Hungarian PM visits Russia on 'mission of peace', Ukraine says it should 'behave differently'

Kyiv has expressed its views on Hungarian Prime Minister Viktor Orban's visit to Moscow to seek a way out of the Russia-Ukraine conflict.

On July 5th, Hungarian Prime Minister Viktor Orban made a surprise visit to Moscow, meeting with Russian President Vladimir Putin. The Hungarian Prime Minister's office confirmed that he was on a " peacekeeping mission".

The discussions between the two leaders focused on potential options for a peaceful resolution of the Ukraine conflict.

At the conclusion of the negotiations, Orban acknowledged that Moscow and Kyiv's positions remained "very different." However, Orban also affirmed that "we have taken the most important step, which is establishing contact," and pledged to continue the effort.

Earlier this week, the Hungarian Prime Minister visited Kyiv to meet with Ukrainian President Volodymyr Zelensky. There, Orban declared his support for negotiations and an immediate ceasefire.

The Ukrainian Foreign Ministry expressed its disapproval of Prime Minister Orban's visit to Russia without Kyiv's approval or coordination.

Mikhail Podolyak, a top aide to Ukrainian President Volodymyr Zelensky, stated that Ukraine is ready to present its conditions for peace negotiations with Russia through third parties. However, mediators must make public statements supporting Kyiv's position.

Mr. Podolyak asserted that mediators should "behave differently." He told RBK : "Any country serious about reconciliation will not make empty statements. When they say 'we support an immediate ceasefire,' it shows they are not ready for a reconciliation mission. Large-scale conflicts require a different approach."

Following his meeting with Prime Minister Orban, President Putin affirmed Moscow's readiness to negotiate a resolution to the conflict. However, he noted that Ukraine appeared determined to fight to the bitter end.

Putin emphasized that the conflict could only end if Kyiv withdrew its troops from Donbass, Zaporozhye, and Kherson, regions that became part of Russia after referendums. He also stated that other conditions would be discussed during the negotiations.

Earlier, Putin had proposed an immediate ceasefire on the condition that Ukraine withdraw its troops, recognize Russian sovereignty over the territories, and provide binding guarantees against joining the North Atlantic Treaty Organization (NATO). Kyiv and its Western allies rejected this proposal, although Russia insisted the proposal remained "valid."
