VOV.VN - At the BRICS 2025 Summit on the evening of July 6 (local time), Prime Minister Pham Minh Chinh delivered an important speech at the High-Level Discussion on the topic: Strengthening multilateralism, economic and financial issues and artificial intelligence.

Prime Minister Pham Minh Chinh affirmed that Vietnam is a sincere friend, a reliable partner, and an active and responsible member of the BRICS community and the international community; ready to work with BRICS and other Southern countries to promote mutually beneficial cooperation, strengthen connectivity, and jointly address common challenges, aiming to build a scientific , effective, inclusive, and sustainable global governance system.

Prime Minister Pham Minh Chinh congratulated Brazil on successfully assuming the BRICS chairmanship in 2025 and stated that this year's conference sent a strong message: the countries of the South are not only a driving force for global growth but also an important force contributing to building a fairer, more equitable, more efficient, sustainable, and inclusive international order for all nations.

As a BRICS partner country, the Prime Minister affirmed that Vietnam is a sincere friend, a reliable partner, and an active and responsible member of the BRICS community and the international community; ready to work with BRICS and other Southern countries to promote mutually beneficial cooperation, strengthen connectivity, and jointly address common challenges, aiming to build a scientific, effective, inclusive, and sustainable global governance system.

The Prime Minister stated that the world is experiencing a period of profound upheaval and uncertainty: political polarization, economic separation, institutional fragmentation, development differentiation, and a widening gap between rich and poor; trust in global institutions is eroding, trust and multilateral cooperation are declining, and faith in international law is being shaken. This is the root cause of division, fueling protectionism, unilateralism, and extreme, narrow-minded, and self-serving nationalism.

In this context, the Prime Minister affirmed that now more than ever, it is necessary to strengthen international solidarity, uphold multilateralism, and oppose authoritarian imposition in order to address challenges with a global, people-to-people, comprehensive, and inclusive approach.

"With nearly 50% of the world's population and over 40% of its GDP, BRICS must become a pioneering force in strengthening trust, maintaining stability, leading cooperation, and shaping the future development of the region and the world," Prime Minister Pham Minh Chinh emphasized.

Prime Minister Pham Minh Chinh proposed three strategic "pioneering" initiatives for BRICS and its partner countries:

Firstly, we must be pioneers in rebuilding multilateralism, equality, and the fight against monopolies and protectionism, persistently pursuing dialogue and cooperation while avoiding confrontation, based on the fundamental principles of the United Nations Charter and international law. We must elevate and renew multilateral cooperation, promoting reforms of global institutions such as the United Nations, IMF, WB, and WTO to meet the new realities, new voices, and evolving needs.

Strengthening South-South cooperation and promoting BRICS-ASEAN connectivity will become a "bridge" for building trust and cooperation between developed and developing countries; making solidarity in diversity a new driving force for sustainable and inclusive global development.

Secondly, it is crucial to be a pioneer in promoting trade liberalization, equality, anti-monopoly measures, and respect for the equal rights and legitimate interests of all nations. To enhance strategic autonomy, BRICS and the countries of the South need to strengthen the opening of their goods markets to each other, promote supply chain and production chain linkages, deepen cooperation in mobilizing and sharing resources, support technology transfer and human resource training for projects in healthcare, education, digital infrastructure, green transformation, and climate change adaptation. Research should also be conducted on diversifying payment methods, including payments in local currencies within intra-bloc trade and between BRICS and other regional organizations.

Thirdly, we must pioneer in leveraging the power of artificial intelligence to serve humanity, not to replace humans. We must promote the development of a global AI governance system that is fair, safe, secure, and accessible to all countries and all people. We must build an AI ecosystem that adheres to ethical values, balancing innovation and social benefit. We must collaborate in building digital infrastructure, digital data centers, green standards, high performance, developing high-quality human resources, and AI programs for the community, enabling all citizens to access and benefit from AI.

"The complex changes in the world today further highlight the profound insight of President Lula da Silva. Firmly defending multilateralism is the only path we must take. On that journey, Vietnam, together with BRICS and the countries of the South, will continuously strive, unite, and make efforts to build a truly fair, equitable, scientific, inclusive, and sustainable global governance system," said Prime Minister Pham Minh Chinh.
