects; leverage the role of large state-owned commercial banks as per Notice No. 123/TB-VPCP dated March 27, 2024; and research and increase the size of the VND 15 trillion credit package to support businesses producing and processing forestry and aquatic products.

The Ministry of Agriculture and Rural Development will proactively direct and guide localities in implementing specific solutions to prevent and combat drought, water shortages, and saltwater intrusion, minimizing the impact on agricultural production and people's lives. It will proactively develop scenarios and promptly provide solutions to guide and promote the consumption of agricultural products, effectively overcoming the situation of bumper harvests leading to low prices and high prices coinciding with poor harvests. It will actively guide the construction and development of large-scale, concentrated raw material production areas according to market standards and requirements, contributing to the promotion of sustainable agricultural development and improving product quality. It will continue to lead and coordinate with relevant agencies and coastal localities to strengthen the implementation of solutions to combat IUU fishing; and make thorough preparations for working with the 5th EC inspection team and lifting the Yellow Card in 2024.

The Ministry of Culture, Sports and Tourism will successfully organize the 2024 summer tourism season; closely coordinate with localities to strengthen the management of tourism service prices, accommodation, and food services in the area; continue to effectively implement tasks and solutions for comprehensive, rapid, and sustainable tourism development according to Directive No. 08/CT-TTg dated February 23, 2024; and organize cultural, artistic, and sports programs to create highlights that attract tourists.

The Ministry of Transport is urgently studying and promptly implementing appropriate support solutions and policies for airlines to maintain flight routes and commercial aircraft numbers, minimizing the impact on ticket prices, people's travel, and domestic tourism development, especially during the upcoming April 30th and May 1st holidays and the peak summer travel season.

The Ministry of Construction should promptly issue procedures for investing in social housing projects and selecting investors… to ensure that the implementation of social housing projects saves time and mobilizes and encourages social resources to participate in the development of social housing, as directed in Notice No. 123/TB-VPCP dated March 27, 2024.

Effectively implement social welfare programs.

Ministries, agencies, and localities should effectively implement social welfare work; pay attention to providing timely support to people with meritorious services and policy beneficiaries; promptly distribute rice to support people during lean seasons and in areas affected by natural disasters and epidemics; and decisively and effectively implement the "Eliminating temporary and dilapidated houses" emulation movement, achieving the set goals nationwide in 2025.

The Ministry of Labour, Invalids and Social Affairs has effectively implemented solutions to develop the labor market; focusing on training in new professions, and developing and improving the quality of vocational education.

The Ministry of Health continues to innovate and improve the quality of medical examination and treatment; proactively prevent and control infectious diseases; and urgently address the shortage of medicines, medical supplies, and equipment at public health facilities.

Focus on improving institutions and implementing plans decisively and effectively.

Ministries, agencies, and localities should urgently develop, submit, and promulgate detailed regulations and guidelines for the implementation of laws and resolutions passed at the 6th Session and the 5th Extraordinary Session, especially the Law on Credit Institutions (amended), the Law on Land (amended), the Law on Real Estate Business, the Law on Housing, etc., ensuring quality and progress. Focus on developing and ensuring the progress and quality of projects under the 2024 Law and Ordinance Drafting Program, and carefully prepare the content for the 7th Session of the 15th National Assembly.

Expeditiously complete and submit for approval the national sectoral plans; finalize the remaining 05 regional plans and provincial plans; promptly and effectively implement the issued national, regional, and provincial plans.

The Ministry of Industry and Trade, in coordination with relevant ministries and agencies, shall urgently finalize and submit to competent authorities for promulgation before April 30, 2024, the following: (i) mechanisms and policies for direct electricity trading between power generation units and large electricity consumers; (ii) mechanisms to encourage the development of rooftop solar power installed in residential houses, offices, and industrial zones for self-production and self-consumption; (iii) mechanisms and policies for the development of gas-fired and offshore wind power in accordance with the directives in Official Dispatch No. 38/CĐ-TTg dated April 15, 2024. The Ministry shall also urgently submit to the Government a new Decree replacing Decree No. 95/2021/NĐ-CP and Decree No. 83/2014/NĐ-CP on petroleum business in May 2024. Implement the Power Development Plan VIII decisively and effectively to ensure a stable and sufficient electricity supply for the nation and regions according to annual demand forecasts; promptly compile and finalize the list of power source projects as required by the Plan, and submit it to the Prime Minister for consideration and approval as soon as possible.

The Ministry of Finance is urgently finalizing the draft Government Decree regulating the preparation of estimates, management, and use of regular state budget funds for the implementation of investment projects for construction, renovation, upgrading, and expansion of already constructed projects; asset procurement; and the purchase, repair, and upgrading of equipment and machinery, and will submit it to the Government in April 2024 before reporting to the Standing Committee of the National Assembly.

Continue to effectively address outstanding and long-standing issues.

The State Bank of Vietnam is urgently completing the mandatory valuation of banks and the mandatory transfer plan for weak banks, submitting them to the Government for consideration and decision as directed in Resolution No. 28/NQ-CP dated March 5, 2024; and developing and submitting to competent authorities a plan for handling Saigon Commercial Bank (SCB).

The Ministry of Finance, the Ministry of Industry and Trade, and the State Capital Management Committee at Enterprises, according to their functions, duties, and authority, shall focus on implementing solutions for projects and enterprises that are behind schedule or inefficient and have been approved by competent authorities; at the same time, they shall urgently complete the dossiers and plans to address remaining outstanding and long-standing issues, including resolving difficulties for Vietnam Airlines Corporation, and submit them to competent authorities for approval.

Ensuring national defense, security, and social order and safety, while promoting foreign relations and international integration.

The Ministry of National Defence has done a good job of forecasting, proactively grasping the situation, promptly advising and effectively handling situations, avoiding passivity and surprises; resolutely and persistently defending national sovereignty and territory.

The Ministry of Public Security directs the ensuring of absolute security and safety for important political, cultural, and social events of the country, and the activities of Party and State leaders; strengthens crime prevention and control, especially organized crime, transnational crime, criminal offenses, and drug-related crimes; and accelerates the investigation of cases monitored and directed by the Steering Committee for Anti-Corruption.

The Ministry of Foreign Affairs is well-prepared for the foreign affairs programs of the Party and State leaders; continues to firmly consolidate a favorable foreign relations situation for national defense and development; and enhances the effectiveness of economic diplomacy to serve development.

Strengthen information and communication efforts.

The Ministry of Information and Communications focuses on directing; Vietnam Television, Vietnam Radio, Vietnam News Agency, the Government Electronic Information Portal, and press agencies to do a good job of information and propaganda, especially policy communication, contributing to creating social consensus, consolidating trust, creating momentum, and inspiring people and businesses; resolutely fighting against and refuting the distorted views and arguments of hostile and reactionary forces; promptly responding to issues of public concern; dismantling, removing, and preventing harmful, toxic, and false information; and strictly handling organizations and individuals who violate the law. Strengthening external information, mobilizing support from the international community, contributing to enhancing the prestige and position of the country.
