On the afternoon of July 1, in Seoul, during his official visit to Korea, Prime Minister Pham Minh Chinh attended the Vietnam - Korea Labor Cooperation Forum, presented gifts and encouraged Vietnamese workers in Korea.
The forum was organized by the Ministry of Labor, Invalids and Social Affairs, the Ministry of Planning and Investment in coordination with the Vietnamese Embassy in Korea. Also attending were Chairman of the Korean Economic, Social and Labor Council Kim Moon-soo, Chairman of the Human Resources Development Service of Korea Lee Woo Young, and members of the Vietnamese delegation visiting Korea.
Vietnam leads in sending workers to Korea
According to reports and opinions at the Forum, the number of Vietnamese workers going to Korea increases rapidly every year and Vietnam is currently in the leading group of countries sending workers to Korea (about 66,000 workers).
Many Vietnamese workers after working in Korea, studying and accumulating a lot of knowledge and skills in a good working environment, with foreign language ability and professional working style have returned to Vietnam to start successful businesses.
The number of Korean workers working in Vietnam also increases rapidly every year (nearly 20,000 workers), ranking first and accounting for over 16% of the total number of foreign workers working in Vietnam (122,660 people).
Most Korean workers are highly qualified with 7,625 people holding management and executive positions, accounting for over 38%; the team of experts and technicians is over 11,000 people, accounting for nearly 62%.

Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung said that the good news is that recently, Korean agencies have come to Vietnam to review, inspect and officially agree to allow outstanding Vietnamese youths to continue to return under a 4-year labor program, according to the requirements of higher quality professional training and higher skills.
"We believe that in the future, the relationship between Vietnamese and Korean labor will continue to expand in the direction of training in high-quality, productive, and higher-income specialized occupations, and will truly be a place to foster knowledge, experience, skills, and industrial style," the Minister expected.
Mr. Lee Woo Young, Chairman of the Human Resources Development Service of Korea, emphasized that Vietnamese workers have contributed a lot to the development of the two countries, and the labor support program is also a focus of the Korean Government . He said that it is necessary to shorten the entry process of workers into Korea; build a new mechanism for labor selection that is increasingly effective and more substantial.
Create the most favorable conditions for employees to devote themselves
Speaking at the Forum, Prime Minister Pham Minh Chinh emphasized the important significance of the Forum for management agencies, employers and employees of both countries.
Regarding Vietnam-Korea relations, the Prime Minister affirmed that the relationship between the two countries has existed since the 12th century and has never been as good as it is today, especially since the two countries upgraded their relationship to a Comprehensive Strategic Partnership in 2022.
"During this visit, I clearly felt the atmosphere, sincere feelings, trust, appreciation, respect, and mutual support in development between the two countries and peoples," said the Prime Minister.

The Prime Minister said that Vietnam-Korea labor cooperation is a bright spot in bilateral relations between the two countries, especially since many Vietnamese workers have returned to Korea to work, showing that Korea needs Vietnamese workers and both sides are satisfied with bilateral labor cooperation.
The Prime Minister affirmed that the potential for labor cooperation between the two countries is still very large. Korea is a country with a highly developed socio-economic foundation, but its population is aging rapidly, its birth rate is among the lowest in the world, and it is lacking human resources in areas such as industry, agriculture, fisheries, tourism and services. Meanwhile, Vietnam is a developing country and is benefiting from a golden population structure, with an abundant source of young human resources.
Besides the positive aspects, labor cooperation between the two countries also has some negative aspects. According to the Prime Minister, this is also normal for a large community of Vietnamese workers. The important thing is that both sides share, listen, find ways to promote the achievements and results that have been achieved and resolve and overcome difficulties and challenges, continue to improve the quality of labor cooperation, develop healthy, equal, safe, civilized and humane labor cooperation relations.
"We will together create the most favorable conditions for workers to be respected and to devote themselves to their own development, contributing to the two countries and the bilateral relationship," said the Prime Minister.

To be worthy of the tradition of long-term cooperation and attachment, commensurate with the level of comprehensive strategic cooperation between the two sides, and to elevate labor cooperation between the two countries to a new level, the Prime Minister suggested that the Korean side continue to take the lead in training international human resources, including Vietnamese workers, to promote effective and sustainable human resource cooperation activities and bring benefits to both sides. At the same time, send highly qualified experts and managers to work in Vietnam.
Along with that, the Korean side continues to increase the quota for receiving Vietnamese workers under the Employment Permit System (EPS), workers in the shipbuilding, agriculture, fishing vessel fisheries industries and expanding new occupations that Korea has demand for (such as information technology, nursing and services, etc.); increase the number of successful candidates in Korean language exams; strengthen measures to ensure that workers leave the country to work in Korea through organizations and units with functions of Vietnam and are licensed by competent authorities of Vietnam.
At the same time, strengthen coordination, exchange and information sharing with Vietnamese authorities (Ministry of Labor, War Invalids and Social Affairs, Vietnamese Embassy in Korea) to create a favorable, safe, friendly and culturally harmonious environment for Vietnamese workers in Korea; ensure that workers enjoy their legitimate benefits, work with peace of mind, comply with local laws, thereby minimizing law violations in Korea; at the same time, effectively implement the Social Insurance Agreement between Vietnam and Korea.
On the Vietnamese side, the Prime Minister said that in addition to traditional industries, Vietnam aims to recruit and dispatch skilled and qualified workers in a number of industries and sectors that Korea has strengths in and is focusing on, such as semiconductors, electric vehicles, biotechnology, and self-driving cars.
The Ministry of Labor, War Invalids and Social Affairs, the Ministry of Foreign Affairs, the Ministry of Planning and Investment, together with relevant ministries, branches and localities, will coordinate more closely with the Vietnamese Embassy in Korea, actively work with Korean authorities (such as the Ministry of Justice, the Ministry of Employment and Labor, the Ministry of Trade, Industry and Energy, etc.) to focus on implementing commitments and solutions to promote labor cooperation between Vietnam and Korea in the new situation to be worthy of the comprehensive strategic partnership between the two countries.
At the same time, strengthen support for employment, start-ups, and connect job supply and demand for workers returning from Korea with Korean enterprises investing in Vietnam; regularly organize vocational training and career guidance courses for repatriated workers.
The Prime Minister affirmed that in the spirit of "harmonious benefits and shared risks", Vietnam is committed to always listening, accompanying, supporting and creating all favorable conditions for foreign enterprises and workers in general and Korean enterprises and workers in particular to invest, do business, work and study effectively, long-term and sustainably in Vietnam.
